(SOW)
FOR
Heavy Duty Alkaline Cleaner Contract
1.0 Scope:
This contract establishes the use of an alkaline chemical to: (1) primarily remove rust on ferrous and stainless materials and (2) be a first step in the cleaning process. This is for the turbine engine shop and for the plating lines in Building 114. This process is an immersion process that uses house compressed air for agitation and may cause the need for a defoamant for foam control in the vat. The vat is heated with steam heat and can reach temperatures in excess of 200˚F for extended periods of time. This requirement is for one year with the potential for an annual renewal for up to four additional years.
2.0 Background:
The material is used in three vats on depot totaling 2000 gallons for the removal of rust from ferrous and stainless products as well as being a first step in a cleaning process and carbon removal process. The the current material is used at 20-40% BV and heated to 180-200˚F.
Parts are submerged into the solution for different periods of time depending on the amount of rust to be removed. The solution is dumped once it becomes ineffective. This is done every 2-6 months with the current material.
3.0 Contractor Requirements:
3.1 The contractor shall provide a material that is alkaline in nature and will have a minimum of the following ingredients:
Sodium hydroxide: 30%.
Potassium Hydroxide: 5%.
Gluconate family of chemicals: 25%.
3.2 Material cannot be corrosive to ferrous materials.
3.3 Material shall be provided in 55 gallon drums.
3.4 Contractor shall provide the following documents:
3.4.A Universal Safety Data Sheet 3.4.B EXACT full formula disclosure including SDSs for all proprietary raw materials (IE.
hydrotropes, surfactants, polymers) 3.4.C Technical Data Sheet with: a) operating parameters b.) titration procedure.
3.5.D Provide a two gallon sample free of charge, if requested from ANAD, within 10 days of the formal request for a sample.
3.5 Material cannot have any component listed in the ANAD RED BOOK for prohibited items (See list below).
3.6 Material shall be a single component product (all in one drum).
REVISED 7/7/2020
3.7 Material shall not have any SARA 313 Reportable agents or Hazardous Air Pollutants (HAPs).
3.8 Material shall not have any component that is listed by: US EPA, OSHA, or the International
Agency for Research on Cancer as a recognized OR suspected Carcinogen.
3.9 Contractor shall be able to supply material within 25 calendar day from time of order.
3.10 Contractor shall be capable of 200 drums per year in order increments of 20 drums.
4. Testing Requirement:
De-rusting Compounds that meet the criteria in Section 3 and other Directorate of Contracting (DOC) requirements will require additional testing performed by ANAD Engineering and Chemistry laboratory. The list below are the tests used to differentiate between candidate materials. The testing evaluation is a scored and weighted series of analysis. The results for each candidate’s product is documented only on Attachment __, HD Alkaline Cleaner Evaluation Form. There are three ways to fail testing: (1) fail an individual category of the testing; (2) have a Total Score below 31 when testing is completed; or (3) the discovery of a violation of one of the Contractor Requirements cited in Section 2 of the SOW, rendering the material technically unacceptable. The testing analyses are as follows:
4.1.A foam generation- Time for Foam collapse in a 50% solution at 180˚F with the introduction of compressed air for 10 seconds 4.1.B Rust removal- evaluation of fresh solution at 50% concentrations at 180F.
Rusted test specimens with equally developed rust layers produced by the testing lab are immersed into the testing solution. The time to remove all red rust is documented.
4.1.C Base Metal Attack- two ferrous test panels are weighed and allowed to soak in a 50% solution for 24 hours at ambient temperature. Specimens rinsed, dried and are reweighed and metal loss is calculated.
4.1.D Cleaning effectiveness- after extended heating at 200+F. Test specimens are submerged into waste hydraulic and other oils and allowed to drip dry. Specimens are then placed in the heated rust stripping solution and rinsed every 5 minutes checking for a water break free surface with DI water. Two test specimens are evaluated and the average time is documented. Time to obtain a water break free surface is documented.
Maximum allowable time is 15 minutes.
4.1.E Grease removal- Clean test specimens are slathered with waste grease from gear and drive assemblies at ANAD and then scraped off to provide an even uniform layer on each specimen. Three test specimens are evaluated every 10 minutes for a water break free surface with DI water and the average time is documented. Maximum allowable time is 30 minutes OR if it takes longer than 30 minutes to achieve a water break free surface after being sprayed with DI water, than the best time plus 25% is the maximum time allowed.
