This is a Commercial Solutions Opening (CSO) Area of Interest (AoI) solicitation issued by the Army Contracting Command-Anniston Army Depot (ACC-ANAD) for material laboratory services.
The Government seeks qualified contractors to provide independent materials testing and analysis services to support maintenance, repair, overhaul, and modernization efforts at Anniston Army Depot (ANAD), a major Department of Defense maintenance facility responsible for military vehicle and equipment repair. The contractor must maintain ISO/IEC 17025 accreditation and establish a robust quality management system under either Option A (ISO 17025 detailed framework) or Option B (ISO 9001 alignment). Primary work tasks include: (1) weld procedure qualification sample processing, including tensile testing, bend testing, macroetch testing, visual inspection, chemical analysis, hardness testing, and Charpy V-notch testing per AWS, ASME, and Military Standards; (2) non-destructive testing services (visual, magnetic particle, liquid penetrant, ultrasonic, radiographic, and eddy current testing) if ANAD's equipment is unavailable; (3) materials identification using optical emission spectroscopy, X-ray fluorescence, positive material identification, and microscopy; and (4) general materials testing services including hardness testing, tensile testing, impact testing, corrosion testing, plating analysis, microstructural analysis, and failure analysis. All testing must comply with applicable military standards and industry best practices, with comprehensive written reports provided for each request.
The solicitation is open through May 26, 2026 at 4:00 P.M. (CDT). An organized site visit is scheduled for May 11, 2026 at 10:00 A.M. CST, with advance notification required. Questions must be submitted by May 14, 2026. Selected companies must be registered in the System for Award Management (sam.gov). This CSO AoI is not an authorization to begin performance and does not obligate the Government for any costs incurred by offerors. Award is subject to funds availability and successful negotiations, with the Contracting Officer authority derived from Section 803 of the National Defense Authorization Act for FY2022.

UPDATE
ISO/IEC 17025 Standards
1. The contractor must maintain ISO/IEC 17025 accreditation. This information provides a comprehensive checklist of the specific operational, structural, and procedural requirements the contractor's laboratory must meet to demonstrate compliance and ensure the validity of testing and calibration results.
1. Core ISO/IEC 17025 Requirements Checklist: The contractor must implement and adhere to all applicable requirements of the standard, which are organized into the following critical areas:
2. Section Requirement Area
Compliance Checkpoint
3. General Impartiality Is the laboratory structured and managed to safeguard impartiality, and are risks to impartiality continually identified and minimized?
4. General Confidentiality Are legally binding procedures in place to protect all customer information, proprietary rights, and test results?
5. Structural Legal Entity Is the laboratory a legally responsible entity (or a defined part of one)?
6. Structural Organization Is the organizational structure clearly defined, including the specific responsibilities and authorities of all key personnel?
7. Resource Personnel Are all personnel impartial, competent, properly trained, and operating strictly in accordance with the management system?
8. Resource Facilities Are the testing facilities and environmental conditions (temperature, humidity, etc.)
monitored, controlled, and suitable to prevent adverse effects on results?
9. Resource Equipment Does the laboratory have access to all necessary equipment, and is there a documented schedule for maintenance and calibration?
10. Resource Traceability Are all measurement results metrologically traceable to the International System of Units (SI) via an unbroken chain of calibrations?
11. Process Contract Review
Is there a documented procedure to review customer requests, tenders, and contracts to ensure capability and resources meet requirements?
12. Process Method Validation
Are all testing and calibration methods appropriate, properly verified, and technically validated?
13. Process Item Handling Are there strict procedures for the transportation, receipt, handling, protection, and storage of test items to maintain their integrity?
14. Process Technical Records
Are technical records comprehensive enough to allow for the identification of factors affecting results and to enable the test to be repeated under identical conditions?
15. Process Reporting Are test reports accurate, clear, and objective, containing all standard-mandated information (e.g., unambiguous item identification, methods used, units of measurement)?
16. Management System Framework
Has the laboratory established a robust management system under either Option A
(ISO 17025 detailed framework) or Option B (ISO 9001 alignment)?
17. Management Document Control
Are all internal and external documents, records, and data effectively controlled and securely stored?
18. Management Audits & Risk Are internal audits, management reviews, corrective actions, and risk-mitigation strategies conducted and documented regularly?
3. Conclusion: Verification of these elements ensures the contractor possesses a robust quality management system and the technical competence to produce precise, accurate test data for all materials and weld procedure qualifications.
1.0 Objective
The Government has a need for materials testing and analysis services to be provided by a qualified contractor to the Anniston Army Depot (ANAD). ANAD requires independent laboratory services to support maintenance, repair, overhaul, and modernization efforts.
2.0 Background
2.1. ANAD is a major Department of Defense (DoD) maintenance facility responsible for the repair, overhaul, and modification of various military vehicles and equipment. Accurate materials identification, verification, and testing are critical to ensuring the quality, safety, and reliability of these systems. ANAD lacks the in-house capacity to perform all required materials testing and therefore requires contracted support.
3. Requirements / Work Tasks
3.1. Weld Procedure Qualification Sample Processing
3.1.1. The contractor may receive weld procedure qualification samples from ANAD that have been welded and non-destructively tested.
3.1.1.2. In the event ANAD’s Non-Destructive Testing (NDT) equipment is unavailable, the Contractor shall provide necessary NDT services, including Visual Testing (VT), Magnetic Particle Testing (MT), Liquid Penetrant Testing (PT), Ultrasonic Testing (UT), Radiographic Testing (RT), and Eddy Current Testing (ET)."
3.1.2. The contractor shall perform all remaining required testing and processing of these samples as specified in the applicable weld code to include AWS American Weld Society, ASME American Society of Mechanical Engineers, Military Standards, including but not limited to: * Tensile Testing * Bend Testing * Macroetch Testing * Visual Inspection* Chemical Analysis * Harness testing *Charpy V notch
3.1.3. The contractor shall provide a comprehensive test report for each welding procedure sample, documenting all testing procedures, results, and conclusions. Reports shall be submitted in electronic format to appropriate point of contact.
3.1.4. ANAD will classify the plates as defined in the applicable weld standard.
