AMENDMENT NOTES

1. The purpose of this amendment is to provide answers to contractors questions. No other questions will be accepted .

2. Below are answers to the questions submitted by contractors.

Question 1. In the SOW you have asked for the following:

Sodium hydroxide: 30%.

Potassium Hydroxide: 5%.

Gluconate family of chemicals: 25%.

I want to know what Gluconate family of chemicals are you talking about. There are 1000 of chemicals in this category Or are you talking about Gluconic Acid.

Answer 1: The Gluconate family portion of the formula is used to target ferrous rust. The Government will not direct the contractor as to which one is the best.

Question 2. In the proposal you mentioned we have to disclose the ingredients used. But if its proprietary material we won't and will not be able to disclose the material unless the government signs a NDA with us.

Answer 2: Submit your NDA with your proposal

Question 3. Do you have a brand in mind that we can we use?

Answer 3: The contractor is to submit what they feel is the best material at the best price for the solicitation. The Government do not make recommendations.

Question 4. SOW 3.1 Can you provide more detail on the ingredient descriptions to clarify intended concentrations?

Answer 4: Percentages can be considered as provided from commodity dealer in liquid form. No additional description is needed. These are commodity products.

Question 5. Please confirm that the following ingredients meets the requirements as stated in section 3.1:

30% of liquid sodium hydroxide (50% by weight) 5% liquid potassium hydroxide (45% by weight) 25% gluconate (60% by weight)

Answer 5: yes.

Question 6. If it does not, please provide the specification on the constituent ingredients (concentrations).

Answer 6: Not applicable to this requirement.

Question 7. SOW 4. Testing Requirement. Is this requirement for the Supplier to complete the testing and submit the results during the Proposal Submittal? Or is this requirement to be performed by the ANAD Engineering and Chemistry laboratory after the submittal (and as determined to meet Criteria 3)?

Answer 7: Testing is only to be conducted by the ANAD laboratory AFTER an administrative review of all paperwork required in the solicitation is provided. If the paperwork is incomplete and not provided by the contractor, the contractor’s submission will be found unacceptable. If during the administrative review of the formula or some other issues arises that violates ANAD policies or portion of the solicitation, the contractor’s submission will be found unacceptable.

Only after the administrative portion is acceptable, the contractor will be contacted with information on where and when to send the appropriate size sample for testing.

Question 8. I sent the spec as written to my tech service team and they were not sure it could be technically possible as written or it may be pushing the limit of what is possible as a liquid.

Would a formulation close to this be an acceptable alternative?

Answer 8: The formula is a minimum and a guideline of the requirement. This formula is based on liquid commodity forms of the products described. Any additional materials is up to the contractor to submit to be the best material for rust removal.

Question 9. Does the formula distinguish between active % and raw material %? Does the formulation take into account the activity of the liquid ingredients? And an example of this is below.

What I mean:

Sodium Hydroxide maximum solubility in water is 50%. So “100% sodium hydroxide liquid” is actually 50% sodium hydroxide. Potassium Hydroxide is 45%, and sodium gluconate is 58%.

So based on the SOW:

30% Sodium Hydroxide requires it to be 60% of the liquid.

5% potassium hydorixde is 11% of the liquid 25% sodium gluconate is 14.5% of the liquid So we are at 85.5% of the formulation at this point, and per R&D we may already be pushing beyond the limits of sodium gluconate’s solubility in such a caustic solution (as my numbers are based on sodium gluconate’s solubility in water, not caustic solution).

Answer 9: The formula requirement is a guideline of as received liquid material as a minimum from the commodity suppliers. 30% sodium hydroxide is the finished percentage in the delivered drum from the material received from the commodity supplier. So that would be 16.5 gallons minimum of 50%NaOH in a drum of finished product. If we were requesting active percent, we would have stated that in the SOW
