Agenda Topics for Plans/Specs

a. General Overview of Dredging

i. Location: Both Homer and Ninilchik are located in southcentral Alaska. Homer Harbor is located at the end of the spit in Kachemak Bay. Ninilchik Harbor is located north of Homer along Cook Inlet.

ii. Harbor Description: Homer Harbor includes an entrance channel approximately 4,500 feet long with varying width. The outer entrance channel is dredged to -20 feet mean lower low water (MLLW). The inner entrance channel is dredged to -15 feet MLLW and -10 feet MLLW. Required depth needs to be achieved to provide adequate depth for the large commercial and recreational fishing fleet as well as tugs, barges, and landing craft that support a variety of industries and deliver supplies to non-road connected communities in Alaska.

The U.S. Coast Guard berth is directly adjacent to the outer entrance channel at Homer Harbor. The berth is approximately 250 feet long, 200 feet wide, and dredged to depths of -26 and -22 feet MLLW.

Required depths need to be achieved to provide adequate moorage for the cutter Hickory, an ocean-going buoy tender, which is home ported along the west face of the Pioneer Dock.

The project at Ninilchik is a half-tide harbor that includes an entrance channel approximately 900 feet long and 50 feet wide. The outer entrance channel is dredged to +9.3 feet MLLW and the inner entrance channel transitions to +3.3 feet MLLW just before the mooring basin. The mooring basin is approximately 400 feet long and 120 feet wide dredged to +3.3 feet MLLW. Required depths need to be achieved to provide adequate moorage for the commercial, recreational, and subsistence fishing vessels that use this harbor of refuge during the ice free season.

iii. Equipment: A cutterhead suction pipeline dredge shall be used with upland dewatering and beach disposal for Homer Harbor and the U.S. Coast Guard berth (if awarded) as described in Section 35 20

24.00 29 and shown on C-101 through C-108 of the drawings.

A cutterhead suction pipeline dredge and land based equipment, such as an excavator and dozer, shall be used with beach dewatering and disposal sites for Ninilchik Harbor (if awarded) as described in Section 35 20 24.00 29 and shown on C-109 and C-110 of the drawings.

iv. Dredge Material: Long-shore transport and storm driven waves contribute to the shoaling of the entrance channel and U.S. Coast Guard berth between dredge seasons. The estimated quantity is 7,000 cubic yards (CY) per dredge season at Homer Harbor. See the bid schedule for sub-divided items AA (5,000 CY) and AB (2,000 CY). There is also an optional item (see sub-divided CLIN 0037) for one-time maintenance dredging of the inner entrance channel at Homer Harbor with an estimated quantity of 4,500 CY.

The estimated quantity at the U.S. Coast Guard berth is 7,000 CY per dredge season. This is equally split between work in the spring and fall, both of which are optional items. See the bid schedule for sub-divided items AA (2,000 CY) and AB (1,500 CY).

Shoaling at Ninilchik Harbor between dredge seasons is primarily from the high suspended sediment load in Cook Inlet, long-shore transport, and storm driven waves. The inflow of the Ninilchik River is also a contributor to the shoaling in the mooring basin. The estimated quantity maintenance quantity is 11,000 CY per dredge season at Ninilchik, which are optional items. See the bid schedule for sub-divided items AA (7,500 CY) and AB (3,500 CY). There is also an optional item (see CLIN 0038) for new work dredging of the mooring basin to account for a tidal datum update. The elevations associated with the new work dredging shall become the maintenance depths in future dredge seasons should optional item CLIN 0038 be awarded and successfully accomplished.

Bidders should review the “BID/CLIN SCHEDULE NOTES” which describe the estimated quantity and location of dredging for each project in further detail. The character of dredge materials is described for all projects in Section 35 20 24.00 29.

v. Schedule: Reference clause 52.211-10 and Section 01 57 20.01 29. The timing of the dredge start date at Ninilchik is dependent on “ice out” of the harbor. Also, the completion of maintenance dredging in the spring at the U.S. Coast Guard berth and Ninilchik Harbor have schedule requirements closely tied to environmental windows. For any work at the U.S. Coast Guard berth in the spring or fall, the schedule should be developed around dates the cutter Hickory will not be at the dock. Lastly, work in the fall at Homer is primarily tied to minimizing impacts resulting from construction activities until after the Labor Day weekend.

b. Surveys

i. Surveys shall be the basis of payment for the dredged quantity as described in Section 01 22 00.00 10 and conducted by an independent surveyor meeting the requirements of Section 31 09 13.00 29.

ii. Hydrographic surveys at Homer Harbor and the U.S. Coast Guard berth (if awarded) shall be multi-beam.

Hydrographic surveys at Ninilchik Harbor (if awarded) shall be single-beam; however, the post-dredge survey for new work dredging (if awarded) at Ninilchik shall be multi-beam and CLIN 0039 is included in the bid schedule specifically for this survey.

iii. Pre-dredge survey(s) shall be completed and approved before maintenance dredging begins each season per clause 52.211-10 and Section 31 09 13.00 29.

iv. Daily soundings as described in Section 31 09 13.00 29 are not required to be performed by an independent surveyor.

v. Post-dredge survey(s) indicating that required depth was achieved shall be completed as described in Section 31 09 13.00 29 prior to demobilization. If required depth(s) were not achieved in the post-dredge survey(s), then the Contractor shall remove required material and re-survey using their independent surveyor at no additional cost to the Government.

c. Changes from Previous Contract*

i. The dredged material disposal area for Homer Harbor and the U.S. Coast Guard berth is now along the south beach of the Homer Spit across from the Nick Dudiak Fishing Lagoon as shown on C-108 of the drawings. Material will be hauled to the disposal site following dewatering operations and placed for purposes of beach nourishment between +10 feet MLLW and +20 feet MLLW elevations. A survey of the disposal area shall be conducted prior to placement of dredged materials to verify the elevation ranges on the beach. Dredged material dewatering and disposal activities shall be coordinated with the Homer harbormaster prior to the start of work.

ii. Several special environmental requirements have been added to the work for Homer Harbor and the U.S.

Coast Guard berth to mitigate impacts to marine mammals. This includes but is not limited to the establishment of an exclusion (i.e. shutdown) zone, use of dedicated protected species observers, and marine mammal reporting requirements.

iii. Work at Ninilchik Harbor includes an option for removing consolidated materials which have not been dredged before (i.e. new work) to account for an updated tidal datum which indicated additional excavation was necessary to achieve the authorized depth of the project. New work dredging, if awarded, will only occur in the mooring basin. The new work dredging will not occur in the entrance channel to protect the integrity of the jetties and rock sill. Blasting is not allowed; rock pinnacles associated with the new work dredging that cannot be removed with the cutterhead suction pipeline dredge shall remain in place.

*Note: This is not a complete list of all changes compared to the 2017-2019 contract for dredging at these locations.

Interested firms should thoroughly review the drawings and specifications as contained in this solicitation for work in 2020-2022.
