DESCRIPTION/WORK STATEMENT/SPECIFICATION
FOR
ELECTRON BEAM WELDER (EBW)
S/N 670 CONTROLS UPGRADE
1.0 Scope:
This specification establishes a requirement for upgrading the control system on electron beam welder (EBW) s/n 670 (referred to herein as “EBW 670”). EBW 670 is responsible for critical welding, build-up and reclamation of turbine engine components belonging to the M1 family of tracked vehicles in Bldg 108 at Anniston Army Depot (ANAD) Anniston, Alabama. The upgrade effort shall be completed within 180 calendar days upon contract award. This specification describes the requirements of the upgrade to be done on EBW 670.
2.0 Background:
The existing EBW 670 (Leybold EBW) was acquired about 29 years ago. Since EBW 670 still utilizes the original hardware, many components have reached the end of their usable life and are currently reaching or are already in obsolescence (i.e. repair parts are severely limited if not completely unavailable). As per the EBW OEM, upgrading is highly recommended to avoid indefinite downtime.
3.0 Contractor Requirements:
3.1 The contractor shall provide all parts, labor, tools and materials necessary to upgrade the existing EBW 670 control system to include, but not limited to, software development and modification, physical installation of new control mechanical and electrical components, removal of existing EBW 670 control system, on-site startup and acceptance testing of upgraded EBW 670, training and documentation. The installation, startup, testing, and training shall be performed by the contractor on site at ANAD.
3.2 The contractor shall upgrade the existing EBW 670 control system to match that of the control system of EBW 918 (the new EBW).
3.3 The upgraded EBW 670 shall provide the same compatibility and functionality, at a minimum, as the existing EBW 670 as set out in the PTR EBW 670 operations manuals. All of the operations and processes that involve EBW 670 shall continue to perform the same, at a minimum, upon completion of the upgrade effort.
3.4 The contractor shall complete all tasks assigned during the contract performance period.
3.5 The contractor shall provide all documentation (as referenced and described in DD Form 1423 pages 1 and 2) relevant to the upgrade described in this contract. Documentation shall include, but not limited to, operator’s manuals, maintenance manuals, special inspection equipment calibration procedures, test/inspection reports, COTS manual/associated supplemental data and commercial drawings and associated lists. The contractor shall provide three (3) printed copies and three (3) electronic copies of all documentation unless otherwise specified. The electronic documentation shall be provided on DVDs. Electronic copies of the documentation shall be in Microsoft Office format (Word, Excel) or Adobe Portable Document Format (PDF). Drawings and schematics may be provided in PDF or Solid Edge (.par, .asm, .dft, .dwg) formats. All documentation the contractor deems to be proprietary in nature must be clearly marked. The Government must have the right to print additional hard copies of all documentation from the DVDs as needed.
3.6 The contractor shall provide a service report documenting all services and tasks rendered during the life of this contract. The service report shall include at a minimum all work performed, parts utilized, issues encountered and solutions enacted to alleviate the issues.
3.7 Acceptance Testing: The contractor shall provide an EBW 670 startup in the presence of the Contracting Officer or his/her designated representative. Upon completion of the upgrade effort, the contractor shall then produce a report documenting the EBW 670 startup. The startup report shall include, at a minimum, all information relevant to the startup procedure, conformance to the manufacturer’s specifications showing that the upgraded EBW 670 is working as intended, issues encountered and solutions enacted to alleviate the issues.
3.8 The contractor shall provide a minimum of two (2) working days of training for the operation, maintenance, troubleshooting and calibration of the upgraded EBW 670 system and shall be conducted immediately upon conclusion of all acceptance testing. Training shall be conducted at Anniston Army Depot, Anniston, Alabama during normal depot working hours and on consecutive days, to the greatest extent possible, for a maximum of four (4) Government personnel: two (2) electricians and two (2) millwrights. One additional day of training shall be included in case of any unforeseen delays. All training shall be in the English language.
3.9 Contractor shall comply with all applicable federal, state, and local environmental and safety laws, statutes, regulations, executive orders, permits, Army regulations (with supplements), as well as Major Subordinate Command (MSC) and installation regulations, policies, Host Tenant Agreement, or Interagency Service Support Agreement. Contractor shall immediately report any conflicts between applicable federal, state, local environmental and safety laws, statutes, executive orders, and provisions of Army Regulation 200-1, and any specifications within this contract to the Contracting Officer Representative (COR).
