SUMMARY OF WORK
08/15
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The project site currently consists of the Eielson Air Force Base Central Heat and Power Plant (CHPP), associated ancillary structures, and adjacent open space. The CHPP facility contains six 120,000 lb/hr stoker type boilers burning coal (Boilers #1 through #4 and Boilers #5A and #6A). The steam generated by these boilers is throttled through one of five steam turbine generators before departing the CHPP facility through utilidor tunnels for use on base.
The work includes the replacement of two existing steam turbine -generators (steam turbines), Units #1 and #2, with a single 10 Mega-Watt (MW) steam turbine, Unit #6. The new steam turbine will be similar in size and design to the existing Unit #5. The work also includes the replacement of the equipment directly associated with the existing turbines including the surface condensers, steam jet air ejectors, gland steam condensers, and hotwell pumps. Electrical and controls equipment supporting the existing units will be modified or upgraded to support the installation of the new turbine.
It has also been determined that the installation of a larger steam turbine will increase the required heat rejection beyond the current capacity of the circulating (cooling) water system. To address this issue, evaporators will be added to the pond to increase the heat rejection capacity.
Existing circulating water pumps will be upgraded and their associated Variable Frequency Drives (VFDs) will be replaced.

1.2 OCCUPANCY OF PREMISES
Building(s) will be occupied during performance of work under this Contract. Occupancy notifications indicating areas of construction activity and access restrictions will be posted in a prominent location in the work area.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.3 COORDINATION OF CONSTRUCTION ACTIVITIES
AM#0006... The Contractor shall maintain a project schedule in accordance with the requirements of Section 01 32 01.00 10 PROJECT SCHEDULE. This schedule shall be closely coordinated with the Contracting Officer and plant personnel to ensure that demolition and construction activities do not impact normal plant operations. Demolition activities that could adversely impact plant operations shall be conducted during the summer months (April through September) unless otherwise approved by the Contracting Officer. Demolition activities not expected to adversely impact plant operations or require an outage can occur throughout the year.
Equipment, utility, and system outages required for the Contractor to complete the work shall be scheduled with the Contracting Officer and plant personnel as soon as possible after the need for an outage is identified.
For outages only expected to impact operations within the CHPP, provide notification to the Government a minimum of 21 days prior to the desired outage date. The Government will make every effort to provide approval and accommodate outages in less than 7 days. Outages requiring interruption or curtailment of steam or electrical output to Eielson AFB shall be scheduled with the Contracting officer a minimum of 3 months prior to the desired outage date. All outages of steam or power to the base shall be restricted to the summer months unless otherwise approved by the Contracting Officer.
Contractor shall update the schedule at least weekly to ensure accurate reporting of planned activities. The Contracting Officer reserves the right to delay any outage as deemed necessary to ensure reliable production of steam and electricity. The Contractor shall maintain a project schedule in accordance with the requirements of Section 01 32 01.00 10 PROJECT SCHEDULE. 1.3.1 Outages
It is not expected that an interruption of steam or electrical output to Eielson AFB will be required. If it does become necessary, the contract completion date will be extended by the number of days it takes the Government to provide approval for the outage following notification of the required outage by the Contractor.
For required outages that are internal to the CHPP, requiring a 21 day notification, the contract completion date will be extended by the number of days beyond 7 that it takes for the Government to provide approval for the outage following notification of the required outage by the Contractor. ...AM#0006
