QUESTIONS & ANSWERS

Questions & Answers:

1. Distance, since these are just components and not engines, if LEAD needs to inspect part, being close to LEAD is critical. I would recommend a 100 mile range from LEAD.

ANSWER: Thank you for the suggestion, the distance from LEAD will remain as stated in the contract.

2. Being a Deutz dealer is a bonus, I would say, then we can back the parts. We are a Deutz dealer.

ANSWER: Acknowledged

3. In the past, LEAD supplied all the head components, seats, guides, springs, locks and valves, and in rods, rod bushings and in block cam brgs and aux brgs.

I believe LEAD should still supply parts because they get them the cheapest and right from Germany;

and, I would also make a mandatory parts replacement to be on same playing field as anyone. If I put all new parts in head, could escalate price several hundred dollars in comparison to someone reusing all parts.

ANSWER: Acknowledged

4. We are not liquid penetrant now, but can get certified very easily. The only way the heads can be done is with liquid penetrant. They are not cast iron, so NDT will not work. Most people would need to get certified in this process.

ANSWER: NDT testing is a key component in this contract. Obtaining level II certification in Liquid Penetrant can take time. NDT testing on these engine components can be done using an outside source.

The outside source shall be certified to the National Aerospace Standards 410 (NAS-410) for Liquid Penetrant (PT) and Magnetic Particle (MT). A copy of the certification for the technician performing the testing shall be provided to the Government.

5. Past performance in these components is key, these are tricky components to do. We did these for LEAD before the last contract they were not happy with current vendor. We did fix two blocks in past year. We have actually re-machined many of these components in 2008,2009,2011,2012, and 2015 respectively. So past performance I would appreciate to allow to go back to 2008; so 8 years. We have actually done 29 jobs with these components since 2008.

ANSWER: Acknowledged

6. Turn-around time critical, I would say 14 days working.

ANSWER: The EPPIII components shall be picked-up, serviced and delivered back to the customer within ten (10) business days after the contractor is notified by a receipt of a LEAD Delivery Order that the items are available for pickup.

7. Also parts must be genuine Deutz, not aftermarket.

ANSWER: Correct, all parts shall be genuine OEM Deutz parts. Aftermarket parts are not an acceptable alternative.

8. Your inspectors are certified to ASNT SNT-TC-1A for MPI, not NAS-410.

NAS-410 requires more classroom training and experience hours than the ASNT specification, among other differences. You may want to check with your customer to see if they will accept the ASNT certification.

What liquid penetrant process will you be using; visible or fluorescent? What specification compliance is required for the penetrant inspection? It looks like the earliest I could provide training is the first week of November for liquid penetrant.

These are questions from my NDT consultant. Will you accept ASNT cert??

ANSWER: NDT folks say no ASNT SNT-TC-1A for MPI cannot take the place for NAS-410. However, you can upgrade to NAS 410 by taking a few more courses.