3.10 Contractor shall immediately notify the Designated Government Representative (DGR) and COR of the arrival on site of any Federal, State, and/or DoD environmental or safety regulator or enforcement agent and/or the receipt of any correspondence from a Federal or State environmental agency.
3.11 Contractor shall submit to potential Federal, State, Army and installation work site environmental or safety regulatory inspections and/or investigations into noncompliance, and fully cooperate with such inspections/investigations by providing the appropriate records and documentation. Environmental regulatory agencies are authorized by law to inspect any work site for environmental compliance with regulatory requirements. If an inspection is conducted, it will not stop or disrupt ongoing contract activities. The inspection will only require the work site environmental or safety officer, or supervisor/manager to answer questions and/or escort the inspector to specific work site areas with the potential to affect environmental quality.
3.12 Contractor shall immediately report any nonconformance and/or noncompliance with applicable Federal, State or Local environmental or safety laws, Army and installation environmental regulations or policies to the COR and DGR.
3.13 Contractor shall take the necessary actions to identify, monitor, and control those contract operations and activities that pose risk of contamination, or can negatively impact the natural and/or human environment
3.14 Contractor shall not allow personnel to perform any activities and/or tasks on AMC installations without proper and adequate qualifications or job competency training. In the event of any identified noncompliance, the Contractor shall, if requested, provide proof of contract personnel training or qualification (individual name, training/qualification type, training/qualification certificate, and date of training/qualification) to perform those contract activities associated with the identified noncompliance.
3.15 The Contractor shall develop, promulgate and enforce a written safety and occupational health plan. The plan shall identify protocols and procedures to ensure a safe and healthful workplace. A copy of the plan shall be submitted to the COR 15 calendar days after contract award. IAW "Accident Prevention Clause (FAR 52.236-13) which requires the contractor to submit a written Accident Prevention Plan that includes an analysis of the significant hazards to life, limb, and property inherent in contract work performance and a plan for controlling these hazards." For each specific job or contract, an accident prevention plan (or job safety plan) must be submitted. This plan is specific for the current project, and must address the particular hazards which will be inherent in the project and how they will control them.
3.16 The Contractor personnel shall utilize the proper personal protective equipment (PPE) where appropriate including head, eye, hand, foot, respiratory, and hearing protection. All required PPE shall be maintained serviceable and worn properly when required. The Contractor safety plan shall clearly identify the work areas requiring PPE and the type of PPE required.
Unserviceable PPE shall be removed from service and properly disposed. The PPE utilized shall comply with all applicable American National Safety Institute (ANSI) and OSHA standards.
Training of employees on the proper use of PPE shall be an integral part of the Contractor Safety and Occupational Health Training Program.
3.17 The Contractor shall ensure that, where applicable, all confined space work is performed in full compliance with 29 CFR confined space work requirements. Written procedures for such work shall be developed, maintained, and made available by the Contractor for review by the Government.
3.18 The Contractor shall establish a program and utilize procedures according to 29 CFR
1910.147 and 1910.147 App A for affixing appropriate lockout devices or tag-out devices to energy isolating devices, and to otherwise disable machines or equipment to prevent unexpected energizing, start up, or release of stored energy in order to prevent injury to employees.
3.19 The Contractor shall comply with all fire prevention measures prescribed in the installation fire prevention and protection regulation, a copy of which is on file in the office of the Contracting Officer. A written hot work permit shall be obtained from the installation fire department for use of any heat producing devices such as blowtorches, portable furnaces, tar kettles, or gas and electric welding and cutting equipment. The Contractor shall be liable for any fire loss to Government property attributable to negligence on the part of the Contractor, including failure to comply with fire prevention measures prescribed by the terms of this contract.
3.20 The Contractor shall comply, where applicable, with all of the safety and occupational health requirements described in the Unified Facilities Guide Specification UFGS-01 35 26 Governmental Safety Requirements.
4.0 Project Completion Requirements:
4.1 This contract shall have a performance period of 180 calendar days after contract award to complete all requirements of this specification.
4.2 Acceptance of work completed shall be done by the assigned Government Contracting Officer’s Representative (COR).
4.3 All work shall be performed per the agreed upon schedule determined by the government and the contractor in an effort to minimize downtime to EBW 670 to the greatest extent possible. If the schedule of work is agreed upon by both the government and the contractor to be during the normal depot work schedule, then all work shall be performed between 7:00 a.m.
to 4:30 p.m. Monday through Thursday and between 7:00 a.m. to 3:30 p.m. on alternating Fridays. The Contractor should not expect to work off Fridays, holidays, weekends or during maintenance shutdowns without special permission from the Contracting Officer.
