About this file

This file is a comprehensive technical specification document for the Lowell Creek Diversion Dam and Tunnel project in Seward, Alaska. The project involves constructing an 18-foot diameter, 2,000-foot long tunnel, an inlet diversion structure, an outlet flume, and refurbishing an existing tunnel, with select tree removal upstream of the inlet diversion structure. The contract is anticipated to be awarded in the first quarter of fiscal year 2027.

The 65% design stage specification details extensive technical requirements across multiple divisions, including earthwork, concrete, metals, electrical, and utility construction. The document provides detailed specifications for construction methods, materials, quality control, testing, special inspections, environmental protection, and closeout procedures. Key technical components include tunnel excavation, ground improvement, rock bolting, shotcrete lining, pavement systems, and various site preparation and restoration activities. The project scope suggests a complex infrastructure project aimed at flood mitigation and creek diversion in the Seward region.

1.15 PARTNERING

To most effectively accomplish this Contract, the Government requires the formation of a cohesive partnership within the Project Team whose members are from the Government, the City of Unalaska, and the Contractor and their Subcontractors. Key personnel from the Government design and construction team and subject matter experts, the City of Unalaska, and the Contractor and their major Subcontractors will participate in the partnering process. The partnership will draw on the strengths of each organization in an effort to achieve a project that includes joint risk management, is without any safety mishaps, conforms to the contract, and stays within budget and on schedule. Attachment (1) Joint Risk Management Template is a tool which may be used to assist in joint risk management.

The Contracting Officer will provide information on the partnering process and a list of key and optional personnel who should attend the initial partnering session.

1.15.1 Formal Partnering

Host all partnering sessions. Host the initial partnering session within 60 calendar days of notice to proceed, but a minimum of 30 calendar days prior to the start of any work at the project site. Identify the facility and the Facilitator a minimum of 35 calendar days prior to the initial partnering session and must provide an agenda within 10 calendar days of identifying the Facilitator. Prepare supplemental schedules, handouts, charts, and the such, that may assist in communicating the next three weeks of activities. All construction activities, critical milestones, utility outages, and traffic closures must be reflected in the schedule.

The schedule must be up to date regardless of when the last "monthly update" occurred. Be responsible for preparing the agenda in coordination with the Contracting Officer or his Representative, distributing the agenda, conducting the meeting, preparing the meeting minutes, distributing the minutes, and tracking action items. The Contractor's Superintendent and CQC System Manager must attend each meeting. Distribute the three-week Look-Ahead Schedule, in both native and .pdf format, along with a meeting agenda by COB of the day prior to the meeting. If deemed necessary by the Contracting Officer, the Contractor may be required to group, sort, arrange, clarify, or improve the level of detail within the schedule in a way that better meets the coordination needs of the group.

At a minimum, the following items must be discussed and coordinated at the meeting in addition to or in conjunction with the three-week Look-Ahead Schedule:

A. Temporary Traffic Closures: Discuss status of Temporary Closure Traffic Plan submittal and any related coordination items.

B. Utility Outages: Discuss proposed utility outages and potential future outages.

C. Submittals: Discuss status of critical submittals (provide a list of submittals currently under review). Prioritize submittals , and identify potential impacts to project schedule due to the length of the Government's review. Provide a list of upcoming submittals to be submitted within the next two weeks and provide visibility on long lead time items and submittals.

D. RFIs: Discuss status of critical RFIs.

April 18, 2025 SECTION 01 19 40 Page 12 65% ATR

E. Modifications: Discuss award status of modifications and potential modifications.

F. Coordination with Other Contractors: Discuss any current/potential issues, potential coordination, and anticipated or perceived impacts.

G. Delays or impacts to the critical path and their corrective actions.

Have all appropriate personnel and subcontractor representatives participate in weekly look-ahead meetings to fully discuss the work tasks within the current three-week window of discussion.

1.16.6 Joint Schedule Baseline Review

A Joint Schedule Baseline Review (JSBR) Conference will be held on site at a mutually agreeable time within 15 days of the initial schedule submittal. The purpose of the conference is to jointly assess schedule risk, operational/coordination concerns, and reasonableness, as well as to identify methods to mitigate risk and obtain stakeholder visibility and buy-in. The Contractor's Superintendent, scheduler, and key subcontractor personnel will orient the Government team to the project concept and discuss schedule specifics. A live version of the schedule will be used by the project scheduler during the review. The JSBR must be held prior to obtaining approval of the initial construction schedule.

Provide names, addresses, and telephone numbers of individuals assigned as alternates in the absence of individuals assigned to Project.

a. Post copies of list in project meeting room, in temporary field office, on Project Website, and by each temporary telephone. Keep list current at all times.

1.17.2 Working Hours

The equipment must be in satisfactory operating condition and capable of safely and efficiently performing the work as set forth in the specifications and will be subject to inspection by the Contracting Officer at all times. The equipment used must be of a design and have characteristics similar to equipment which has been used successfully for a minimum of three years under similar conditions. Prove this equipment has sufficient capacity to accomplish the work in a timely manner without damaging existing facilities.

A. Number: For equipment give identifying number or name.

B. Type: Under this heading give general description. Sufficient detailed information must be furnished to properly delineate the proposed equipment and operation.

No reduction in the stated capacity of the plant and equipment employed on the work will be made except by written permission of the Contracting Officer. The measure of the "capacity of the plant and equipment" will be its actual performance on the work.
