Mowing Floodway/Seepage Collector Channel and Seed/Grain Planting
2019-2021
CHENA RIVER LAKES FLOOD PROJECT
1.0 GENERAL
Mowing and seed/grain planting are critical to the operation of the dam for the purpose of impounding, diverting and regulating floodwaters for the Chena River Flood Control Project. Mowing of a mixture of vegetation within the floodway and seepage collector channels is required. From 500 to 800 acres each year require mowing. The project also requires seed/ grain planting with fertilization to maintain the vegetative cover and prevent erosion. The target acreage to plant each year is 80 acres, but can vary between 50 and 100 acres per year. The Chena River Lakes Flood Control Project is located 18 miles east of Fairbanks, Alaska, near the community of North Pole.
2.0 SCOPE OF PROJECT
The contractor shall furnish all labor, supervision, equipment, materials, supplies, transportation, fuel and other items necessary to accomplish the mowing and seed/grain planting described below. The seed/grain and fertilizer will be provided by the Government.
2.1 Mowing Floodway/Seepage Collector Channel and Roadside Corridor
The areas to be mowed are within the floodway/impoundment areas of the Project and along the seepage collector channels downstream of the Moose Creek Dam (see map attached).
• The floodway (Area 1) contains about 1,500 acres of vegetation that require mowing on a three-year rotational basis. This means approximately 1/3 of the area is to be mowed each year.
• The seepage collector channels (Area 2) contains about 150 acres that requires mowing annually.
The seepage collector channel areas include the channels themselves and the land extending from the stability berm of the dam (ie. road shoulder) to the channels. This area includes small cleared vistas and small seepage flowage corridors.
• The road side corridor (Area 3) contains about 42 acres that requires mowing annually. This narrow corridor of land (50 feet wide by 7 Miles long) was planted to grasses and contains seasonally wet areas particularly prone to rutting that must be avoided to prevent damage.
The total amount and location(s) of acreage to be mowed in a season will be determined by the Chena Project Manager. Annual mowing acreage will be determined by the availability of funds, flood control activities, condition of the mowing areas, and scheduled floodway maintenance requirements. It is the intention of the Government, contingent upon the above considerations, to mow between 500 and 800 acres annually including the seepage collector channels and road side corridor.
Description and Nature of Work: The mowing areas contain a mix of vegetation including grasses, weeds, brush and small trees. Woody vegetation can exceed 8 feet in height and two inches in stem diameter. Various water features, timbered islands, roads, agricultural fields, signs, utility poles, pipeline markers, recording instruments, rocks and flood debris are present which must be mowed around. The mowing acreage in the floodway can be described as generally flat and rough overall, containing various depressions, ruts, ledges, and other irregularities in topography which can slow mowing and offer potential hazards to equipment. Sloping terrain in the seepage collector channels also present surface irregularities which require slow and careful mowing operations. Sections of the floodway and roadside corridor (Area 1 and Area 3) have 2 Horizontal (H) to 1 Vertical (V) slopes; the north and south seepage collector channels (Area 2) range from relatively flat to channel side slopes ranging from 3H:1V to 1.5H:1V. The dam embankment does not require mowing.
Due to the potential of equipment downtime, the contractor should anticipate and plan for additional equipment and repair time in order to complete the job in a timely manner. All mowing is to be accomplished in contiguous, rectangular patterns to facilitate measurement of work completed. Non-contiguous and irregular areas of obvious high grading or selective mowing will not be measured for payment should the contractor be unable to complete the work due to unforeseen circumstances.
Equipment Requirements: The Contractor is to provide and maintain proper equipment for this project. All equipment to be used under this contract will be inspected by the Government prior to work to meet the desired results, safety, and environmental standards for operating on public land. All vegetation shall be cut to a height of no greater than 6 inches. Cut vegetation must be evenly distributed over the areas mowed and not windrowed behind the mower. For this reason, the Government requires use of at least a 15 foot, flex-wing, rough field, rotary type mower to accomplish the work. A substantial amount of hand work will be necessary to remove vegetation along the dam’s heel, elevated benches and various other features in the floodway to meet this requirement.
Following spring snowmelt about 5% of the floodway has perched water near the surface due to the silt blanket not allowing water to pass through, so the Government requires a dual wheeled tractor or a tractor with an equivalent capability to mow these areas without leaving ruts or getting stuck.
Equipment used in mowing operations must be maintained in such condition to not leak fuel, oil, or hydraulic fluid into the soil while operating on Chena Flood Control Project lands. While idle or staged a drip plan shall be laced to catch dripping fluids. The contractor shall have on hand a portable spill kit capable of handling up to 50 gallons of spilled fluid.
Test Strip: The Contractor will be required to mow a 100 foot long test strip with equipment on the floodway to verify proper cutting height and efficiency of cut in the presence of a Government representative prior to actual mowing. The time and place for these test strips will be determined during the per-work conference.
