About this file

This document outlines a federal solicitation for maintenance dredging services. The U.S. Army Corps of Engineers seeks proposals to dredge approximately 1.1 million cubic yards of material annually from the Port of Anchorage harbor for three years, with optional additional dredging of 350,000 cubic yards annually from the Cook Inlet Navigation Channel. Proposals are due by December 8, 2020, with award anticipated by January 14, 2021. Evaluation will consider offerors' performance capability, experience, past performance, small business participation, and price. The dredging must be conducted to maintain access for shipping traffic at the Port of Anchorage dock face and allow construction of a new petroleum and cement terminal, with surveys provided to monitor shoaling.

Dredge Limits Project Depth: -35 feet MLLW

Max Pay Line: -39 feet MLLW except -38 feet MLLW for Areas E and F at the dock.

Deeper Dredging (B Areas):

May 1-31 and Sep 15 – Oct 31

Dredge Period: May 1 to Oct 31

Dredging Constraints:

Stop dredging 5 feet from the dock face.

Shoal material is continuously deposited within the project limits throughout the entire dredge season. Historically, shoaling rates of 3,000 to 12,000 cubic yards per day occur within the project area.

Previous dredging indicates the materials above the maximum pay line are recent marine sediment deposits consisting of Sandy Silt, Silt (ML), Silty Clay (CL-ML), Lean Clay (CL), and Silty Sand (SM).

Further information is in Maintenance Dredging Specification 35 20 24.00 29, Section 1.2 Character of Materials, subsection 1.2.1. Anchorage Harbor Maintenance Dredging Character of Materials

Previous dredging efforts indicate the in place relative density of the cohesionless soils range from loose to medium dense and the in place consistency of cohesive soils range from soft to firm. The dredge materials plasticity ranges from nonplastic to medium plasticity. Dredge materials have historically exhibited cohesive behavior which contributes to a reduction in productivity during dredge material disposal. Mechanical means of dislodging the dredged material from dump scows is anticipated and may be required for disposal of dredged material. Dredged materials have exhibited abnormally high shear strengths which also contributed to a reduction in dredging productivity.

Dry densities of dredged material were determined to be between 85 and 105 pounds per cubic foot and the moisture content to be 20 to 25 percent. Local, minor variations and some debris are to be expected, and if encountered shall not be considered materially different within the scope of the DIFFERING SITE CONDITIONS Clause.

Geotechnical Site Information

Geotechnical Data Report, Cook Inlet Navigation Channel Dredging, September 2014

(Provided as an attachment in Specification 35 20 24.00 29 Maintenance Dredging)

All drawings, figures, and photographs presented is this presentation are from the solicitation. No new information is being presented.

The subsurface exploration for this project was conducted from 10 September to 5 October 2007. A total of 48 test borings were drilled, ranging in depth from 34 to 42 feet below mudline.

From July to September 2008, a trial dredging program was conducted in virgin areas (no previous dredging) where future dredging is planned for the Anchorage Harbor Deepening project.

Reference Maintenance Dredging Specification 35 20 24.00 29 Section 1.2 Character of Materials 1.2.2 Cook Inlet Navigation Channel

Previous maintenance dredging indicates the materials above the maximum pay line consist of poorly graded sand (SP). Gravel, cobble, and boulder sized particles were also encountered throughout the length and width of the channel below the approximate elevation of -38 feet MLLW.

The quantity of gravel, cobble, and boulder sized particles encountered during previous maintenance dredging was estimated to be five percent or less by volume.
