About this file
This solicitation requests proposals for maintenance dredging services at the Port of Anchorage in Alaska from 2021 through 2023. The scope of work includes surveying, dredging, and disposal of approximately 1.1 million cubic yards of fine-grained shoaled material annually at Anchorage Harbor, with an option to dredge 350,000 cubic yards of sandy material in the Cook Inlet Navigation Channel. The dredging must be performed to keep the Port of Alaska dock face accessible for shipping traffic at all times and allow access to a new petroleum and cement terminal under construction. The solicitation also includes potential periodic maintenance dredging of the Cook Inlet Navigation Channel, which is the marked entrance through Knik Arm Shoal to Anchorage Harbor. Proposals are due in accordance with the instructions in the attached solicitation document. Award is subject to availability of funds.

by the contracting officer. For equipment not included in the schedule, rates for comparable pieces of equipment may be used or a rate may be developed using the formula provided in the schedule. For forward pricing, the schedule in effect at the time of negotiations will apply. For retroactive pricing, the schedule in effect at the time the work was performed will apply.
(c) Equipment rental costs are allowable, subject to the provisions of FAR 31.105(d)(ii) and FAR 31.205-36, Rental Costs. Rates for equipment rented from an organization under common control, lease-purchase arrangements, and sale-leaseback arrangements, will be determined using the schedule, except that actual rates will be used for equipment leased from an organization under common control that has an established practice of leasing the same or similar equipment to unaffiliated lessees.
(d) When actual equipment costs are proposed and the total amount of the pricing action exceeds the SAT, the contracting officer will request the contractor to submit either certified cost or pricing data, or partial/limited data, as appropriate. The data must be submitted on Standard Form 1411, Contract Pricing Proposal Cover Sheet.
1.2.9 SCR-GE115 Basis For Settlement Of Proposals
Actual costs will be used to determine equipment costs for a settlement proposal submitted on the total cost basis under FAR 49.206-2(b). In evaluating a terminations settlement proposal using the total cost basis, the following principles will be applied to determine allowable equipment costs:
(1) Actual costs for each piece of equipment, or groups of similar serial or series equipment, need not be available in the contractor's accounting records to determine total actual equipment costs.
(2) If equipment costs have been allocated to a contract using predetermined rates, those charges will be adjusted to actual costs.
(3) Recorded job costs adjusted for unallowable expenses will be used to determine equipment operating expenses.
(4) Ownership costs (depreciation) will be determined using the contractor's depreciation schedule (subject to the provisions of FAR 31.205-11).
(5) License, taxes, storage and insurance costs are normally recovered as an indirect expense and unless the contractor charges these costs directly to contracts, they will be recovered through the indirect expense rate.
1.2.10 SCR-GE116 Evaluation Of Subdivided Items
Item Nos. AM#2... 0002, 0012, 0022 and 0031 ...AM#2 are subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its sub-items.
1.2.11 SCR-GE117 Variations In Estimated Quantities, Subdivided Items
This variation in estimated quantities clause is applicable only to Items Nos. AM#2... 0002, 0012, 0022 and 0031 ...AM#2 .
DOCUMENT 00 73 00.00 29 Page 6
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent sub-item or elimination of all work under such a second or subsequent sub-item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for Items Nos. AM#2...
0002, 0012, 0022 or 0031 ...AM#2 is less than 85% of the quantity of the first sub-item listed under such item, the contractor will be paid at the contract unit price for that sub-item for the actual quantity of work performed and, in addition, an equitable adjustment will be made in accordance with the clause FAR 52.211-18, Variation in Estimated Quantities.
(c) If the actual quantity of work performed under Items Nos. AM#2... 0002, 0012, 0022 or 0031 ...AM#2 exceeds 115% or is less than 85% of the total estimated quantity of the sub-item under that item and/or if the quantity of the work performed under the second sub-item or any subsequent sub-item under Items Nos. AM#2... 0002, 0012, 0022 or 0031 ...AM#2 exceeds 115% or is less than 85% of the estimated quantity of any such sub-item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, Variation in Estimated Quantities.

