3. The revised Statement of Work is attached to this amendment as “Revised Attachment 1- SOW for X1100 Oil Pump Test Stand.”
4. Industry Questions are answered as follows:
Industry Questions
1. Can you provide the TO or actual test procedure?
ANSWER:
Distribution of this material is restricted, and cannot be released until after award. Added testing data/pump performance data to SOW dated 3/16/2023 in appendix A.
2. Can you provide the high level drawings of these UUT’s?
Distribution of this material is restricted, and cannot be released until after award
3. This Solicitation is for an Oil Pump Test Stand. However, the Statement of Work has many references to Advance Units. These references are found in the following paragraphs in the Statement of Work:
Paragraph 3.1.3 Paragraph 3.2.4 Paragraph 4.4 (2 references) Paragraph 4.5.1 Paragraph 4.5.2.4 Paragraph 4.6.5 (2 references) Paragraph 4.7.1 Paragraph 4.7.4 Paragraph 5.1 (2 references) Paragraph 5.5 Paragraph 7.1.1 (2 references)
Correct Please clarify.
This was in error, corrections have been made to SOW to revision dated 3/16/23.
4. Can you please send the current NMWR 9-2520-276 to be used in testing the X1100 Oil Pump?
Distribution of this material is restricted, and cannot be released until after award.
5. If the entire NMWR isn’t available, can you supply the test procedure and any fixture drawings?
ANSWER:
We have no fixture drawings.
Distribution of this material is restricted, and cannot be released until after award.
6. Are you replacing an existing test stand? Do you have any information to share about that stand? Manufacturer? Drawings? Photos? Manuals etc?
ANSWER:
We are replacing a currently used stand, but stand is proprietary. We are working to arrange onsite visit to view existing equipment and location. Distribution of photos of the stand is restricted due to the proprietary nature.
7. SOW para 5.1 states testing one of each type of Advance units. Are there more than one type of X1100 Oil Pump? Para 5.5 states testing up to five of each type of advance unit per applicable NMWRs. Just want to be sure there is one or multiple pumps to test.
ANSWER:
Yes, two different models of oil pumps. The word “advance unit” should have stated oil pump and SOW has been corrected.
8. We are requesting the Technical Data Package for this announcement. Please find our approved DD 2345 attached and be aware, our Security Officer is copied on this note. We are request all the Technical Data and Drawings available.
We will refer this to our security office.
9. Please confirm that NMWR 9-2520-276 is the only NMWR applicable to this project.
Yes, it is the only applicable NMWR.
10. Are photos of any existing test stand available?
Distribution of photos of the stand is restricted due to the proprietary nature. The stand will be available for viewing during the site visit.
11. Are photos of the target oil pump available?
ANSWER:
Distribution of this material is restricted, and cannot be released until after award.
12. Are test adapter/tooling drawings available?
ANSWER:
No not available.
13. SOW 4.5.2.3 calls for use of an ABB variable frequency drive (VFD). We use Siemens – please ask if they will accept the use of Siemens rather than ABB.
ANSWER:
Per SOW dated 3/16/2023 paragraph 4.5.2.3 the VFD must have the “following salient features: compatibility with ABB Drive Composer programming and maintenance software.” It is up to the offeror to determine if a particular VFD meets this requirement.
This is because ANAD has substantial investment in personnel training, software, spare parts, and service contracts for this type of equipment. Support for VFDs without these salient features result in a duplication of cost to the government.
14. Similarly SOW 4.6.6 calls for use of Allen Bradley PLC. Please ask if they will accept the use of a Siemens PLC
ANSWER:
Per SOW dated 3/16/2023 paragraph 4.6.5 the PLC shall have the following salient features: “compatibility with Allen Bradley RSLogix programming and maintenance software and compatibility with Allen Bradley communication cables.” It is up to the offeror to determine if a particular PLC meets this requirement. This is because ANAD has substantial investment in personnel training, software, spare parts, and service contracts for this type of equipment. Support for PLCs without these salient features result in a duplication of cost to the government.
15. SOW 4.7.9 has more far reaching language regarding source code than we’ve seen on other government contracts. Rather than requiring source code delivery for only what was developed specifically for the contract, this paragraph requires source code for any “…application developed by the contractor that is executed on the test stand…” We would deploy an off-the-shelf existing Bauer software product that does not require programming for customization. We don’t typically provide source code for this software product.
ANSWER:
We require source code to maintain supportability of equipment if manufacturer discontinues support or dissolves.
16. Can we arrange for a site visit with a local contractor to evaluate installation requirements?
We are working to arrange onsite visit to view existing equipment and location.
17. Please confirm that acceptance will be based on the test stand successfully conducting tests per the NMWR, and not on any test data comparison
ANSWER:
Acceptance will be based on the SOW which includes successfully completing the NMWR test, and validity of measurements will be verified according to SOW paragraph
5.3. The government reserves the right to verify measurements through the US Army TMDE Activity, who are onsite at ANAD.
18. We feel there is some information that is missing. I think this information is located in the National Maintenance Work Requirements NMWR 9-2520-276. How can I obtain a copy of this document? We are looking for temp data, weights, attachment points, flow rate, pressures, etc.
ANSWER:
Distribution of this material is restricted, and cannot be released until after award. Added testing data/pump performance data to SOW dated 3/16/2023 in appendix A.
