About this file
This modification amends a solicitation for an oil pump test stand. The Army seeks one test stand to meet minimum requirements for the Anniston Army Depot, including installation, training, and manuals. The stand must not exceed dimensions of 84 inches in width, 108 inches in depth, and 132 inches in height, though an additional 24 inches of width is allowed to accommodate electrical panels and computer interfaces. The modification provides additional details on available chilled water specifications, the configurable test sequencer functionality, and clarifies that no further questions will be answered at this time.

AMENDMENT 3 NOTES
1. The purpose of this modification is to answer Industry Questions for W911KF-23-Q-0017; Oil Pump Test Stand:
2. The SOW states the test stand's dimensions cannot exceed 84" in width x 108" in depth x 132" in height. These dimensions seem to include only the main test stand and does not include the space required for the electrical panels/computer/operator interface. Will there be additional space available to accommodate the electrical panels/computer/operator interface?
-We are ok adding 24 inches in width to the machine, but would like to keep original dimension from SOW if possible.
3. The existing test stand has two (2) heat exchangers which are cooled by "facility chilled water"... can you provide the specifications of the available "facility chilled water" (flow, pressure, temp, etc)? How many gallons per minute of chilled water is available? How many gallons does the current test stand consume?
-Plan for water at 70 degrees Fahrenheit at 35 gallons per minute
4. Please provide additional detail on the functionality and configurable parameters of the sequencer cited in the SOW?
- The test sequencer is part of the test software. It allows the use and reuse of existing sequences, preprogrammed functions, defining of inputs and output unique to each occurrence of the function in the test sequence, and the logic required to determine when to begin and end execution of any step in the sequence. The purpose is to allow the modification of test procedures (sequences) for existing units under test (UUT) and create new tests for future UUTs without knowledge of the underlying programming language (i.e. LabVIEW, C#, etc.). The sequencer needs to provide a way to create and modify sequences. Typically, each sequence is stored in a file. This file is created and edited using a text editor or test software specific GUI integrated into the test software or both.
Here is an example that may or may not resemble the delivered test stand. An oil pump test stand might be delivered with a main sequences for each type and configuration of pumps tested.
Some of the preprogrammed functions in these sequences might be Operator Prompt, Set Oil Temperature, Set Pump Speed, Set Scavenge Pressure, Set Main Pressure, Set Oil Pressure, Capture Data Set, etc.
Test stand functions that apply regardless of the UUT under test should be set, controlled, and monitored outside of any test sequence. Some of these functions may include the default oil temperature, absolute limits such as limits on motor acceleration and speed and oil temperature, operation of automated guarding, submersion of pump into oil, etc, updating of gauges and status indicators.
A sequencer will be used during automatic testing only. During manual testing, the operator will provide control and sequencing that would otherwise be performed by the sequencer during automatic testing.
5. No further questions will be answered at this time.