2.2 Seed/Grain Planting and Fertilization
Planting areas are located on flood prone areas on both the North and South side of the Chena River. Seed and Fertilizer will be provided by the Government and quantities purchased will be dependent on budgetary constraints and current year planting conditions.
Description and Nature of Work: The Contractor shall be required to apply fertilizer and plant a specified acreage on the floodway and other areas of Project lands to barley, oats, peas, sunflower, brome, clover and other seed/grains as determined by the Chena Project Manager. Seeds are not mixed in the hopper. The Contractor shall plant one seed type in a specific area. After that the Contractor may be required to plant another seed type in another area.
The seed and fertilizer rates to be applied in these planting areas will be based on current soil conditions, soil test results, risk of flooding, seed availability, or other factors at the time of planting and shall be specified by the Chena Project Manager before the start of work. Fertilizer and seed shall be applied at the same time if equipment used is configured with separate hoppers for seed and fertilizer. This will reduce the time and tillage impact to the seedbed from equipment use.
Equipment Requirements: The Contractor is to provide and maintain proper equipment for this project. All equipment to be used under this contract will be inspected by the Government prior to work to meet the desired results, safety, and environmental standards for operating on public land. A no-till type grain drill equipped with press wheels will be considered the ideal piece of equipment for this contract for planting and fertilizing. Planting equipment must be capable of firming the soil and the seed for optimum germination. If a grain drill equipped with press wheels is not used, a compactor may be used as an alternative. Equipment used for fertilizing only must be of the type, style, and configuration to accurately and consistently sow fertilizer at the specified rates. Broad cast type seeders or fertilizer spreaders will not be used under this contract unless the seed is of the type that would warrant a broadcast application as deemed necessary by the Chena Project Manager.
The tractor used in planting operations shall be well maintained such that it does not leak fuel, oil, or hydraulic fluid in to the soil while operating anywhere on Project lands. While the tractor is idle or staged on Project lands, a drip pan will be in place to catch any dripping fluids. The contractor will have on hand a portable spill kit capable of handling up to 50 gallons of spilled fuel.
Field Preparation: Most fields will normally need harrowed with two to six diskings prior to planting. All fields to be planted will be assigned during the pre-work conference.
Planting and Fertilizing Rates: When the contractor is required to plant barley and oats, it will be planted at 60-80 pounds per acre to a depth of 1.5 – 3 inches, and fertilized at a maximum rate of 200 pounds per acre. The planting operation will require that a firm seedbed is obtained to minimize the air pockets and enhance germination.
Areas where the contractor is required to plant sunflower seed will be planted at 7-9 pounds per acre and fertilized at a maximum rate of 300 pounds per acre. Planting equipment must be the type, style and configuration to accurately and consistently plant sunflower seeds at a depth of 1-2 inches and firm the seedbed. The spacing between planting rows will be 16-20 inches, therefore every second and potentially third seed run on the grain drill may have to be blocked to achieve proper planting rates. Planting areas designated for sunflowers typically encompass small parcels of 0.5 to 10 acres.
Fields that are planted too deep for optimum germination and growth will be rejected by the Chena Project Manager or his representative.
Test Strip: The Contractor will be required to fertilize and plant a 100 foot long test strip with equipment for each type of crop planted in the presence of a Government representative prior to actual planting to assure proper seed depth, soil/seed compaction, row width and seed spacing. The time and place for these test strips will be determined during the per-work conference.
3.0 SCHEDULE
Pre-work Teleconference and Onsite Pre-work Conference:
A Seed/Fertilizer teleconference will be initiated by the Contractor in April to contact the Chena Project Manager or his representative and discuss current year ordering of seed and fertilizer for planting that coming season. This is intended to allow the contractor time to prepare equipment for the planting season.
An onsite pre-work conference will be scheduled at least 3 days prior to the start of work and held at the Chena Project Office and/or the work site to inspect all planting/fertilizing equipment and mowing equipment, review contract requirements, and evaluate/discuss the Contractor’s Safety Plan (See Section 6.0 Safety Plan). This pre-work conference meeting, between the Contractor and the Chena Project Manager, shall be scheduled during Project Office work hours, 7:30AM to 4:00PM Monday through Friday unless other times are agreed upon mutually between the Contractor and the Chena Project Manager. Pre-work Notice: A minimum of 3 days notice shall be given to the Chena Project Manager prior to the start of any work.
Seed/Grain Planting and Fertilizing Schedule: All seed/grain plantings must be completed between 10 May and 10 June of the current contract year with sunflower being planted first. The Chena Project Manager will make a determination on any extensions needed to complete the contract.

Determination of the actual start date will be coordinated with the Chena Project Manager. The Contractor shall accommodate all scheduled public use events occurring in the mowing areas and will plan the mowing accordingly so as to not create conflicts and hazards. Notice shall be given to the Contractor as public use events are scheduled in the mowing areas. The Contractor shall determine the length of their work day. Weekend and Holiday work is permitted.
Each mowing and planting area will be treated independently of the others and must be completed prior to starting the next work area. The Chena Project Manager or his representative will inspect each area as it is completed. The Contractor is required to contact the Chena Project Manager before start of each work area to receive direction on continuing or halting work temporarily due to anticipated weather or floodway conditions.
4.0 ACCESS
The Chena Project Manager will supply the Contractor all necessary keys to access the mowing and planting areas.

QASP
Quality Assurance Surveillance Plan (QASP) 2019 Mowing & Planting
Chena River Lakes Flood Control Project
1. Purpose
This Quality Assurance Surveillance Plan is a government-developed document used to determine if the contractor’s performance meets the performance standards contained in the contract. The QASP establishes procedures on how this assessment/inspection process will be conducted. It provides the detailed process for contract oversight:
• What will be monitored
• How monitoring will take place
• Who will conduct the monitoring
• How monitoring efforts and results will be documented
The contractor is responsible for implementing and delivering performance that meets contract standards using its Quality Control Plan. The QASP provides the structure for the government’s surveillance of the contractor’s performance to assure that it meets contract standards. It is the government’s responsibility to be objective, fair and consistent in evaluating contractor performance.
The QASP is not part of the contract nor is it intended to duplicate the contractor’s quality control plan. This QASP is a living document. Flexibility in the QASP is required to allow for an increase or decrease in the level of surveillance necessary based on contractor performance.
The government may provide a copy of the QASP to the contractor to facilitate open communication. In addition, the QASP should recognize that unforeseen or uncontrollable circumstances might occur that are outside the control of the contractor.
Bottom line, the QASP should ensure early identification and resolution of performance issues to minimize impact on mission performance.
2. Authority
Authority for issuance of this QASP is provided under Part 46 of the Federal Acquisition Regulation, Inspection of Services clauses, which provides for inspection, acceptance and documentation of the service called for in the contract or order. This acceptance is to be executed by the contracting officer or a duly authorized representative.
3. Roles and Responsibilities
The following personnel shall oversee and coordinate surveillance activities.
Contracting Officer (KO) – The KO shall ensure performance of all necessary actions for effective contracting, ensure compliance with the contract terms, and shall safeguard the interests of the United States in the contractual relationship. The KO shall also ensure that the contractor receives impartial, fair, and equitable treatment under this contract. Determine the final assessment of the contractor’s performance.
Assigned KO: Christine Dale Organization or Agency: CEPOA-CT Telephone: 907-753-5618 Email: Christine.A.Dale@usace.army.mil
Contracting Officer’s Representative (COR) The COR is responsible for providing continuous technical oversight of the contractor’s performance. The COR uses the QASP to conduct the oversight/surveillance process. The COR shall keep a Quality Assurance file that accurately documents the contractor’s actual performance. The purpose is to ensure that the contractor meets the performance standards contained in the contract. The COR is responsible for reporting early identification of performance problems to the KO. The COR is required to provide an annual performance assessment to the KO which will be used in documenting past performance.
The QASP is the primary tool for documenting contractor performance. The COR is not empowered to make any contractual commitments or to authorize any contractual change on the Government’s behalf.
Quality Assurance Evaluator (QAE): An individual designated by the requiring activity, typically the Chena Project Manager, to assist the COR and provide technical oversight of the Contractor’s performance. The QAE’s primary duty is to monitor the Contractor’s performance by physically checking to see that tasks are completed, reports are submitted, and desired outcomes are achieved. When a surveillance observation results in an unacceptable evaluation, the QAE will report the unacceptable performance to the COR. The QAE is not authorized to direct work, offer advice on how the work should be performed, change the contract, or in any way obligate payment of funds by the Government.
4. Performance Requirements and Method of Surveillance
4.1. Contract Surveillance
The goal of the QASP is to ensure that contractor performance is effectively monitored and documented. The COR’s contribution is their professional, non-adversarial relationships with the KO, PM, QAE and the contractor, which enables positive, open and timely communications.
The foundation of this relationship is built upon objective, fair, and consistent COR evaluations of contractor performance against contract requirements. The COR uses the methods contained in this QASP to ensure the contractor is in compliance with contract requirements. The COR function is responsible for a wide range of surveillance requirements that effectively measure and evaluate the contractor’s performance. Additionally, this QASP is based on the premise that the contractor, not the government, is responsible for management and QC/QA actions to successfully meet the terms of the contract.
4.2. Surveillance Matrix
The below surveillance matrix is the list of performance objectives and standards that must be performed by the contractor. This matrix details the method of surveillance the COR will use to validate and inspect these performance elements. Inspection of each element will be documented in the COR file.
Performance objectives define the desired outcomes. Performance Standards define the level of service required under the contract to successfully meet the performance objective. The inspection methodology defines how, when, and what will be assessed in measuring performance. The Government performs surveillance, using this QASP, to determine the quality of the contractor’s performance as it relates to the performance element standards. The Performance Requirement Summary (PRS) should be used to form the foundation of the COR’s inspection checklist.
Random inspections by the QAE, in addition to complaints from project personnel, will serve as the surveillance method. If the QAE discovers deficiencies and/or receives complaints, the QAE will pass them on to the Contractors Quality Control Manager for correction. These are the criteria against which the performance will be evaluated.

