About this file
This document is Amendment 0001 to a federal contracting solicitation issued by Army Contracting Command-Anniston Army Depot (ACC-ANAD) for Building 134 Laser Cutter Replacement (CSO AoI Number W911KF-25-S-C002-A0013). Released on August 25, 2026, the amendment addresses 13 vendor questions submitted during Phase I, which closes September 3, 2026 at 10:00 AM CDT. The primary purpose is to clarify technical specifications and requirements for the proposed fiber laser cutting system.
Key technical requirements established through the Q&A include: an enclosed-bed fiber laser system (not CO2) capable of cutting both Inconel and laminated mica sheets, with maximum sheet dimensions of 29" x 29" x 0.008" (thickest 0.060"), to be installed in a 25' x 34' floorspace in Building 134. The system must operate at or below 80 decibels and include a new dust/fume collection system housed inside the building. Material samples for testing will be provided by the government during future phases; drawings are available through the Honeywell technical data portal (ITAR-controlled). The equipment must integrate with existing shop air infrastructure (125 psi, 200 lpm, provided by an Ingersoll Rand M75 compressor at 290 CFM). The current fixture setup includes six fixtures total (three per side) with two-finger clamps and alignment pins for manual operator loading. No additional material types or thicknesses are anticipated for the system's service life. OEMs are responsible for programming cut parts, with test cuts and run-offs conducted at the manufacturer's facility and again after installation.

AoI Title: Building 134 Laser Cutter Replacement
CSO AoI Number: W911KF-25-S-C002 -A0013 Amendment 0001
AoI Amendment 0001 Release Date: August 25, 2026
AoI Phase I closes: September 3, 2026 at 10:00 AM CDT.
1. The purpose of the amendment is to answer vendor questions.
2. The answers to the questions are as follows:
QUESTION 1: Does this machine need to be enclosed or open bed?
ANSWER 1: Enclosed bed
QUESTION 2: Will the materials listed in the documentation and test files be provided to test the cutting application? What is the process of receiving these?
ANSWER 2: Drawings will be available at the “Honeywell technical data portal” https://tdp.honeywellaerospace.com/ programing the cut parts is done by you the OEM. Note:
Drawings are ITAR. Material will be sent to you for test cuts and run off at the OEM and then another run-off when installed here.
QUESTION 3: Do you want estimate/quotes on the laser system before Sept 3?
ANSWER 3: Phase 1 submission are due by the closing date September 3, 2026 at 10:00 AM
CDT.
QUESTION 4: Generally, a fiber laser is used to cut Inconel and a CO2 laser to cut Mica. Given the cutting requirements of the Inconel are quite thin, I believe a CO2 laser could cut both materials just fine. Can you let me know what type of laser you currently use?
ANSWER 4: We currently use a CO2. We sent a sample of the thick mica to IPG to test cut on a fiber laser and the result test cut looked great. We are requesting a fiber laser.
QUESTION 5: Is one machine to cut both required? Would you accept two systems (one that specializes in each material)?
ANSWER 5: The fiber should cut the thickest mica material. One new piece of equipment.

QUESTION 6: In regard to the Dust/Fume Collection system, do you want a system that will be inside your building or an external system on the outside of your building? Can you share what machine you use now for this? I can offer a range of solutions and just want to make sure you get the type of system you need.
ANSWER 6: The system will be housed inside building 134. Currently have an oversize Donaldson Torit Model DF04-16. Equipment shall operate under 80 db or be enclosed so that the ambient noise level is 80 db or less in operating environment.
QUESTION 7: Are the listed 505.3P/non-ISO mica sheets and mica plate natural mica or rigid laminated mica?
ANSWER 7: laminated mica
QUESTION 8: Can material samples be provided for a pre-award cutting test, or will government-furnished material only be available for the required manufacturer-site and post-installation runoffs? If pre-award samples are available, please advise the process and quantity.
ANSWER 8: Yes, it is possible for the government to provide government furnished material in future phases.
QUESTION 9: What is the maximum allowable footprint, including the laser cutting system and any associated ancillary equipment, that the proposed solution must fit within? Please identify any additional space, height, access, or clearance restrictions that should be considered.
ANSWER 9: Approximate floorspace dimensions 25’ x 34’ for equipment
QUESTION 10: Will the Government allow the reuse and integration of the existing Donaldson Model DF04-16 dust collector with the proposed laser cutting system? If so, can the Government provide the existing dust collector's current configuration, condition, ducting/interface requirements, and any applicable performance requirements?
ANSWER 10: Requesting new equipment, see question 6 for existing equipment
QUESTION 11: Does the Government have a preference or requirement for an automated material-handling solution for loading and unloading workpieces or sheet material? If automation is desired, please clarify the preferred level of automation, such as automated sheet loading, unloading, material storage, or part sorting.
ANSWER 11: Sheet stock is around 29” x 29” x .008 (thickest = .060”) and current has 3 fixtures per near side and 3 on the far side. Operator works on one side at a time and loads 3 sheets (one on each fixture) that has 2 finger clamps that hold the material down (nearest to the operator). It has one alignment pin on the upper left-hand side, and two alignment pins at the fixture closest to the operator (sort of near the clamps).
QUESTION 12: Are suitable supply gases currently available at the proposed equipment installation location? If so, please identify:
a. The gases available: shop air 125 psi.
b. Their location relative to the proposed laser system: far side from the operator.
c. Available pressure and flow capacity: standard shop air 125 psi, 200 lpm current laser machine flow setting. Ingersoll rand M75 compressor 290 CFM provides compressed air.
d. Whether the existing gas supply and distribution infrastructure may be utilized for the proposed equipment: yes
QUESTION 13: In addition to the materials and thicknesses identified in the current requirement/table, does the Government anticipate processing any additional material types, grades, sheet sizes, or thicknesses with the proposed laser cutting system during its expected service life? If so, please provide the anticipated materials and maximum thickness so that the proposed system can be appropriately sized for current and future requirements.
ANSWER 13: No additional material requirements exist for this piece of equipment.
