Federal Agency: Army Office: Army Contracting Command-Anniston Army Depot (ACC-ANAD) AoI Title: Equipment Rental 1CSO AoI Number: AoI 0014 AoI Release Date: 19 October 2026 Responses: See W911KF-25-S-C0002-A014 for Procedure Details

1. General Information

1.1 Introduction

The Government is issuing this Area of Interest (AOI) under the Anniston Army Depot (ANAD) Commercial Solutions Opening (CSO) W911KF-25-S-C0001-0002 process to identify and acquire commercial equipment rental and facility support solutions. Authorized under Section 803 of the FY2022 National Defense Authorization Act (10 USC § 3458) and DFARS Subpart 212.70, this program allows the depot to rapidly secure commercial capabilities to meet operational needs.

The objective of this AOI is to establish fast, reliable, and flexible access to a wide range of operational, construction, industrial, and heavy equipment. This access is critical to mitigating facility disruptions, preventing depot bottlenecks, and ensuring continuous maintenance and production readiness.

This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section XX below. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements, to close capability gaps or provide potential innovative technological advancements, and when meaningful proposals with varying Technical or scientific approaches can be reasonably anticipated.

1.2 AoI Background

Anniston Army Depot, located in Anniston, Alabama, is a premier heavy industrial complex operating under the Army's Organic Industrial Base (OIB). The depot is dedicated to the overhaul, repair, and modernization of heavy combat vehicles, artillery, bridging systems, and defense platforms.

Due to the massive scale and industrial nature of ANAD's operations, rapid and reliable access to support equipment is essential. Commercial partners do not need to provide defense-specific parts; instead, they provide the underlying utility, material handling, and heavy equipment required to keep these industrial facilities and maintenance lines running smoothly. This AOI supports ANAD's modernization by introducing agile, commercial-grade equipment capacity.

The authority to issue this CSO AoI is derived from ACC-ANAD Commercial Solutions Opening W911KF-25-S-C0002-0001, dated 14 May 2025. The CSO authority is Section 803 of the National Defense Authorization Act for FY2022, Public Law 117-807, and Class Deviation 2022-O0007.

1.3 Identify AoI Solution

We are seeking commercial partners capable of providing flexible, rapid-response rental agreements and facility support for various sizes, classes, and configurations of industrial and heavy equipment.

Examples of the types of equipment currently of interest include, but are not limited to:

• Material Handling & Lift Equipment: Forklifts (various lift capacities, rough terrain, and warehouse profiles), Manlifts, Scissor Lifts, and Telehandlers.

• Power & Utility Generation: Portable Light Plants, Portable Generators (towable and skid-mounted), and Ground Power Units (GPU).

• Welding & Fabrication Equipment: Heavy-duty Portable Welders and support accessories.

• Earthmoving & Excavation Machinery: Backhoes, Excavators (compact to heavy class), Dump Trucks, and Skid Steers.

• Specialized Vegetation & Site Clearing: Hydro-axes, Jarraffs, and heavy-duty brush cutters.

• Climate Control Systems: Portable Air Conditioners, Spot Coolers, and industrial desiccant dehumidifiers to maintain optimal facility conditions.

• Dredging & Fluid Management: High-capacity Dredge Pumps, trash pumps, and associated dredging equipment.

Please note: The above list is purely illustrative and is not intended to be exhaustive or restrictive.

2. Support and Failure Mitigation

Operational resilience at ANAD requires a proactive approach to risk management.

Infrastructure or facility equipment failures can directly impact schedule metrics for critical military vehicle lines.

Therefore, we encourage contractors to propose any other types of equipment, machinery, backup utilities, or commercial facility-support solutions that might be needed to maintain depot operations. We are seeking partners who can:

1. Anticipate operational gaps and vulnerability points on the depot floor.

2. Offer rapid-mobilization rental packages (including on-site setup and maintenance).

3. Provide reliable backup solutions and quick-exchange clauses to ensure continuous readiness.

3. Submission & Evaluation Process

Submissions under this AOI must follow the multi-phased evaluation process (including Solution Brief, Presentation/Pitch, and Commercial Solution Proposal phases) outlined in the overarching Anniston Army Depot (ANAD) Commercial Solutions Opening (CSO) solicitation document

(W911KF-25-S-C002).

Please refer directly to the main CSO solicitation for detailed instructions regarding proposal formatting, page limits, submission portals, evaluation criteria, and contract terms.

4. General Guidelines

• Commerciality: All equipment rental agreements, maintenance services, and support packages acquired through this process are treated as commercial products or commercial services.

• Contract Type: Resulting awards must be fixed-price or fixed-price incentive contracts or agreements. Cost-reimbursable arrangements are not permitted.

• SAM Registration: To receive an award, companies must have a Unique Entity ID (UEI) and an active, compliant registration in the System for Award Management (SAM.gov).

5. AoI Constraints

1. Any selected company/companies will be required to be registered in the System for

Award Maintenance (sam.gov).