Additionally, provide two eHydro point files. One using the 3 foot cell size with a mean value (on cell-center) sort and the other using the 30 foot cell size with shoal biased (on cell-center) sort. Both eHydro point files must contain metadata and use the naming convention outlined in POA-EC-G-GE-1.
B. All single-beam hydrographic soundings collected in the field must be provided with z-values in elevation mode (points below the 0.0 foot MLLW elevation include a minus sign and points above the 0.0 foot MLLW elevation have no sign).
C. All topographic shots collected in the field must be provided with z-values in elevation mode (points below the 0.0 foot MLLW elevation include a minus sign and points above the 0.0 foot MLLW elevation have no sign).
For each point file, provide a metadata file meeting the FGDC metadata formatting. Refer to Hypack's "Simplified Metadata" for content.
2.2.3 SURVEY DRAWINGS
All survey depth soundings and topographic shots (if applicable) will be recorded and legibly plotted in planimetric view across the entire survey limits, as shown on the contract drawings, using the layout(s) provided in the AutoCAD file described in 1.7 GOVERNMENT-FURNISHED DATA. For dredging areas, shoal-biased soundings must be used and care shall be taken to show the highest soundings, that is, those with the least depth on the survey drawings. The soundings and topographic shots (if applicable) plotted on the survey drawings must be in depth mode (points below the 0.0 foot MLLW elevation have no sign and points above the 0.0 foot MLLW elevation have a positive sign). Include a 3D color relief plot of the survey depth soundings and topographic shots (if applicable) in a separate layout within the survey drawings using the shoal biased point file(s). For dredging projects, the 3D color relief legend must use warm colors (red, orange, yellow, etc.) for elevations above the project depth and cool colors (green, blue, indigo, violet, etc.) for elevations below the project depth.
2.2.4 QUANTITY COMPUTATIONS
All quantity computations must be performed by the Contractor's independent hydrographic/topographic surveyor using the sorted, edited, tide corrected point files as described in 2.2.2 SURVEY POINT FILES.

1.7 GOVERNMENT-FURNISHED DATA will be capable of computing quantities using design surfaces based on the project limits specified in the contract. Quantity computations must be reported in cubic yards in an Excel spreadsheet or other tabular format as approved by the COR. All
SECTION 31 09 13.00 29 Page 8 quantity computations must include notes stating the point file(s) and surface build characteristics used. Any edits or surface build properties for the point files and design surfaces made by the independent hydrographic/topographic surveyor must be preserved in the AutoCAD file submitted for Government review and comment. Any external, Land XML files generated or used to calculate quantities must also be submitted for Government review and comment.
All quantity computations must use the composite method.
1. For each survey provide a running total of the quantity of available and removed material to project depth (PD), between PD and required depth (RD), between RD and the maximum payline (MP). For the post-dredge survey(s) and each interim condition survey, provide the over-dredge (OD) volume representing the quantity removed beyond the applicable tolerance of the MP defined in the contract.
2. For each survey, compute the cut and fill to project depth (PD), between PD and required depth (RD), and between RD and the maximum payline (MP). Report the quantity for each dredge area as well as the total for the project. Report the quantities for the current and previous survey.
Calculate and report the survey to survey difference in cut and fill quantity for each dredge area as well as the total for the project.
3. Compute the over-dredge (OD) quantity by comparing the difference of fill quantity to the maximum payline (MP) for each survey. Report the over-dredge (OD) quantity between successive surveys as well as the total for the project.
4. For Anchorage Harbor maintenance dredging quantity computations only, shoaling is computed by taking the maximum payline (MP) quantity available on the previous survey and subtracting the maximum payline (MP) quantity available on the current survey. That quantity is then subtracted from the difference in raw quantity removed by the dredge for that interval.
This number is the total shoaled amount. The total shoaled amount is multiplied by the ratio of the area covered by the dredge over the area designated for dredging at each interval. The contour for the maximum payline (MP) depth is used to define the outer limit for the designated dredge area. A sample computation is shown in Attachment A.
2.2.5 FIELD PHOTOS
Provide field photos for each survey. Document any weather conditions, obstructions, vessels, or other conditions which may have impacted full data collection within the survey limits.
All field photos must contain a geotag in the properties to document the geospatial location that the photo was taken and be saved in a logical and identifiable format (.jpg extensions).
2.2.6 QUALITY CONTROL
Submit all QA/QC reports and field notes with each preliminary and final survey deliverable. Perform all QA/QC in accordance with EM 1110-1-1005 , EM 1110-2-1003 , EM 1110-1-1003 , and the POA-EC-G-GE-1 . Deviations from the Contractor's submitted and approved survey plan must be submitted to the COR for additional review and approval before conducting survey field work.
The Certified Hydrographer's bathymetric data format must provide complete
SECTION 31 09 13.00 29 Page 9 traceability for all positions, soundings, and corrections including sensor offsets, biases, dynamic attitude, sound speed, position, sensor position, date and time, vertical datum reducers, and sounding data from acquisition through post processing. Data quality and edit flags must be traceable.
Provide documentary evidence that all calibration, performance tests, and quality control were performed in accordance with the submitted and approved survey plan. This will include a written log (or equivalent digital record) of sensor offset and alignment measurements, patch test calibration results, sound velocity measurements, bar checks, squat calibrations, tide/stage observations, performance test results, etc., pertaining to the survey. Also include associated control monument quality control (peg test, level closures, etc.).
2.3 ORGANIZATION FOR ELECTRONIC SURVEY DATA
Survey data for each preliminary and final deliverable must be organized in individual folders labeled MM_DD_YYYY Type of Survey. The MM_DD_YYYY component must be the final date of field data collection for each survey.
The Type of Survey will be based on the list in 2.1 SURVEYS required for this contract. The survey products listed in 2.2 SURVEY DATA must be provided in the appropriate sub-folders using the naming convention that follows:
