RFI ANSWERS NEEDING ADDITIONAL FOLLOW UP
Section 35 31 16.19, 3.1.2
Per Specification Section 35 31 16.19, 3.1.2 Temporary Support of Structure During Construction
• States Contractor shall design temporary support for the unfinished structure and the temporary support shall, at a minimum, be designed for the following criteria:
o Dead Load: All o Live Load: Per Contractors requirements o Wind: Per ASCE 7, minimum 10-year MRI o Wave: Minimum 10-year MRI wave height o Ice: As required
• Additionally, specification states the contractor shall assess the minimum criteria and increase based on schedule and sequence of work, but that NO reduction in criteria shall be allowed.
• Our review of the requisite 10-year MRI data yields the following:
o Wind – 110 mph max 3-second gust o Wave – 17.6ft wave height
• Please confirm these values as they relate to the minimum design criteria intent?
Government Response. . Wind – 110 mph max 3-second gust Wave – 15.3 ft wave height On: Apr 30 2024
Section 01 57 20.01 29 Environmental Protection
In Attachment 5 - Biological Opinion Port of Nome, Section 2.1.2 Mitigation Measures references the need for Protected Species Observers to monitor in-water activities. Item 10. states In-water activities will take place only under certain time frames and conditions.
Please clarify the definition of In-water activities?
Government Response ( #10699895). . See Table 2-1 of the Marine Mammal Monitoring & Mitigation Plan for a summary of activities requiring PSOs. On: Mar 29 2024
Question in Response to #10699895
The Marine Mammal Monitoring & Mitigation Plan (4MP) is not included in the RFP documents. In doing research, a 4MP for the project was found, dated April 2023. Please confirm this is the correct 4MP document being referenced and should be the basis for putting together price proposal? Referenced Table 2-1 calls out three (3) activities requiring PSO’s (pile driving, dredging and gravel fill). Which activities fall under ‘gravel fill’? Does rock removal (existing spur and seasonal temp end protections) require PSO’s? These activities are schedule critical and likely will be done during times when waters are NOT totally ice free. Please clarify activities and PSO requirement for placement of rock and rock removal?
In the event operations are shut down due to presence of marine mammals, how will the contractor be equitably compensated for stand by or shut down time?
Spec Section 01 57 20.01 29
Item 3.6.2 Passive Acoustic Monitoring (PAM), as well as Condition 5(i) of the Incidental Harassment Authorization, state that the Contractor must conduct Passive Acoustic Monitoring “…in accordance with a NMFS-approved Acoustic Monitoring Plan…”. However, the specific scope and requirements of the acoustic monitoring plan cannot be found in the RFP documents.
Please confirm the scope requirements of the Acoustic Monitoring Plan to allow Contractor to accurately price the Acoustic Monitoring efforts of the project.
Government Response (#10699898). . The IHA states NOAA's general expectations for PAM and reporting in items 5(i) and 6(f). Note that NOAA wants the acoustic monitoring to provide both marine mammal ID, and pile-driving sound verification. On: Mar 29 2024
Spec Section 03 57 20.01 29 Page 13, Paragraph 3.6.2
Question in Response to #106998988
Response regarding PAM scope is still unclear and not adequate for development of a price proposal for this scope? The IHA stipulates that PAM is required for 2 scopes of work:
1. Monitoring for Marine Mammals -Please define what type of monitoring is required? How many PAM stations need to be setup and what distances do they need to be from source? What is the time frame the monitoring is required (before/after/during)?
-What is this information going to be used for during each work season? Confirm it is not intended as a means of detecting marine mammals for implementing shut down?
2. Sound Field Verification (SFV) during sheet pile driving -Is SFV only required during vibratory sheet pile installation (and not during activities)? What are the specified PAM stations? What is the duration required for PAM? Is this only required during the 1st season of sheet pile installation? Is there a minimum number sheet piles that are to be monitored? Are SFV measurements to conducted just once or are additional SFV measurements required at different stages of sheet pile install (e.g. for piles in different water depths). What is the required turn around time for results of the SFV?
How will the results of the PAM each season affect the subsequent work seasons? Please confirm any modifications to contractors operations or change to its mitigation efforts will be a compensable changes.
Spec Section 35 31 16.19
3.1.4.2 Installation of Flat Web Sheet Pile
States.."If obstructions restrict driving a pile to the specified tip elevation, the obstructions shall be removed. If the Contractor demonstrates that removal is impractical, contact the Contracting Officer."
What does impractical mean? Please define the criteria consider impractical for this condition.
