Section 00 22 20 5.2.1.1-(e) & (f) call for schematic floor plans and presentation drawings showing the overall floor plan of the facility. Similarly section 00 22 20 5.2.1.3-(d) & (e) also call for schematic floor plans and presentation drawings showing the overall floor plan of the facility.

It would appear that this is a double up on the requirements for presentation drawings. Considering the page limits for the narrative section all schematic floor plans and presentation drawings would fit better in the presentation drawings section 00 20 20 5.2.1.1. Please advise?

On: Jan 29 2018.

7301477 Fire Protection/Life Safety 01 10 00-2.7.6 & 01 45 04.00 29

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification Section 01 10 00-2.7.6 identifies the QC requirements relating to the Fire Protection scope of work. This section identifies the significant amount of site visits the FPE of record is to attend during construction.

Specification Section 01 45 04.00 29-3.4.3 requires that a "Registered Fire Protection" engineer with 4 yrs related experience be on site full time while fire protection work is taking place. If both of these sections are taken literally there would be two Registered Fire Protection Engineers on this project one as the FPE of Record which will visit the site as required and another FPE that is to be on site full time while fire protection is taking place.

Is it acceptable for "Registered Fire Protection" engineer in accordance with 01 45 04 to be the Fire Protection Specialist which can be certified Level IV NICET Technician? This would avoid unneccessary duplication of a FPE included with the project costs.

Or, is it the intent of solicitation that FPE of Record shall be partially on site per 01 10 00-2.7.6 and another FPE shall be on site full time per 01 45 04.00 29?

On: Jan 31 2018.

Government Response. . The Electrical QC and the Mechanical QC can perform the daily QC work as long as they have a minimum of 2 years of experience with fire protection QC work. The FPE of record will be responsible for all other site visits as notated in the contract. This will be updated via amendment. On:

Fire Pumps are listed in Section 02 22 20 Proposed Materials Identification paragraph 5.3.2.3.e. However, determining the need for a fire pump is to be based on results of water flow tests as stated in 01 33 16.00 Design After Award, Attachment D – Sample Fire Protection & Life Safety Code Review paragraph 1.12.5. In order to provide an accurate bid, please provide current hydrant flow data so we may determine if available water is adequate for fire suppression and domestic water requirements, or if a fire pump will be required.

On: Feb 02 2018.

Government Response. . The following is to be used as historical data purposes only and is derived from building 99, in 2014.

-62 psi static fed by small pump, main fire pump on at 50 psi residual.

The Proposal Schedule (bid form) has an entry for "Upgrade building roof above residential, training and admin area to sloping roof." Is the intent/desire to put a sloped roof on just the admin functions? Bay functions? Or both?

7311196 Antiterrorism-Force Protection 01 10 00 - 1.3

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

Specification Section 01 10 00 1.3 described the AT/FP criteria that the New Fire Station is supposed to meet. The project classifies the building as a Primary Gathering Structure, but the UFC 4-010-01 allows "Low occupancy portions of buildings can be treated for the purposes of these standards as separate from the inhabited portions." and that "Only low occupancy portions can be treated separately".

Low occupancy building is defined by UFC 4-010-01 as "Any building or portion of a building routinely occupied by fewer than 11 DoD personnel or with a population density of less than one person per 430 gross square feet"

Considering the building is designed to sleep 14 individuals and assuming that this would be for a day and night shift, can the Apparatus Bay be classified as a "Low Occupancy Space" in accordance with UFC 4-010-01?

Page 3 of 19ProjNet: Logged In User

The UFC 4-010-01 document confirms that "Because it is impractical to design conventional overhead doors to meet the required performance in Table 2-1, ensure overhead doors do not open into inhabited spaces or ensure that if they fail that they are intercepted by walls \1\ or tether systems /1/ that are designed with sufficient strength to keep the overhead doors from translating into areas that meet the definition of inhabited spaces."

Since a intercepting wall or a tether system would be prohibitive for door cycle times defining the Apparatus Bay as a "Low Occupancy Area" will allow for the overhead doors in that area comply with the UFC AT/FP requirements.

On: Feb 07 2018.

Government Response. . Yes. However, approval comes with the following stipulation: Because of critical function, mission, training cycles (use of bay to train by entire compliment or in conjunction with other units), regular daily PPE and Apparatus maintenance/re-stocking and other concerns, all other aspects of the building structure shall be designed as Primary Gathering and corresponding structural/seismic design requirements. Reduction of structural requirements for this portion of the building based on allowances for "Low Occupancy" provided for in UFC 4-010-01 and other UFCs are not allowed without written approval.

Also coordinate with 01 10 00/1.3 AT/FP for CCSD design requirements/guidance. On: Feb 13 2018

Section 01 10 00 2.5.3-C state that as part of this solicitation the contractor is to provide redundant oil-fired boilers as "Option Item 4". Considering the Proposal Schedule does not include an option item for this system, and that the impacts of including an optional redundant boiler system will drastically change the mechanical space included with the floor plan and therefore change the layout of the entire building, it is assumed that this optional redundant boiler system will not be required. Please confirm?

On: Feb 09 2018.

Spec section 01 19 30.00 29-1.9-b states that cafeteria usage can be requested thru the Clear AFS Project Manager, but approval is not assured. Considering the duration & location of this project this is a big uncertainty with large costs associated with providing a camp with a cafeteria. To help the government get comparable proposals from the competition pool can the government dictate an assumption that states whether or not the contractor can assume the Cafeteria will be usable for the labor force on this project, or not?

On: Feb 09 2018.

