STATEMENT OF WORK
ENVIRONMENTAL SAMPLING / INVESTIGATIONS
1.0 OBJECTIVE: The Government has a requirement for conducting semi-annual groundwater sampling, compiling groundwater monitoring reports, and on an as need basis, conduct environmental release investigations. This will be a base contract with four option years.
2.0 SCOPE: This contract supports environmental sampling and investigations at the Anniston Army Depot (ANAD). The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
3.0 CONTRACTOR REQUIREMENTS:
3.1 The contractor shall have of a minimum of 2 years of experience in environmental field work and writing reports involving analysis of environmental field work operations and corresponding with state and federal environmental regulatory agencies such as Alabama Department of Environmental Management (ADEM) and the United States Environmental Protection Agency (US EPA).
3.2 The contractor shall have experience involved with groundwater well monitoring/sampling for environmental contamination.
3.3 The contractor shall have experience with groundwater monitoring at an Open
Burn/Open Demolition (OB/OD) sites or areas potentially containing unexploded ordnance (UXO). The Open Burn (OB) and Open Detonation (OD) (OB/OD) units are active hazardous waste treatment units.
3.4 All reports and/or deliverables, shall be certified by an Alabama Registered
Professional Geologist (PG).
3.5 The contractor shall be capable of completing statistical evaluations according to ADEM Administrative Code 335-14-5-.06(9)(f).
3.6 The contractor shall comply with all applicable requirements of 29 Code of Federal
Regulations (CFR) 1910.120, Hazardous Waste Operations and Emergency Response.
4.0 CONTRACTOR RESPONSIBILITIES:
4.1 The contractor shall coordinate access and provide all required information with ANAD security for installation access as well as site access for field work. All efforts (scheduling, request for information, etc.) shall be coordinated through the ANAD (POC). The contractor shall be responsible for physically gathering all data and initiating teleconferences or electronic mail to coordinate and inform the ANAD POC. All work shall comply with the latest version of Federal, State, and Department of Defense (DoD) environmental and safety statutes, regulations, and guidance in effect. It shall be the Contractor’s responsibility to identify all applicable criteria and apply them to issues, procedures, and protocols as required.
4.2 The Contractor shall conduct sampling and monitoring at the ANAD groundwater wells in accordance with (IAW) the applicable ANAD Hazardous Waste permit provisions. (Provided following award) The sampling event shall take place semi-annually in accordance with the methodology specified in the permit or the applicable EPA-approved method. Samples shall be sent to a EPA certified lab. All Quality Assurance/Quality Control (QA/QC) requirements shall be met. Analytical data packages shall be at a minimum UDS Level 2 format.
4.3 Copies of calculations, reports, analysis, etc., generated shall become property of
ANAD and shall not be released to any other agency or individual without prior approval from ANAD. The Army has unlimited use rights to all documents/material produced under this contract. All laboratory analytical data shall be provided to ANAD in electronic format upon request.
4.4 The contractor shall provide technical assistance and support to ANAD and respond to comments and correspondence from State and Federal regulators (pertaining to submittals to ADEM) through the ANAD POC.
4.5 The contractor shall prepare an ANAD specific Sampling and Analysis plan to have onsite when performing sampling activities. The plan should follow the latest guidance from the Federal, State, DoD environmental statutes, regulations, and the ANAD Hazardous Waste Permit and the contractor should have the plan on site when performing sampling activities. The Plan shall include information on when, how, and what must be done to accomplish the sampling event in accordance with the hazardous waste permit.
4.6 The contractor shall complete two (2) semi-annual groundwater sampling events at the OB/OD unit and the solid waste landfill. Each sampling event should be completed in March and September each year unless otherwise approved by the ANAD POC. The Contractor shall complete one (1) annual landfill gas sampling event from the four existing landfill gas sampling locations. A GEM 2000+ or equivalent landfill gas detection meter shall be used.
