About this file

This document is an Industry Day presentation for the U.S. Army Corps of Engineers (USACE) Emergency Water Conveyance Prototype (EWCP) project located in Juneau, Alaska, held on 21 August 2026. The project aims to develop a concept, design, and construct a prototype system to protect the Mendenhall Valley from glacier lake outburst floods (GLOFs) originating from Suicide Basin. The primary objective is to prevent water levels in the Suicide Basin Glacier Dammed Lake from rising above 1,100 feet (NAVD88) and to continuously manage peak discharge rates of approximately 1,000 cubic feet per second to protect downstream communities.

The acquisition will be conducted as an Other Transaction (OT) Agreement for a prototype project utilizing a Progressive Design-Build (PDB) delivery method under the authority of 33 U.S.C. § 2313. The acquisition timeline includes: white papers due 4 September 2026; pitch presentations 28-30 September 2026; post-selection Phase 1 proposal due 21 October 2026; OT Phase 1 services negotiation 29-30 October 2026; revised Phase 1 proposal due 4 November 2026 at 2:00 PM; and OT Agreement award on 11 December 2026. Questions must be submitted through the ProjNet Suite Bidder Inquiry System (Solicitation Number W911KB-27-9-A001, Bidder Inquiry Key CXJ4M5-6EBBZZ) by 28 August 2026 at 2:00 PM AKDT. The project is led by USACE Alaska District with oversight from Pacific Ocean Division and USACE Headquarters.

Problem Statement

Develop a concept, design, and construct a new Emergency Water Conveyance Prototype (EWCP) to protect the Mendenhall Valley from the severe and escalating flood hazard from glacier lake outburst floods (GLOFs) originating from Suicide Basin.

Objective Prevent water levels in the Suicide Basin Glacier Dammed Lake (GDL) from reaching an elevation sufficient to produce an impactful GLOF event.

• Prevent water levels in the Suicide Basin GDL from rising above an elevation of 1,100 feet (NAVD88) .

• Continuously manage peak discharge rates of approximately 1,000 cubic feet per second (CFS) to protect downstream communities.
