JBER ORC - Draft PWS QSheet1s 15 October 2019

Question Number

Site Section Question Response

1 Sub-CLIN Structure In review of Table 1 of the Draft PWS starting on page 4 of 43 and the Draft Sub-CLIN Structure, the following observations and questions apply:

N/A

1a CG114 Sub-CLIN Structure There is no Sub-CLIN(s) identified for the Site Closeout at Site CG114. Should there be?

Sub-CLINs are only included if the CLIN is broken down into multiple Sub-CLINs to achieve the CLIN objective. There are no sub-CLINs for site CG114 because all of the activities needed to achieving SC should fall under the CLIN (i.e., the CLIN will be awarded rather than a series of Sub- CLINs).

1b CG704 Sub-CLIN Structure Is a Sub-CLIN of Remedial Investigation Management Plan needed for Site CG704? The first Sub-CLIN for site CG704 is to complete all the activities needed to achieve the RI/FS.

Note that performance Sub-CLINs (A Sub-CLINs) are broken out primarily based on the limitation of funding to ensure that funds do not cancel after five years. As a result some sites with a similar performance objectives may be broken down into more Sub-CLINs based on a longer performance period. This does not mean that the sites with fewer Sub-CLINs do not require interim steps (in this case the Remeidal Investigation Management Plan), just that it has not been broken out into a separate Sub-CLIN.

The approach to achieve the Sub-CLIN Objective and ultimately the Performance Objective should be based on the Offeror's technical approach. The Offeror should review the data provided and utilize their understanding of the regulatory structure to propose their approach for achieving the performance objective. Sub-CLIN objectives do not breakout each phase or deliverable needed to achieve the Sub-CLIN, the Offeror should include these interim steps in their technical approach, Integrated Master Schedule, Milestone Payment Schedule, etc. The Offerors may propose milestones in support of achievement of the Sub-CLIN objectives in accordance with the PWS section 4.3.Milestones, which may include the Remedial Investigation Management Plan if needed per the technical approach.

1c SO552 Sub-CLIN Structure A Supplemental Site Investigation is listed for Site SO552, so is a Sub-CLIN of Supplemental Site Investigation Management Plan or Work Plan needed? Also, is a Sub-CLIN needed for a Proposed Plan?

See response to question 1b.

1d SS109 Sub-CLIN Structure Is a Sub-CLIN needed for a Proposed Plan for Site SS109? See response to question 1b.

1e SS117 Sub-CLIN Structure

A Supplemental Site Investigation is listed for Site SS117, so is a Sub-CLIN of Supplemental Site Investigation Management Plan or Work Plan needed?

See response to question 1b.

1f TU091 Sub-CLIN Structure Is a Sub-CLIN of Remedial Investigation Management Plan needed for Site TU091?

See response to question 1b.

1g AT035, SS013, TU117

Sub-CLIN Structure The Sub-CLIN structures for Sites AT035, SS013 and TU117 include separate Sub- CLINs for a Proposed Plan and Record of Decision. Should this be the Sub-CLIN structure for similar Performance Objectives on similar sites included in the PWS?

See response to question 1b.

1h CG039 Sub-CLIN Structure

Is a Proposed plan needed for Site CG039?

The Offeror should review the data provided and utilize their understanding of the regulatory structure to propose their approach for achieving the performance objective. Sub-CLIN objectives do not breakout each phase or deliverable needed to achieve the Sub-CLIN, however, the Offeror should include these interim steps in their technical approach, Integrated Master Schedule, Milestone Payment Schedule, etc.

1i DA089 Sub-CLIN Structure Is a Proposed plan needed for Site DA089? See response to question 1h.

1j SS019 Sub-CLIN Structure Is a Proposed plan needed for Site SS019? See response to question 1h.

1k SS044 Sub-CLIN Structure Is a Proposed plan needed for Site SS044? See response to question 1h.

1l SS047 Sub-CLIN Structure Is a Proposed plan needed for Site SS047? See response to question 1h.

1m XE023 Sub-CLIN Structure

The Sub-CLIN structure for LTM at Site XE023 is only for 2 years, is this correct? The Sub-CLIN Structure for XE023 will be revised.

1n XU022 Sub-CLIN Structure The Sub-CLIN structure for LTM at Site XU022 is only for 3 years, is this correct? The Sub-CLIN Structure for XU022 will be revised.

2 CG704 Table 1 To expand on question b above regarding CG704 and 1,4-dioxane: The CLIN for CG704 (0022) includes a RI/FS for 1,4-dioxane but the Performance Objective in Table 1 only includes Record or Decision. Although 1,4-dioxane is a contaminant of potential concern at CG704, the recommendations in the LFI report indicate that delineation of multiple site contaminants is not complete. Please confirm if a full RI/FS is needed for CG704, including 1,4-dioxane or if the RI/FS should focus on 1,4-dioxane only?