4.7 The contractor shall complete a statistical report documenting semi-annual sampling events at the OB/OD site, including date, method, constituents of concern (COCs), etc. A draft statistical summary report must be submitted to the ANAD POC for review within 38 days after completion of the sampling event. The statistical evaluation shall include summaries of the analytical data and statistical analyses.
The draft report may be submitted in electronic format. Submission of the final report should be within 43 days of the sampling event and should include two (2) hard copies (bound) and two (2) copies on compact disc.
4.8 The contractor shall complete an annual report according to the ANAD Resource
Conservation and Recovery (RCRA) permit documenting the groundwater sampling and analysis for the OB/OD unit. A draft annual report must be submitted to the ANAD POC within 50 calendar days after the second semi-annual sampling event is complete. The draft report may be submitted in electronic format. All ANAD review comments must be resolved prior to finalizing the report.
4.9 The final annual report shall provide analysis of the efficiency of the groundwater well network and if any additional wells might be necessary if directed by ANAD.
Two (2) hard copies (bound) and two (2) electronic copies of the final report on compact disc shall be submitted within 58 days of the completion of the second semi-annual sampling event.
The contractor shall complete separate annual reports for the semi-annual landfill groundwater and annual methane monitoring. Electronic draft reports shall be submitted to the ANAD POC within 58 days of the second semi-annual sampling event. A final report shall be submitted after all ANAD review comments are resolved. The reports shall include a summary of results and supporting analytical data.
4.10 Perform site investigation(s), as needed after a spill or newly discovered Solid Waste
Management Unit (SWMU) to obtain information to describe the nature and extent of contamination, potential threat to human health and/or the environment, and to support a Corrective Measures Study or a finding of no further action required.
Optional tasks shall include, as a whole or in parts, environmental investigations including work plan development, sampling/analysis, groundwater well installation, surface and subsurface soil sampling, corrective actions, and report generation. Prior to conducting the sampling / investigation, the Anniston Army Depot will in most cases be directed, through a permit or enforcement order, to submit a written plan that will propose, in detail, the way the investigation will be conducted. In the absence of such document or information, Anniston Army Depot will provide sufficient information to adequately describe the manner of the investigation.
5.0 CONTRACTOR PERFORMANCE REQUIREMENTS:
5.1 CLIN 1: Sampling & Analysis Plan for All Sampling Activities (OB/OD/Landfill)
The contractor shall prepare an ANAD specific Sampling & Analysis Plan in accordance with the latest version of federal, state, and Department of Defense (DOD) environmental statutes, regulations, ANAD permit, and guidance and have the plan onsite when performing sampling activities in accordance with the Scope of Work
(SOW).
Deliverable shall be the Sampling & Analysis Plan.
5.2 CLIN 2: First Semi-annual Groundwater Sampling Event(s) at the OB/OD, Measure Groundwater Elevation in the three piezometer locations at the Open Burn Area; First semi-annual Ground Water Sampling at the Closed Sanitary Landfill; 45 Day Statistical Analysis Report OB/OD
The contractor shall collect groundwater samples from the four Open Burn Area groundwater wells and the four Open Detonation groundwater wells and analyze for the constituents listed in the ANAD RCRA Permit.
The contractor shall measure Groundwater Well Elevations from Open Burning Unit piezometer well locations during each semi-annual sampling event as required by the Alabama Department of Environmental Management.
The contractor shall prepare an OB/OD Statistical Analysis Report pertaining to the monitoring, sampling, data analysis, and report generation for groundwater wells at the ANAD (OB/OD) areas according to the constituents and requirements listed in the ANAD RCRA Permit.
The contractor shall collect semi-annual groundwater samples from the four landfill groundwater wells on located in the Southeast Industrial Area (SIA) of ANAD according to ANAD’s Landfill Closure Plan or any additional ADEM requirements that may arise based on sampling results. Groundwater samples shall be analyzed for constituents listed in the ANAD Landfill Closure Plan.
ANAD Expectations: Sample all permitted groundwater monitoring wells in March (or as approved by the ANAD POC) according to ANAD’s RCRA permit or any additional Alabama Department of Environmental Management (ADEM) requirements that may arise based on sampling results. All point of compliance wells and background wells shall be sampled and provided for laboratory analysis.