This project has an NTP date of April 18, 2018 and a total contract duration of 732 days. Section 2.0 requires us to demo the existing fire station building 251 after the new fire station is operational. We are then to re-grade the area topsoil and seed. 2.2.26 states seeding shall be applied using hydro-seeding methods between May 15 to August 1.

Please advise if we can demo and landscape the exiting fire station outside of the contract period? If not it appears the new fire station has to be completed by June 15, 2019 (9 months prior to the contract completion date) to complete this scope of work.

On: Feb 09 2018.

Government Response. . Demo and Seeding may take place outside of the 732 day\ duration. Demo would be expected late spring/early summer of 2020 and seeding if not possible in 2020, spring of 2021.

The requirements for the casework, ventilation, and equipment on the kitchen is unclear. While the UFC 4-730-16 Fire Stations states the "The kitchen should resemble a residential kitchen as much as possible". Conversely the Rood Data Sheet 131 stated "Space for commercial cooking equipment", and 01 10 00-2.3.25 is calling for 18 Ga stainless steel casework.

The cost of a full stainless steel kitchen with commercial appliances & ventilation increases the cost of the space by factor of 4 over what most fire stations in Alaska and other government agencies are doing for casework, appliances, and kitchen hood with fire protection; which typically consist of top grade residential casework and stainless appliances.

Please confirm an institutional-looking kitchen, with all stainless kitchen appliances is what the users want and not a "Commercial Grade Kitchen"?

On: Feb 11 2018.

Government Response. . Main Kitchen Rm 131 shall have Commercial Grade Appliances as specified.

Both Main Kitchen Rm 131 and ECC Kitchenette Rm 101A shall have Custom Grade wood casework and solid surface countertops per 01 10 00/2.3.24. Stainless Steel Casework specifications apply to other equipment, such as the SST Work Table in Protective Clothing Laundry Rm 113. On: Feb 13 2018

What is the load rating on the lid of the hatches on the pump station? Are they H-20 compliant?

On: Feb 13 2018.

Government Response. . There are multiple "pump stations" (sewer, liquid fuel) around existing fire station location and new project site. Question does not provide specific location reference with which to provide definitive answer. In general, new U/G pump stations located in or around roadways or within landscaped areas accessible by vehicles (such as fire apparatus) shall have traffic rated lids. Above ground pump stations may have non-traffic rated lids and be protected from vehicular damage through use of bollards. On: Feb 28 2018

Paragraph 1.9 states that "Unmetered electrical power will be provided, but contractors will need to provide/set their own transformers..."

Please provide the available power information (voltage and phase) at the "old camp" area so we may budget for a transformer.

On: Feb 13 2018.

Government Response. . Power available is maximum 500KW, 4160V, 3 Phase power. However, per new USAF guidance, power will be metered. This specification will be revised via amendment to state:

"Metered electrical power will be provided, but contractors will need to provide/set their own transformers and meters (and back-up generators, if desired). The contractor will have to issue an AF332, to install the transformer and disconnect. Prior to final connection and energizing the Clear AFS CE Electrical Engineer or CE Electrician has to inspect the connection to ensure no damage will occur to the system. The power to the set down transformer has to have a shunt trip, so if there is a power outage the transformer and camp is dropped off the local distribution. If the camp needs backup power the contractor has to provide their own generator. The generator connection to the camp has to have either an automatic or manual transfer switch to completely isolate the generator from the grid when it is operating." On: Feb 15 2018

Per the RFP, we need an air compressor capable of 23 SCFM @ 90 PSI with 30 gallon tank. The compressed air requirement of -4 deg. F. will require an extremely large whole-system desiccant dryer or point-of-use desiccant dryers. A refrigerated air dryer is only good to @38 deg. F. dew point. A desiccant dryer provides ultra-dry air -40 to -100 deg. F. and often requires regeneration that wastes compressed air or heat. Twin-tower desiccant dryers are able to constantly regenerate but are air and power hogs, and electrical heated units require power to heat the media for regeneration. Most applications can use the 38 deg. air. Can we get a variance to provide standard dry air at most locations and ultra-dry air at critical locations?

7327917 Architectural paragraph 2.3.26.J

Comment Classification: Unclassified\\For Official Use Only (U\\FOUO)

According to the Statement of Work, paragraph 2.3.26.J, it references an Epoxy Mortar Floor Coating system that is required "throughout entire work bay, AGE Storage, tool rooms, storage areas and any high foot traffic or material handling/transportation areas like shop related corridors with exposed concrete as a floor finish and where pallet jacks or hand trucks may be used." This would seem to contradict the 1997 US Air Force Fire Station Design guide where Seated Concrete is mentioned for these types of room finishes and the 2006 UFC guide, Chapter 4 where sealed concrete floors are required. Please advise what type of flooring is required for the concrete floors in areas such as the Apparatus Bay, Mech, Comm, Elec areas, storage areas, etc.

On: Feb 19 2018.

Government Response. . AF Fire Station Design Guide – 1997, has been cancelled and replaced by UFC 4-730-10. UFC 4-730-10 does allow for "A non-skid, low-maintenance traffic coating may also be acceptable" in certain rooms. As such, Clear AFS has elected to require a floor coating system. However, as noted, the locations called out in paragraph 2.3.26.j do not coincide with functional spaces for this facility. The following spaces are to receive the 5-part epoxy floor coating: 111 Apparatus Bay, 112 PPE Storage, 113 Protective Clothing Laundry, 114 Disinfection/Biohazard, 115 Hose Storage, 116 SCBA, 176 Janitor's Closet, 117 Fire Agent Storage.