Government Response (#10699899). . Impractical will need to be determined depending on the location of the obstruction and the impact to the project. Examples of practical removal could entail penetration or shifting the obstruction with a probe or removal with an excavator if shallow enough. On: Mar 29 2024
SECOND PREPROPOSAL CONFERENCEB QUESTION AND TOPICS MTG 5-6-2024.xlsm Page 1
Question in Response to #10699899
Response regarding impractical/practical removal of obstructions during sheet pile is ambiguous and is still not defineable. If obstructions are encountered preventing piles to be driven to specified tip, please confirm this be considered a Differing Site Conditions (per FAR 52.236-2)?
Government Response (#10746986). . Depending on the situation this may not be considered a differing site condition.
Instances of obstructions will need to be evaluated on a case-by-case basis. On: May 01 2024
Plan Sheet V2-S-118
Note 1 on the plan Sheet talks about the Design Load for the Light Pole foundations and states " Contractor shall confirm adequacy and notify Engineer if final HML pole loads exceed those shown above." This in not a Design Build project, so the Contractor should not be responsible for and permanent design calculations. In addition, the Light poles are part of Option 3, which might not be awarded for 2 year, if at all. The Light Foundations in the Base Bid, and perhaps Option 1, will likely be in place prior to the award of Option 3, so final procurement of the High Mast Light Poles, thus There Light Pole Foundations will need to have a final design well before the Light Poles are procured. Two possible solutions are 1) Specify High Mast Light Towers which meet the current foundation design. 2) Over design the Foundations for the High Mast Towers such that it will meet the loading for any 100 foot tower on the market. Please clarify the solution that should be priced into the RFP.
Government Response (#10746954). . High mast light towers have been specified and are included in the Brand Name JA Nome Redacted, Control number POA 23-24, as part of the original RFP documents. Drawings will be revised to include the brand name items via an Amendment to the solicitation. On: Apr 30 2024
GENERAL
Please provide a list of firms the Corps of Engineers considers having a Conflict of Interest that has been involved with any phase of work for the Port of Nome Modification Ph 1 Project that would prevent a firm from supply services to the contractor.
Government Response (#10746985). . We do not maintain a list of firms with a potential conflict of interest. On: Apr 12 2024
RFI QUESTIONS PENDING ANSWERS
IHA, item 5(h)
IHA states during fender pile installation, the “Holder” must conduct a minimum of one aerial overflight to assist in estimating species. Additionally, it states the “Holder” will conduct two aerial overflights if it determines that it is practicable to do so. Please further clarify the scope of this it relates to IHA requirements, so the contractor adequately price this scope of work:
-Can aerial flight surveys during fender pile installation be performed using a drone?
-IHA states a minimum of one survey to be performed, but potentially more.
How many aerial survey will be required during fender pile installation?
Spec Section 00 11 01(Pay Form).
Note 4. states "Options 2 and 3 ….may be awarded within 24 months of contract award and shall be completed by the contract completion date. Lead time on Transformers, Power Pedestals, Light Poles, and much of the other electrical system are currently up to 5 years. For the electrical system to be completed by the contract completion date, major electrical components would need to be ordered shortly after NTP.How would the USACE like to handle this issue?
Drawing V1-C-109 Please provide the load limit for the existing causeway bridge. This information is essential to determine equipment selection and haul units.
SECTION 01 19 40.00 29 Page 6
V1-C-201
In Section 1.9.1 Salvable Material - it states, "items designated by the Contracting Officer to be salvaged remain the property of the Government." "Salvageable materials include but are not limited to the removed navigation aid and base, stub breakwater materials, materials removed from the head of the existing causeway, and dredged material."
On drawing V1-C-201, Note 2 states , "Portions of the removed existing Armor and B-Rock will be salvaged by the contractor for future use tying the existing Armor and B-Rock layers into the causeway expansion Armor and B-Rock layers."
Please clarify the following:
1) Do the salvaged materials, as listed above, become the property of the Government or is it the intent of the Governments to have the contractor reuse/reincorporate salvaged materials into the new causeway construction to the fullest extent possible. If so, which bid items will be used for payment of these reincorporated materials?
2) Please provide the quantities of Armor & B-Rock (for bidding purpose) referenced above that is required to be salvaged from the removal of the existing causeway and spur by the contractor.
3) For any salvaged or reused material, are they excepte as-is with any further testing?
Plan Sheet V2-S-111 Detail "Face Beam Detail" in the lower right corner of the page, calls for welding the Face Beam to the Sheet Pile both Outside and Inside. Inside welding(under the Face Beam) will require the embankment to be left low below the Face Beam for welder access and ventilation. Compaction of the E of F material under the Face Beam after welding will be nearly impossible to achieve. Please provide a backfill procedure which allows for the required compaction.