The suffix is assigned at the discretion of the commercial, nonprofit, or Government entity to establish additional System for Award Management records for identifying alternative EFT accounts (see subpart 32.11) for the same entity.
Registered in the System for Award Management (SAM) means that--
(1) The Offeror has entered all mandatory information, including the unique entity identifier and the EFT indicator, if applicable, the Commercial and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into SAM;

The Offeror also shall enter its EFT indicator, if applicable. The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in SAM.
(c) If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for establishment of the unique entity identifier directly to obtain one. The Offeror should be prepared to provide the following information:

The NAICS code and small business size standard for this acquisition appear in Block 10 of the solicitation cover sheet (SF 1449). (b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation. As a minimum, offers must show--
(1) The solicitation number;
(2) The time specified in the solicitation for receipt of offers;
(3) The name, address, and telephone number of the offeror;
(4) A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary;
(5) Terms of any express warranty;
(6) Price and any discount terms;
(7) "Remit to" address, if different than mailing address;

(8) A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically);
(9) Acknowledgment of Solicitation Amendments;
(10) Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information); and
(11) If the offer is not submitted on the SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration.
(c) Period for acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation.
(d) Product samples. When required by the solicitation, product samples shall be submitted at or prior to the time specified for receipt of offers. Unless otherwise specified in this solicitation, these samples shall be submitted at no expense to the Government, and returned at the sender's request and expense, unless they are destroyed during preaward testing.
(e) Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation.
Each offer submitted will be evaluated separately.
(f) Late submissions, modifications, revisions, and withdrawals of offers:
(1) Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation. If no time is specified in the solicitation, the time for receipt is 4:30 p.m., local time, for the designated Government office on the date that offers or revisions are due.
(2)(i) Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is “late” and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and--
(A) If it was transmitted through an electronic commerce method authorized by the solicitation, it was received at the initial point of entry to the Government infrastructure not later than 5:00 p.m. one working day prior to the date specified for receipt of offers; or
(B) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or
(C) If this solicitation is a request for proposals, it was the only proposal received.
(ii) However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.
(3) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.
(4) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.
(5) Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers.
Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
(g) Contract award (not applicable to Invitation for Bids). The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
(h) Multiple awards. The Government may accept any item or group of items of an offer, unless the offeror qualifies the offer by specific limitations. Unless otherwise provided in the Schedule, offers may not be submitted for quantities less than those specified. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit prices offered, unless the offeror specifies otherwise in the offer.

(Applies to all offers exceeding $3,500, and offers of $3,500 or less if the solicitation requires the Contractor to be registered in the System for Award Management (SAM).) The Offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation ``Unique Entity Identifier'' followed by the unique entity identifier that identifies the Offeror's name and address. The Offeror also shall enter its Electronic Funds Transfer (EFT) indicator, if applicable. The EFT indicator is a four-character suffix to the unique entity identifier. The suffix is assigned at the discretion of the Offeror to establish additional SAM records for identifying alternative EFT accounts (see subpart 32.11) for the same entity. If the Offeror does not have a unique entity identifier, it should contact the entity designated at www.sam.gov for unique entity identifier establishment directly to obtain one. 52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Offers will be technically evaluated in accordance with the requirements set forth in the Performance Work Statement. Award will be made to the lowest-priced technically acceptable offeror. The Government reserves the right to make award on the initial offer received without discussions.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
