Statement of Work
Carwash System for Anniston Army Depot
1.0 Scope. This statement of work establishes the requirement for the disposition and removal of currently installed Mark IV Carwash system in building 45 at Anniston Army Depot (ANAD) and the purchase and installation of a new car wash system. Contractor shall disconnect all utilities and disassemble current car wash system and carry all components to DRMO for disposition.
Contractor shall also provide a new carwash system. Contractor shall install new carwash system.
2.0 Requirements for current Car Wash System removal. Contractor shall be responsible for disassembly of current carwash to include car wash gantry, gantry rails, piping, electrical components, and any other components of the current car wash system currently in place that will be replaced by new components. Contractor will be responsible for transporting items for disposition of current car wash system. Contractor shall carry all components for disposition to DRMO facility on post.
2.1 The contractor shall request and properly segregate recyclable commodities such as metal, wood, construction debris, and solid waste into the appropriate containers. For further guidance the contractor shall contact the solid waste and recycling manager at:

3.0 Requirements for new Car Wash System The contractor shall provide a carwash system that shall be touch free, and that meets the following requirements. Carwash systems shall be constructed of non-corrosive materials that are compatible with chemicals used in carwash systems. ANAD would prefer to use the existing card reader if it is compatible with the new proposed system. If a new card reader is required, it shall meet or exceed all capabilities or our current card reader. Carwash system install shall include the replacement of the current water treatment equipment. Carwash system install shall exclude the install of air dryers. Carwash system shall include rinse, pre-soak, soap wash, and wax cycles. Carwash system shall include undercarriage wash and wheel wash cycle. Carwash systems shall include lights, signage, and speaker prompts. Anniston Army Depot will be responsible for providing air, water, and electrical hookups within 50 feet of carwash bay.
3.1 The carwash system must be capable of washing vehicles that are 7 foot 6 inches tall minimum and 105 inches minimum width.

3.2 The carwash system shall be a standalone system that is not be hooked into any outside networks or systems.
3.3 The carwash system shall include soap regulating and dispensing equipment, water treatment system, pump and pump stands needed for operation of the carwash system.
3.4 Carwash system shall operate on a 208 volt, 3 phase, 60 hertz system.
4.0 Deliverables for Car Wash System
4.1 Shop Drawings: Two Copies of printed and one electronic copy of detail drawings shall be submitted and shall consist of a complete list of equipment and materials, including manufacturer's descriptive and technical literature, performance charts and curves, catalog cuts, and installation instructions. Detail drawings shall also contain complete wiring and schematic diagrams; and any other details required to demonstrate that the system has been coordinated and will properly function as a unit. Drawings shall show layout and anchorage of equipment and appurtenances, and equipment relationships to other parts of the work including clearances for maintenance and operation. All technical data shall be furnished in English language.
4.2 Operation and Maintenance Manuals: Two copies of printed and one electronic copy of operation and maintenance manuals shall be furnished for each bridge crane system.
Operation manuals shall detail the step-by-step procedures required for the system start-up, operation, and shutdown. Operation manuals shall include the manufacturer's name, model number, parts list, and brief description of all equipment and their basic operating features. Maintenance manuals shall list routine maintenance procedures, possible breakdowns and repairs, and troubleshooting guides. Maintenance manuals shall include piping and equipment layout and simplified wiring and control diagrams of the system as installed. All technical data shall be furnished in English language.
4.3 Spare Parts Data: The contractor shall furnish two copies of printed and one electronic copy of spare parts data for each different item of material and equipment specified.
The data shall include a complete list of parts and supplies, and source of supply. All technical data shall be furnished in English language.
5.0 Installation of New System:
5.1 The New carwash system shall be installed by the contractor. The contractor shall be responsible for ensuring that all components are compatible with the current carwash bay and building. The contactor shall be responsible for ensuring that the utilities present in the area are compatible with the carwash system being quoted and provided.
Unless otherwise approved by the Contracting Officer, installation shall be done during normal depot working hours. The contractor shall not interfere with ongoing Government operations and production unless otherwise authorized by the Contracting Officer. The contractor shall follow all safety and environmental rules and regulations while performing work on Anniston Army Depot.
5.3 Shipping, Handling, and Storage: The contractor shall be responsible for all shipping, storage, and handling of the equipment and all materials. The Government will not be responsible for furnishing any labor, equipment, or warehouse space for the loading, unloading, and storing of any materials. The Government will make available, if possible, space for a contractor furnished trailer or van for the storage of the materials.
Trailer space will be made available as close to the job site as possible, depending on the parts stored in that area. If the contractor wishes to not furnish a trailer for their equipment storage, then the contractor shall coordinate with the contracting officer the date and time the contractor shall deliver their equipment to the building.
6.0 Training: Contractor shall provide training for ANAD maintenance personnel. Training shall consist of operation of carwash systems and components. Contactor shall also train personnel on basic troubleshooting, inspection, minor repair and maintenance check that need to be performed routinely for the carwash system being installed.
7.0 Monthly Preventative Maintenance Services: The contractor shall provide monthly preventative maintenance checks on the carwash system for a period of 12 months with the option of Anniston Army Depot to extend this service on a annual basis for the 2nd, 3rd, 4th, and 5th year.
7.1 The monthly preventative maintenance (PM) inspections shall include visual checks of the carwash system for damaged components or any components that may need to be replaced due to wear, tear, or defects.
7.2 The monthly PM checks shall also include function testing of the carwash system to ensure the system and components are functioning properly
7.3 The contractor shall follow all manufacturer recommended monthly checks of the carwash system.
7.4 The contractor shall report any deficiencies to the appointed Contractor Officer Representative (COR) after the completion of each monthly PM.
8.0 SAFETY PRACTICES AND GUIDELINES: The Contractor shall conform to all federal OSHA standards applicable to the work performed and all safety practices and guidelines contained within this Statement of Work. Contractor shall strictly adhere to the contract clause entitled "Accident Prevention", Army Material Command (AMC) Regulation (R) 385-100, Safety and Occupational Health Regulation ANADR 385-1, Engineering Manual (EM) 385-1-1, 29 Code of Federal Regulations (CFR) 1926/1910, other related Department of Transportation (DOT) Regulations (49 CFR), and all local policies.
8.1 If a contractor employee is observed performing an activity in a manner inconsistent with any of the above cited regulations or is engaged in any activity that is dangerous to life, limb, or government property, the ANAD Safety Representative will have the authority to notify the employee and/or the contractor’s on-site supervisor of the hazardous activity and require correction of the hazardous activity. This authority does not preclude the Safety Representative from notifying the Contracting Officer’s Representative of the hazardous condition or safety violation in appropriate situations.
8.2 If there is a safety issue, the ANAD Safety Representative has authority to require the contractor and/or their employees to stop hazardous activity. The contractor shall take corrective action to eliminate the hazardous condition or safety violation. Once the corrective action has been made, the contractor will be notified by the COR when they can resume work. If this action has to be taken, it shall be at no cost to the Government and shall not be considered to be the basis of a claim.
8.3 The contractor shall notify ANAD Safety Office immediately of Reports of Inspections and/or Notices of Violation or other enforcement actions (including warning letters) received from by local, State, and Federal Regulators in which the violation is attributed to the action of the contractor or its subcontractors while working or providing services on ANAD’s installation.
The contractor shall provide ANAD with a copy of the Inspection Report, Notice of Violation or other enforcement action, and all supporting documentation.
9.0 Warranty: Carwash system shall have a minimum of 1 year warranty. This warranty is to include parts and labor. Written warranties shall be provided with solicitation submittals.
