About this file
This is a Commercial Solutions Opening Area of Interest (CSO AoI) solicitation issued by the Army Contracting Command-Anniston Army Depot (ACC-ANAD) for a Building 134 Laser Cutter Replacement. The AoI number is W911KF-25-S-C002-A0013, released August 13, 2026, with Phase I closing September 3, 2026 at 10:00 AM CDT. The Government seeks a turnkey laser cutter solution including design, manufacturing, delivery, installation, demonstration, operator training, and maintenance training. The equipment must be new, a current manufacturer model, and fully integrated with CNC operation using a Windows-based controller, capable of cutting Inconel and Mica sheet with an integrated dust evacuation system.
Minimum salient features include 118-inch X-axis working range, 59-inch Y-axis working range, 0.001-inch central positioning accuracy, 2,050-pound workpiece capacity, and a self-cleaning filtered dust/fume collection system. The contractor must provide all capabilities, tooling, fixturing, and programming necessary to support operation of nine specified part numbers using Inconel625 and Mica materials. Testing requirements include conformance verification, operational testing for one hour demonstrating proper operation of all controls, and performance testing with 10 of each part number supplied—run off at manufacturer plant and at ANAD post-installation. Evaluation will be based on three equally weighted factors: Technical and Innovative Merit (performance specifications, commercial standards compliance, integration ease, degree of innovation); Delivery & Lifecycle Sustainment (delivery logistics, warranty support, supply chain security, operator training); and Price and Funds Availability (fair and reasonable pricing determination and funds availability). Questions are due August 20, 2026 at 10:00 AM CDT. Selected companies must be registered in sam.gov. Submissions are due via email to the Contracting Officer (Heather P. Robinson, heather.p.robinson.civ@army.mil) and Contract Specialist (Crystal Hodges, crystal.l.hodges8.civ@army.mil) by September 3, 2026 at 10:00 AM CST.

1. 10 of each part number material will be supplied.
a. Run off at manufacturer plant before transport to ANAD.
b. Run off after delivery and installation at ANAD.
3. Evaluation Factors
The Government will evaluate submissions based on the following three primary factors.
Factors 1 and 2 are of equal importance. Factor 3 will be considered to ensure a fair and reasonable price and that sufficient funding is available.
Factor 1: Technical and Innovative Merit The Government will evaluate the technical feasibility and the innovative nature of the proposed commercial solution. For the purposes of this Laser Cutter Replacement AoI, the evaluation will specifically assess:
• Performance & Technical Specifications: The extent to which the equipment's physical capabilities (e.g., load capacity, throughput, power requirements, footprint, operating environment tolerances) meet or exceed the operational needs outlined in the AoI.
• Compliance with Commercial Standards: The equipment must meet relevant commercial safety, environmental, and manufacturing certifications (e.g., ISO, ANSI, UL, CE) to ensure reliability and safety.
• Ease of Integration & Interoperability: How easily the equipment integrates into existing physical infrastructure (power, space, data networks).
• Degree of Innovation: How the equipment incorporates new technology to provide a leap in capability over current legacy equipment.
Factor 2: Delivery & Lifecycle Sustainment (Formerly Responsiveness) The Government will evaluate the offeror’s capability to deliver, install, and sustainment over its useful life.
• Delivery and Logistics Plan: The feasibility and speed of shipping, rigging, and installation timeline. This includes the vendor's ability to handle the logistics of moving oversized or heavy equipment to the designated Government facility.
• Warranty and Post-Sale Support: The terms, length, and comprehensiveness of the commercial warranty.
• Supply Chain Security & Resilience: Evaluation of where the equipment and its critical sub-components are manufactured.
• Operator & Maintenance Training: The quality of the training package provided by the vendor to ensure Government personnel are certified to operate and perform basic preventive maintenance on the machine.
Factor 3: Price and Funds Availability While this is a merit-based evaluation, the Government must determine that the proposed price is fair and reasonable.
• Fair and Reasonable Determination: The Government will evaluate the proposed price to determine if it aligns with commercial market rates and represents a fair value for the innovative capability provided.
• Funds Availability: Final selection is contingent upon the availability of appropriate funds for the proposed effort.