The Sub-CLIN Structure for CG704 will revised from RI/FS for 1,4-dioxane to RI/FS.

3 Table 2 In Table 2, Transition of Work, in the Draft PWS starting on page 33 of 43 it states that there is a USACE bridge contract yet to be awarded in FY19 for Sites listed in Table 3 of the PWS that are in the RA-O/LTM phase. It states in Table 3 that this bridge contract is estimated to end in June 2021 (FY21). Many/most of the Sub- CLINs in the Draft Sub-CLIN Structure for RA-O and LTM sites included in Table 3 have a projected award date starting in FY20. Is this correct? Does the Draft Sub- CLIN Structure need to be reconciled with Table 3 requirements in the Draft PWS?

Table 2 will be revised and the bridge contract removed.

4 ESF 8.5 On page 41 of 43 in the Draft PWS there is a statement, “The Contractor shall perform RA-O/O&M requirements, including the JBER Environmental Staging Facility.” Is it the intent of this statement that the Contractor shall be responsible for treating Liquid IDW generated by contractors performing environmental investigations for discharge to the Municipal sewer system? If so, can further details on management be provided and a Sub-CLIN be added for this task?

The Environmental Staging Facility Operations & Maintenance Plan is included in the GFI. The last three JBER ESF System Operation Annual Reports will be added to the GFI, and the Sub-CLIN Structure will be revised to add Sub-CLINs for annual operation.

5 DA089 Regarding DA089 1,4-dioxane: One of the performance objectives for DA089 is a supplemental RI for 1,4-dioxane. The latest 5-Year Review indicates that DA089 groundwater was sampled for 1,4-dioxane and had a maximum concentration of

0.61 µg/L, which is below the cleanup level of 4.6 µg/L. Is further documentation available for the site (i.e. 2016 HGL Report) that indicates the need for this performance objective?

USAF guidance (May 24, 2013) establishes a 3-step approach to evaluate 1,4-dioxane: 1) determine if a release has occurred; 2) characterize the extent of release if 1,4-dioxane is present; and 3) determine if potential response action is warranted based on an unacceptable risk to human health. This site is currently at Step 2.

6 8.1.1 The text on page 32 of 43 of the PWS states, “Producing a JBER Land Use Control Management Plan and update every two years starting in FY22”. Will the Land Use Control Management Plan be one document for all of JBER, as one currently exists for JBER-E but does not include JBER-R?

Yes, the document will be a JBER Land Use Control Management Plan. It should include JBER-R in addition to updating JBER-E.

7 PWS, Sec 4.9.2, 4.12 Please clarify which sites may require maintaining versus purchasing new rights of access. Section 4.9.2 Rights of Access to Non-AF Real Property notes, "The Contractor shall prepare documents using AF-provided templates, pay the rent or purchase price and associated expenses for the AF to maintain or modify existing rights of access, or to acquire new rights of access, to non-AF land which the Contractor needs to satisfy the POs of this contract." Is this limited to only the sites included in Section 4.12, Site Access?

Yes, the sites impacted by right of access fees or requirements will be outlined in Section 4.12, Site Access. Please refer to https://www.alaskarailroad.com/real-estate/permitting/entry-permits for an Alaska Railroad fee schedule.

8 ESF PWS, Sec 3.0 PWS notes expendables required to operate the JBER Environmental Staging Facility? (Section 3.0 - "The Contractor is responsible for providing all other supplies and equipment, not already installed that are required to achieve the POs of this contract, including expendables required to operate the JBER Environmental Staging Facility.")

See response to question 4.

9 ESF Will operation of the ESF be included as a separate CLIN/sub-CLIN and added to Table 1?

See response to question 4.

10 ESF Does O&M of the JBER Environmental Staging Facility include treatment and/or disposal of aqueous and soil IDW from projects outside of the ORC? If so, will that include POL, CERCLA, and/or PFAS IDW and what quantities are anticipated?

O&M of the JBER ESF includes treatment and disposal of liquid IDW generated by the ORC contractor and any other Environmental Restoration Contractor operating on JBER. The JBER ESF serves as a staging facility for soil IDW while Contractors wait for sample results, but all Contractors, ORC and others, are responsible for the transportation and disposal of IDW soil as indicated by sample results.

11 SS047 PWS, Table 1, GFI What is the basis for the ROD Amendment for SS047 Nike Site Summit? A copy of the final ROD (July 2017), RA-Construction Work Plan, and RA-C Report were not provided with the GFI, and a site-specific review was not included in the 2018 Five-yr Review.

The Final Field Activities Report will be included in the final GFI (not yet available but will be before RFP is released), and it includes information about the basis for the ROD Amendment. The final ROD is included in the administrative record. A site specific review was not required in the 2018 Five Year Review.

12 SS047 PWS, Table 2 Table 2 (Transition of Work) indicates the expected endpoint for SS047 is RA-C (excavation), does that pertain to the CERCLA remedy?

