QUESTIONS & ANSWERS
Question #1: Section 1.2 Background (page 10) of the Performance Work Statement (PWS) states: “The requirement is that all of the active LPS in LEMC is tested at least twice per year.” 5.1 Testing: CLIN 0001 (page
13) states: “The entire system at LEMC must be tested every two years.” Please clarify the frequency of service for the LEMC.
Answer #1: The requirement is to have each point of the system tested at least one time in a two year period. The PWS has been updated to correct this issue.
In addition, if a point fails testing and requires a repair, the point must be re-tested after the repair. Example: LPS point fails a test in JUN 2016, repairs are conducted in JUN 2016, re- test and pass in JUN 2016, then this point is ok and does not need to be re-tested until JUN 2018.
Question #2: Section 5.1.1 Testing of Earth Covered Magazines (approximately 6314 test points) in accordance with form JMCN 3751-R, this will be after repairs only. Please clarify how it will be known that repairs are required prior to testing. Will Earth Covered Magazines be tested after a deficiency in the LPS is identified during CLIN 0001 activities, repairs ordered, and 5.1.1 Testing occurs following this?
Answer #2: LEMC personnel test the earth covered magazines and report the findings. The earth covered magazines that fail the Government executed test will be documented and distributed by the COR to the contractor in order to schedule require repairs. The contractor is then responsible for testing the point after repairs have been executed and that repair/test result data will be collected and delivered to the COR.
Question #3: Section 1.4.2 Place and Performance of Services (page 10) of the PWS states: “Performance shall be at the area of designation, according to a schedule, provided by the government COR.”
Please clarify if the government or the contractor will be providing the schedule for order and duration of work on individual service requests. If the government is providing a schedule:
1) Can it provide information on how phasing and duration is anticipated for individual work requests?
2) Will individual work requests be grouped together by area, LPS type, and buildings / igloos / docks or will the work be dispersed throughout the LEMC area?
3) Does the government have a sample schedule for review during solicitation response?
It would be recommended that the government issue a request for service outlining work requirements and permit the contractor to develop the schedule and submit for review and acceptance to ensure that the schedule is accurate and milestones are obtainable. Is this acceptable to the government?
Answer #3: The list of repairs will be scheduled according to a realistic timeframe according to the COR and the government. The schedule will contain the list of buildings and docks that will need to be tested. It will also contain the earth covered magazine test information. Again, the schedule is a living document and will be revised/discussed on a regular interval between the contractor and the COR. The work can and will be completed according to the regulations and in a manner that is best for the contractor and the COR. The areas will be grouped according to the mission schedule and ease of access. This schedule will be flexible and fluid with only regulation constraints. No sample schedule will be provided. After the contract is awarded the schedule will be reviewed/discussed/revised between the contractor and the COR for the most optimal efficiency of execution according to the mission requirements and regulations of the government.
Question # 4: Please provide a copy of form JMCN 3897-R and form JMCN 3751-R as referenced in the solicitation.
Answer #4: The requested form is attached to the posting of the Q&A, Amendment #1 for your review.
Question #5: Is there a building, igloo, and dock list available that the government can provide for reference?
Answer #5: The points have been estimated in the PWS, a site visit was conducted and the PWS has the defect rate of 3%. Nothing more will be provided at this time. The building numbers, list of tests and a list of repairs in a schedule will be provided after the award has been issued.
Question #6: Section 5.1.4 (page 13) of the PWS states: “Test results on form JMCN 3897-R or JMCN 3751-R shall be submitted within 1 business day of completion to the LEMC COR.” Will the test results be required to be submitted within 1 business day (daily) following testing on individual test points or within 1 business day of completing testing on the entire group of testing points as grouped together in a service request?
Answer #6: Test results will be grouped. Each building will be a group of tests. Each dock will be a group of tests.
Each earth covered magazine will be considered a group of tests. All work, group testing will need to be turned into the COR within 1 business day, daily.
Question #7: Section 5.2 Repair of the PWS in reference to CLIN 0002 (page 14) states: “Repairs shall be scheduled for all points that do not successfully pass testing in section 5.1, within 48 hours of submission of the deficiency annotated on report form JMCN 3751-R or JMCN 3897-R.”
Are repairs required to be scheduled within 48 hours of submission or completed within 48 hours of submission?
Are all repairs to be completed within the 48 hour window or only routine repairs?
Answer #7: Repairs shall be scheduled within 48 hours either after failure of a test or notification from the COR.
This does not prohibit the contractor from repairing the point immediately after testing failure.
Question #8: Will the costs incurred through the presence of lead based paint or other hazardous materials be paid for through CLIN 0003 or will the contractor need to include these potential costs in CLIN 0001 unit pricing?
Answer #8: Lead based paint costs shall be included in the CLIN 0003.
Question #9: Section 5.2 Repair of the PWS; referencing CLIN 0002 (page 14) states: “After the repair is conducted, then a test must be conducted/repeated, in order to confirm the point is within the establish parameters.”
Will the CLIN 0001 be used to cover the cost of the repeat test following a repair?
Answer #9: Yes.
Question #10: Will the government provide a 2 week extension to the offer due date to allow for the review of government responses and possible alterations to contractor bid?
Answer #10: The Government will provide a 1 week extension to the offer due date.
Question #11: Should additional costs of lifts, climbing gear, and other such access equipment for mast and catenary systems as well as building access be included in the unit pricing for CLIN 0001 or will those cost be added to CLIN 0001 cost by utilizing CLIN 0002 and CLIN 0003 on an as needed basis when that type of work is required?
Answer #11: All costs to execute testing shall be incorporated into CLIN 0001, to include costs for accessing the testing points. All expected costs to execute repairs, except for actual parts required for repair, shall be incorporated into the CLIN 0002 hourly rate.
Question #12: Are all of the tall masts made of wood?
Answer #12: Yes. They are on utility poles.
Question #13: Is there an individual ground rod at the base of each high mast pole or is there an interconnecting ground grid?
Answer #13: This system is primarily on the docks and it has an interconnecting ground loop.
Question #14: If LP system replacement is recommended, will the cost of replacement be covered under CLIN 0002 and CLIN 0003?
Answer #14: An entire system replacement will be addressed in a separate contract if determined necessary.
Question #15: There is no Lightning Protection Technician wage rate; LP installers typically use Journeyman Electrician wage rates. Are the Journeyman Electrician prevailing wage rates for Letterkenny acceptable?
Answer #15: The referenced wage determination in the solicitation includes the prevailing wage for an electrician (23160).
Question #16: Are these services currently being performed by a contractor? If so, could you please provide the incumbent name as well as the contract number?
Answer# 16: No.
