About this file
This is a Questions and Answers (Q&A) document for a federal equipment rental contract opportunity at a military depot. The document does not contain specific response dates, award dates, pricing terms, or set-asides, as it addresses clarifying questions submitted by potential offerors.
Key details include: solution briefs should be submitted via email to Contract Specialist Johnny Stewart II at johnny.stewart2.civ@army.mil. The government expects to make one award covering multiple types of equipment rather than separate awards for individual categories. Portable offices may be included as a rental option but cannot substitute for portable HVAC units. The depot requires offerors to provide information on the size and types of equipment available for rental to address various scenarios, including building outages, HVAC failures, power loss, production surges, and site work, with no single situation prioritized over others. Buy American Act compliance and related DFARS supply clauses (including DFARS 252.225-7001) apply to equipment rentals and leases, not just direct purchases. Foreign-owned companies may participate as subcontractors to a U.S. prime rental company, subject to country-of-origin restrictions. Large ceiling fans (HVLS) are explicitly outside the scope of this requirement. Offerors interested in submitting proposals for continuous openings under the general areas of interest in section 6 of the master CSO should follow the instructions on the CSO announcement.

QUESTION 1: Where and how should we submit the solution brief? Is it by email, and if so, to which address?
ANSWER1: Please submit to the contract specialist: Johnny Stewart II @ johnny.stewart2.civ@army.mil
QUESTION 2: would the depot consider rented relocatable rooms as a facility-support solution under this AoI? We mean climate-controlled offices, inspection rooms or break rooms delivered and set up on short notice while a building or its HVAC is out of service, then removed.
ANSWER 2: Portable offices can be included as an option for rental but would not be considered as a solution in leu of portable HVAC units.
QUESTION 3: do you expect to make one award covering many types of equipment, or would you consider a brief that covers a single category?
ANSWER 3: The expectation is to have one award.
QUESTION 4: Are the general areas of interest in section 6 of the master CSO open for solution briefs now, in particular (1) Agile and Adaptive Facilities?
ANSWER 4: If you are interested in submitting a separate proposal for a continuous opening, you can do so following the instructions on the CSO announcement.
QUESTION5: Which situations do you most want covered, for example building or HVAC outages, power loss, production surges or site work? For those, how long do rentals usually run, and how quickly after a call would you need equipment on site?
ANSWER 5: One situation is not more important that another. I simply need them to provide the size and types of equipment available for rental to cover ans many posabilities as possible.
QUESTION 6: Does Buy American (DFARS 252.225-7001 or other 252.225 clauses) apply to equipment that is rented to the depot, not bought?
ANSWER 6: Yes, Buy American Act and related supply clauses (such as DFARS 252.225- 7001) generally apply to leases and rentals of equipment, not just direct purchases.
QUESTION 7: Can a team take part where a U.S. rental company is the prime and a foreign-owned company supplies some of the equipment? Our company is foreign-owned. We want to know about any rules or limits before we submit.
ANSWER 7: This depends on the country of origin.
mailto:johnny.stewart2.civ@army.mil
QUESTION 8: Can you share any site details for the maintenance lines, such as building sizes, ceiling heights, or whether the bays have air conditioning? We want to propose large ceiling fans (HVLS) to reduce heat stress for workers, and these details would help us size the solution.
ANSWER 8: We are not buying or renting large celling fans via this contract, so this suggestion is outside the scope of this requirement.
