About this file

This document package includes a federal contract solicitation and related bidder questions and answers. The solicitation requests dredging and disposal services for the South Harbor entrance channel, turning basin and maneuvering basins in Petersburg, Alaska. The scope of work involves performing pre- and post-dredging surveys, removing approximately 83,000 cubic yards of material by dredging, and disposing of dredged materials in approved water sites. The contractor must provide all necessary labor, equipment, supervision and services to complete the work. Bids are due by email by the date and time specified on the SF-1442 form. The pre-award questionnaire is not required with bid submission but should be submitted promptly if the contractor is the apparent low bidder. The document also provides answers to bidder questions on access, utility locations, vessel coordination and other solicitation details.

Some areas show LSF, some GNF, some neither. Could you explain what the LSF and GNF signifies? Thanks, On: Mar 22 2022.

Government Response. . Those terms designate responsibility for the dredge area. Specifically whether or not it is a Federal or Sponsor cost. GNF stands for "General Navigation Feature" which are a Federal responsibility. LSF stands for "Local Service Facility" which are Sponsor costs. From a contractor perspective the designation will make no difference, it only designates which pot of money is paying for it and the cost share responsibilities. All of the region is part of the project and advertised together.

The bid schedule will indicate which LSF areas are options. All the GNF areas are part of the base. On: Apr 07 2022 Current Request Status: Request Closed

Is there new dredging in this scope or has the harbor already been dredged to these depths and this is just maintenance, removing silt/gravel that has been deposited? If there is dredging to new depths anywhere, could you give us an idea what areas?

On: Mar 22 2022.

Government Response. . The entire area is dredging to new depths. Most of it is harder material, with some areas to the northeast being softer and newly deposited. On: Apr 07 2022 Current Request Status: Request Closed

On: Mar 24 2022.

Government Response. . The project limits are areas that are available for construction activities. It is anticipated that boats will be moved out of the areas that need to be dredged as dredging proceeds. However, this question is concerning pre and post survey. Will all boats in the harbor be removed for these surveys so areas under the boats and floats can be accurately surveyed, or will results such as shown on Exhibit X-701 be acceptable? This exhibit shows areas that were not complete under the floats and boats.

On: Mar 31 2022.

Government Response. . Boats will be moved as needed to accommodate dredging. Boats will be removed from the area currently being dredged, but not from the entire harbor at the same time. Vessels will also be moved to accommodate the pre/post-surveys. Coordination for the movement of vessels will be done through the City of Petersburg Harbormaster. On: Apr 04 2022.

Government Response. . Area 6 is accessed through Area #2 past the crane dock and straight in to the dredge area.

Area 5 is essentially locked in by both pedestrian ramps at either end if approach is by water. On the northside of area 5 the dock approach is pile supported with 20 ft of distance between pilings in the bridge area. At lower stages of the tide will allow for more access vertically.

The parking lot could be used as an access point for land based dredging equipment. Alternatively it would be possible to lift the dredged material over the main float.