Deliverables shall be a draft statistical summary report for the OB/OD wells and the report must be provided to the ANAD POC for review within 38 days after the completion of the sampling event. The statistical evaluation shall include summaries of the analytical data and the statistical analyses. The draft report may be submitted in electronic format. Contractor shall provide technical support as requested to resolve regulatory issues and resolve any ANAD review comments prior to finalizing the report. Two hard copies (bound) and two copies on compact disc (CD) of the final statistical summary report shall be submitted to the ANAD POC within 43 days of the completion of the sampling event.
5.3 CLIN 3: Second Semi-annual Groundwater Sampling Event(s) at the
OB/OD, Measure Groundwater Elevation in the three piezometer locations at the Open Burn Area; Second semi-annual Ground Water Sampling at the Closed Sanitary Landfill; 45 Day Statistical Analysis Report OB/OD; Sampling Event ANAD Closed Sanitary Landfill Explosive Gas Monitoring
The contractor shall collect groundwater samples from the four Open Burn Area groundwater wells and the four Open Detonation groundwater wells and analyze for the constituents listed in the ANAD Resource Conservation and Recovery Act (RCRA) Permit.
The contractor shall measure Groundwater Well Elevations from Open Burning Unit piezometer well locations during each semi-annual sampling event as required by the Alabama Department of Environmental Management.
The contractor shall prepare an OB/OD Statistical Analysis Report pertaining to the monitoring, sampling, data analysis, and report generation for groundwater wells at the ANAD (OB/OD) areas according to the constituents and requirements listed in the ANAD RCRA Permit.
The contractor shall collect semi-annual groundwater samples from the four landfill groundwater wells on located in the Southeast Industrial Area (SIA) of ANAD according to ANAD’s Landfill Closure Plan or any additional ADEM requirements that may arise based on sampling results. Groundwater samples shall be analyzed for constituents listed in the ANAD Landfill Closure Plan.
The contractor shall perform explosive gas monitoring using a GEM 2000+ landfill gas meter, or similar equipment at four existing landfill gas wells located on the ANAD closed sanitary landfill in accordance with the ANAD Landfill Closure Plan and ADEM requirements. Additional sampling could be required, based on landfill gas sampling results and regulatory requirements, but is not expected.
ANAD Expectations: Sample all permitted groundwater monitoring wells in September (or as approved by the ANAD POC) according to ANAD’s RCRA permit or any additional Alabama Department of Environmental Management (ADEM) requirements that may arise based on sampling results. All point of compliance wells and background wells shall be sampled and provided for laboratory analysis.
Deliverables shall be a draft statistical summary report for the OB/OD wells and the report must be provided to the ANAD POC for review within 38 days after the completion of the sampling event. The statistical evaluation shall include summaries of the analytical data and the statistical analyses. The draft report may be submitted in electronic format. Contractor shall provide technical support as requested to resolve regulatory issues and resolve any ANAD review comments prior to finalizing the report. Two hard copies (bound) and two copies on compact disc (CD) of the final statistical summary report shall be submitted to the ANAD POC within 43 days of the completion of the sampling event.
Perform all explosive gas monitoring during the month of September or as approved by the ANAD POC in accordance with the ANAD Landfill Closure Plan and ADEM requirements based on sampling results.
5.4 CLIN 4: Annual Groundwater and Explosive Gas Sampling Report for
ANAD Closed Sanitary Landfill
The contractor shall compile an annual groundwater sampling report that summarizes the sampling and analytical data collected during the semi-annual sampling events for OB/OD. The contractor shall also compile an explosive gas sampling report to summarize the data collected during the annual landfill gas sampling.
ANAD Expectations: A draft annual groundwater report and gas sampling report must be submitted to the ANAD POC within 50 calendar days after the second semi-annual event. The draft report may be submitted in electronic format. Resolve ANAD review comments prior to finalizing the reports and provide technical support as requested to resolve any regulatory issues that may arise. Submit two hard copies (bound) and two copies on CD of the final annual reports to the ANAD POC within 58 days of the second semi-annual sampling event.
