About this file
This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the U.S. Army Corps of Engineers, W25N Endist Alaska Contracting Office in Anchorage, Alaska on August 14, 2026. The amendment modifies solicitation W911KB26QA012 and is not extended, meaning offerors must acknowledge receipt prior to the original solicitation deadline or face rejection.
The primary purpose of this amendment is to change the NAICS code from 562991 (Septic Tank and Related Services) to 562998 (All Other Miscellaneous Waste Management Services) for the base contract line item 0001 and option line items 0002 and 0003. The amendment includes a Questions and Answers section addressing contractor inquiries regarding wastewater pumping and disposal services. Key operational details include: pumping/disposal callouts occurring primarily November through April at 1-2 times per month with approximately 250-350 gallons per callout; the contractor is responsible for selecting the disposal facility and obtaining necessary waste manifests and receiving facility documentation; the contractor must handle all required testing per Alaska Department of Environmental Conservation (ADEC) and Federal regulations, with costs factored into pricing; and no onsite accumulation of material in totes is permitted. The contractor bears responsibility for compliance with waste profiling, sampling requirements, and disposal certifications, with all associated costs included in the offered per-gallon rate.

W911KB26QA012 Questions and Answers
1.Please provide the historical number of service callouts and actual gallons pumped during each of the last three years.
The contractor can expect pumping/disposal callouts primarily in the winter months, November to April, at a frequency of approximately 1 to 2 times per month. Summer month callouts are much less frequent. Pumping/disposal volume is approximately 250 to 350 gallons per callout; however, the contractor must adhere to the required minimum gallon pumping and hauling capability as stated in the solicitation.
2. What is the typical quantity expected during one callout?
Approximately 250 to 350 gallons per callout.
3. Can the Government accumulate the tank contents in the onsite plastic totes so the contractor can remove a larger quantity during each visit?
There will be no tote storage of material for the contractor.
4. Has the Government identified a disposal facility that currently accepts this material, or is the contractor responsible for selecting the receiving facility?
The contractor is responsible for selecting the receiving facility.
5. Has the material been formally classified as nonhazardous industrial wastewater?
The material has been processed as non-hazardous wastewater in the past. The contractor should refer to the sample analysis for specifics.
6. Will the Government provide a current analytical profile before performance, or must the contractor include new sampling and laboratory analysis in its price?
The Government will not be providing a new analytical profile before performance in addition to the 2019 sample analysis in the solicitation. Any additional requirements per ADEC and Federal regulations should be factored into the oƯeror’s price.
7. If a disposal facility requires additional testing or waste profiling, will that cost be separately reimbursable or must it be included in the per-gallon rate?
Any additional testing should be factored into the oƯeror’s price.
8. Are waste manifests, disposal certificates, or specific transportation documents required with each service?
Waste manifests and other receiving facility documentation should be included with the contractor’s invoice.
9. Is the contractor responsible for sampling the holding tank water prior to pumping, transport, and removal?
The contractor is responsible for any required testing per ADEC and Federal regulations.
10. If so, should the cost of this sampling be included in the items listed in the Contract Pricing Schedule?
Any costs associated with required testing should be reflected in the oƯeror’s pricing schedule.
