About this file

This document provides information on an Industry Day for the JBE088 Joint Integrated Test and Training Center project in Alaska. The U.S. Army Corps of Engineers Alaska District will construct a two-story 150,000 square foot facility and small substation at Joint Base Elmendorf-Richardson to meet Intelligence Community Directive 705 standards. Project design is expected to be 100% complete by fall 2024, with construction award anticipated in spring-summer 2025 and completion scheduled for November 2027.

The Industry Day presentation on March 8, 2024 will communicate project requirements, incorporate industry feedback, and provide an understanding of feasibility, scheduling, and forecasting from the industry perspective. Attendees must RSVP with name and company by March 1, 2024 to the specified contracting specialist and meet all base access requirements. One-on-one sessions are scheduled after the presentation for industry representatives to discuss the project with government officials. Participation in the Industry Day is not mandatory for future contract participation. No solicitation will be released prior to this event.

GOALS

1. Provide information that is simple to understand and straightforward. It will leave you with an understanding of the Government’s priorities.

2. Provide information that will reflect the current requirements, schedule, and risks in construction.

3. The Industry and Government will be learning about this project and its buildability throughout this discussion.

4. Gain a better understanding of current industry resources.

JBE088 PROJECT SCOPE & OVERVIEW

Location: Elmendorf AFB, Alaska

Overview: Construction of a two-story facility, and construction of a small substation and its connection to the facility

Facility Size: approx. 150,000 SF

Expected Schedule:

• Design 100%-RTA: FALL 2024

• Construction Award: SPRING-SUMMER 2025

• Construction Completion: NOV 2027

Scope of the Facility:

Construct a two-story facility with reinforced concrete foundations, structural steel frame, insulated steel panel and masonry walls, and standing seam metal and membrane roof for a cold weather region. The functional areas will include; secure and non-secure operational space, non-secure administrative space, building entrance with security check-in, general support spaces for handling of classified information, and various other spaces.

The facility consists of structure and foundations; exterior envelope; elevator conveyance systems;

electrical/mechanical service and distribution components and systems; fire alarm and suppression systems;

information technology, communications, cyber security and security systems infrastructure. Interior space includes raised access floor systems, interior partitions and ceilings, power, lighting, plumbing, environmental control and communications and finishes. Heating, ventilation, and air conditioning systems will be self-contained systems. Construction of secured spaces must meet Intelligence Community Directive 705 standards.

Utilities include water, wastewater, stormwater, electrical, natural gas, and communication. Site infrastructure includes primary electrical service to the site, water, sewer, gas, and telecommunications pathways.

Scope of the Substation:

A substation will be constructed to service the Facility. The current expectation is a <1.5 mile route from an existing JBER substation to the Facility site. The electrical line may be a combination of underground and overhead electrical lines. The substation will be 10-15 MVA, with a connection to a private utility service from the existing base substation.

PROJECT SCHEDULE

Known Considerations & Risks:

• Compressed schedule, est. duration 30-33 months

• Lead times are a challenge; ie – substation components (transformers, conduit and conductors, etc.), generators

• FY incremental funding limits

• Construction & Security accreditation requirements

• Construction phasing of incremental funding, material procurement, accreditation, and BOD late 2027

• Risks:

o Delays to utility work, relocates o Supply chain, lead times o Contractor interface issues

Expected Schedule:

• Design 100%/RTA: FALL 2024

CURRENT EMPHASIS & REQUIREMENTS

Construction of secured spaces must meet Intelligence Community Directive 705 standards.

• Contractor’s staffing and supervision holding ICD 705 certification in construction

• Previous project experience with ICD 705 facilities and SCIF construction

• RF shielding will be used in the Facility

Challenging Schedule and Phasing

Material Procurement, Lead Times

Incremental Funding and Cost-weighted Schedules

Project Labor Agreement prior to award

Small Business Participation

QUESTIONS

In your opinion, what are the most significant challenges for this project in construction?

What would make this project easier to build?

What phasing and funding scenarios produce risk?

What lead times have you been experiencing with electrical items, ie – transformers?

Have you been involved in project utilizing re-furbished electrical equipment, and was this lead time and installation quicker, or less preferable?
