5.2.7. Contractor Qualifications: This program requires remanufacture from vendor sources who can provide objective documentation that validates their rebuild process, parts, testing and service is equal to or exceeds

NMWR/TM specifications and standards. The contractor shall have experience in the remanufacture, repair, overhaul, and testing of engines and power train components to NMWR/TM standards within the last three years. The

Contractor shall provide documentation that includes all relevant contract numbers, contracting agency names, and a sample engine, transmission, and transfer test record to verify this experience.

5.2.8. Specific Repair Requirements:

5.2.8.1. Repaired Components: Where repaired components are allowed, the contractor shall provide components that are remanufactured to OEM standards. All mandatory replacement parts as specified in the

NWMR/OEM technical manuals and specifications shall be replaced. All mandatory replacement parts shall meet or exceed OEM specifications. All replacement/repair parts, seals, gaskets (Do not use cork gaskets on engine or transmission oil pans), sealants (Do not use anaerobic sealant), adhesives and other materials that are utilized by the contractor in the remanufacture process shall conform to or exceed OEM specifications. The engine/power pack remanufacture requirements shall include NWMR/OEM standard inspection, remanufacturing and testing of the alternator, starter and engine electrical components.

5.2.8.2. Power Pack Condition and Fluids: All delivered power packs shall consist of remanufactured or new components, and shall be in a ready to run configuration for direct installation into a vehicle. Engine lubricating oil and transmission hydraulic fluid, transfer case and differentials utilized for testing of the components need not be drained unless such fluids present a leakage problem during shipment. If fluids are drained from the units the contractor shall attach a tag to each unit stating this –for example: Fluid drained - Refill before operating.

5.2.8.3. Testing: The contractor shall test each remanufactured engine and component as specified by the

NWMR/OEM technical manuals and specifications. The results shall be recorded in the Final Inspection &

Acceptance Record (FIR) or provided in a separate test report. The test data, identified to the component by serial or part number, shall be annotated in the objective evidence record (OER) or provided in a separate test report.

The contractor shall provide the OER and the FIR with serial numbers for the engine, transmission, and transfer upon delivery of power packs to LEAD.

5.2.8.4. Replacement Components: The contractor may provide OEM standard replacement components in instances where the condition of core components precludes economic remanufacturing.

5.2.8.5. Transmission: The transmission remanufacture requirements shall include NMWR/OEM standard inspection, remanufacturing and testing of the torque converter.

5.2.8.6. Emission Controls: The engines are military purpose power plants and are exempt from emission control standards, therefore remanufactured or replacement engines shall not be fitted with emission controls.

5.2.8.7. Cleaning & Painting: All components shall be cleaned and stripped of any/all paint, residue and corrosion. Commercial OEM painting is acceptable.

5.2.8.8. Protection: When component repair is complete, the contractor shall take adequate measures to ensure that components are protected from the elements to prevent deterioration/corrosion until delivered to LEAD facilities.

5.2.8.9. Marking: The contractor shall mark all engine blocks and differentials with the contractor job order number and task order number. Each engine, transmission, transfer, and differential shall be labeled with the following information when returned to LEAD:

Remanufactured IAW

Contract (Contract #)

Date:

5.2.8.10. Transportation and Delivery: The Contractor shall pick up and deliver to LEAD all components in accordance with the delivery schedule. Pick up and delivery shall be at Building 350, door 20A. The contractor shall transport the power pack assemblies from the depot in accordance with issued task orders, overhaul them IAW this PWS, and return them to LEAD on the LEAD power pack stand in no more than 7 calendar days. Power packs

(except the differentials and starters) shall be picked up by the contractor and shall be returned to LEAD on a

Government owned power pack transport stand. Differentials and starters shall be picked up and returned at the same time as the rest of the power pack, but in separate reusable containers. Exchange of component assemblies shall be arranged through the COR that will be assigned at contract award. The contractor shall supply a completed

DD form 1149 invoice/shipping document for each power pack at time of delivery.

5.2.9. Engines and power train components covered under this PWS: Although the parts below are listed separately, the contractor shall provide one complete engine assembly, torque converter, transmission, and transfer case mated together in a power pack and in a ready to run configuration. The starter, front and rear differentials will be received and shall be delivered un-mounted. The power packs returned to LEAD shall include the following components depending on the core power pack and the option required.
