About this file

This document is a Questions and Answers (Q&A) file for Chena Lakes Mechanic Services, addressing four key inquiries about the contract. The Q&A clarifies that profit is not allowed on billed materials, and all markups, overhead, and profit should be reflected in proposed fixed hourly rates. Regarding equipment servicing, the contract allows time for preparing equipment, including warm-up time for equipment that must be serviced outside in cold weather. The solicitation does not limit the number of technicians, but all must meet the personnel qualifications specified in the solicitation. Proposals do not need to list all technicians, though certifications for crane and journeyman mechanics must be provided post-award during a pre-work meeting, and estimated material costs are not required in the proposals.

Q&A

FOR CHENA LAKES MECHANIC SERVICES

1. It states under payment that billed materials such as parts, tools and supplies, profit is not allowed on any items. Is this correct? Just want a clarification please.

Profit is not allowed for items billed as materials. All markups including overhead, general and administrative expenses, and profit should be reflected within the proposed fixed hourly rates.

2. We observed a lot of the equipment outside of course, most larger heavy equipment will need to be serviced outside in the winter elements. Does the contract allow for any time for warm up/cold starts due to the fact of colder weather? (Will need more time to have equipment up and running due cold weather.)

The contract allows for time needed to prepare equipment for servicing. This includes time needed to warm equipment outside that can’t be brought into the heated maintenance shop for servicing.

3. Are you looking for one mechanic/technician or will you accept a team of technicians as well?

The Contract does not limit the number of technicians. They just have to meet the personnel qualifications of the solicitation.

4. Would you like the proposal to list all technicians along with their respective hourly rates, as well as an estimated cost for materials that may be needed?

Proposals do not need to list all technicians. However, all mechanics must meet the personnel requirements of the SOW. Certifications of the crane and journeyman mechanics must be provided post-award during the pre-work meeting. Estimated cost of materials is not required for the proposals.