Each annual groundwater report shall be signed and certified by an Alabama Registered Professional Geologist.
ANAD Expectations:
Deliverables shall be a draft annual report must be submitted to the ANAD POC within 50 calendar days after the second semi-annual event. The draft report may be submitted in electronic format. Resolve ANAD review comments prior to finalizing the report and provide technical support as requested to resolve any regulatory issues that may arise. Submit two hard copies (bound) and two copies on CD of the final annual report to the ANAD POC within 58 days of the second semi-annual sampling event. Each annual report shall be signed and certified by an Alabama Registered Professional Geologist.
6.0 OPTIONAL CONTRACTOR PERFORMANCE REQUIREMENTS:
Environmental Release Site Investigation
**These items shall only be completed under this contract, if the Contracting Officer provides written guidance to the contractor authorizing completion. **
6.1 CLIN 5: Development of a RCRA Facility Investigation Plan/CERCLA Remedial Investigation Plan or equivalent document to address a contaminant release on Anniston Army Depot.
The contractor shall prepare a detailed work plan, quality assurance project plan or other document to guide field activities arising from a spill or release. Each plan/report shall conform to all ANAD and ADEM policies, procedures, rules and regulations regarding the type of investigations to be performed and the types of reports that are required.
Deliverables shall be all data, reports, charts, and documentation that are required to be submitted and shall be provided to ANAD in both electronic format and hard copy. All data and plans/reports must be submitted and shall remain the property of the government. ANAD approval of any report/plan must be achieved prior to submission to the state or federal regulators.
6.2 CLIN 6: Environmental Sampling and Sample Analysis, Well Installation, and Preparation of Final RFI/SI.
The contractor shall provide all equipment, manpower, and supplies necessary to collect environmental samples as required by the approved work plan. Samples include but are not limited to: surface soil samples, subsurface soil samples, sediment samples, concrete cores, and groundwater samples.
Pricing shall be based on an hourly rate.
The contractor shall also perform laboratory analysis of the samples with method detection limits suitable for comparison with established screening levels within a set time frame. They type of analysis include but are not limited to: total metals and volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCS), and metals.
Pricing shall be based on full analysis per sample.
The contractor shall furnish all equipment, manpower, and supplies for the installation of a groundwater well. Total depth of any well to be installed is not expected to be greater than 75 feet below ground surface (bgs). The contractor shall provide a drilling log to ANAD with survey coordinates and top of casing elevation upon completion of the well. The drilling log shall be completed by an Alabama licensed Professional
Geologist. All investigation derived waste (IDW) generated during the installation should be containerized in a 55-gallon drum provided by ANAD.
Pricing shall be on per well per foot basis.
The contractor shall prepare a RFI or SI to define the nature and extent of the spill or release. The report shall conform to all ANAD and ADEM policies, procedures, rules and regulations in order to achieve a No Further Action (NFA) decision from ADEM or achieve ADEM concurrence on the need for further corrective measures. The plan shall be prepared under the supervision of and stamped by a Professional Engineer and/or Professional Geologist (PE/PG) registered in the State of Alabama.
Deliverables shall be all data, reports, charts, and documentation that are required to be submitted and shall be provided to ANAD in both electronic format and hard copy. All data and reports shall remain the property of the government. ANAD approval of any report/plan must be achieved prior to submission to the state or federal regulators.
6.3 CLIN 7: Evaluate Efficiency of Well Network
The contractor shall evaluate efficiency of the groundwater sampling program pertaining to the monitoring, sampling, data analysis, and report generation to determine if the groundwater sampling program is sufficient for the permit requirements for the OB/OD unit and the landfill unit.
6.4 CLIN 8: Groundwater Well Redevelopment
The contractor shall furnish all equipment, manpower, and supplies for the redevelopment of groundwater wells using surge and purge methods. Water generated during the redevelopment shall be containerized in a 55-gallon drum provided by
ANAD.
Pricing shall be on a per well basis.