A copy of the Final Field Activities Report will be included in the final GFI (not yet available but will be before RFP is released) and it includes the requested information.

13 DA115 PWS, Tables 2, 3 An Interim removal action for DA115 is recommended. Will the interim removal action and RI/FS be completed under another contract prior to the PP and ROD?

(DA115 is not addressed in the work transition Tables 2 and 3.)

No. DA115 is not listed in Tables 2 and 3 because it is not currently on contract. Details on the current status can be found in the GFI.

14 OW118 PWS, Table 2 For OW118, it appears that site characterization is still in process under a contract to be awarded in FY19. Please provide the results and conclusions for those activities.

Which OWS/USTs are anticipated to be recommended for RI/FS?

The following two documents in the GFI address OW 118: Oil-Water Separator (OWS) Closure After Action Report, JBER, Alaska; Soil Pile Removal and Disposal Report, Building 5374, JBER, Alaska. OW118 is currently under a Site Characterization contract scheduled to be completed in FY23. The RI/FS Sub-CLINs are considered optional tasks based on the results of the Site Characterization.

15 SS109 PWS, Table 2 SS109 is included in Table 2 (Transition of Work), under the JBER-Richardson heading. Please confirm that pertains to the SS109 (JBER-E) site.

Yes, the PWS will be updated.

16 SS109 PWS, Table 2 Table 2 (Transition of Work), indicates the expected endpoint for SS109 is RA-C (SVE), does that pertain to a CERCLA remedy?

No.

17 SS109 GFI Is there a final FS for SS109, and what is the basis for the ROD for SS109? The draft Five-year Review (dated January 2019 and provided with the GFI) indicates that this site is still in the investigative stage and no remedies have been selected. However, a draft FS (dated December 2018) was provided with the GFI.

The final FS will be provided as GFI and is the basis for the ROD.

18 CG111, CG112,

CG114, SS113

PWS, Table 2, GFI A DD for Sites CG111, CG112, CG114, SS113 is noted in Table 2; however, only a PD copy for CG114 (dated June 2019) is provided with the GFI. Please provide the DDs for or all 4 sites, and final copies if available.

Table 2 will be revised to corrected the transition point for these sites. All available documents will be provided as GFI.

19 ESF 3.0 "The Contractor is responsible for providing all other supplies and equipment, not already installed that are required to achieve the POs of this contract, including expendables required to operate the JBER Environmental Staging Facility."

JBER Environmental Staging Facility is not identified as a CLIN in the Performance Table. Does USACE anticipate adding this to performance requirements?

See response to question 4.

20 3.0 "All AF-owned property, including real property used for remediation purposes must be maintained by the Contractor in accordance with applicable maintenance requirements and usability for the intended purpose."

Can AF provide list of remediation equipment in place under current contract?

There is no government furnished property (GFP) provided at the start of the contract; however, if during the course of completing the requirements in the PWS GFP is created, it shall be maintained as appropriate.

21 4.9.2 "The Contractor shall prepare documents using AF-provided templates, pay the rent or purchase price and associated expenses for the AF to maintain or modify existing rights of access, or to acquire new rights of access, to non-AF land which the Contractor needs to satisfy the POs of this contract."

Can AF provide list of current annual rents and associated expense for existing rights of access?

See response to question 7.

22 ST037 4.12 "ST037 - An easement with the railroad is in place through 2026."

Is an annual fee or other compensation associated with this access easement which will need to be renewed after 2026?

Access fees will be cover under Section 4.12, Site Access. The easement may be renewed;

however, the Contractor will not be responsible for completing the renewal process.

23 7.4 "The Contractor shall be responsible for the associated cost of utilities and cost of installation of meters."

Can USACE provide negotiated rate for JBER electricity per Kwh?

The PWS will be revised to update the section on utilities.

24 8.5 "The Contractor shall be responsible for the operation, maintenance, repair, replacement, monitoring, optimization, and evaluation of in-place and proposed environmental systems and well network throughout their active life."

Can USACE provide current list of in-place environmental systems?

Does the well network include all monitoring wells across the installation or only well selected for RAO-LTM program?

No, a separate list of systems will not be provided. The only existing environmental system is the SVE system at SS109. All monitoring wells for all sites included in this requirement, whether currently being monitored or not, must be inspected annually. The Contractor will be responsible to abandon-in-place or decommission any monitoring well found to be frost-jacked or damaged in some other manner.

25 8.6 "However, the Contractor shall complete appropriate UXO surveys of Eagle River Flats prior to conducting environmental requirements."

Please clarify if this site will require construction support during subsurface disturbance or surface and/or subsurface UXO clearance prior to initiating work onsite?

The XU022 Eagle River Flats Remedial Action Work Plan, July 2016, will be included in the GFI, and it describes the requirements of the UXO surveys.
