1.0 GENERAL INFORMATION
1.1 GENERAL DESCRIPTION OF WORK
The contract(s) are for a broad range of Design, Construction and Repairs of the utilidor system on Eielson Air
Force Base, Other Military Installations, and Other Various Locations, Primarily Alaska. The contracts will be a
Multiple Award Task Order Contract (MATOC) and will list a variety of individual construction tasks. During the contract period, the U.S. Army Corps of Engineers will identify the scope of construction work required to complete each specific job, negotiate a price and performance time of each job, and issue task orders to the contractor to complete the work. The contractor will be required to furnish all materials, equipment, and personnel necessary to manage and accomplish the job. Individual jobs will vary in size, not to exceed the capacity of the contract. The jobs will include a variety of construction, repair and replacement of sewer, water, steam, and steam condensate lines within existing utilidor structures or direct buried and/or repair or replacement of equipment in mechanical rooms. Task orders may also include utilidor/manhole demolition, enlargement of specified existing manholes, asbestos abatement, and repair of cracks/leaks to utilidor structures. 1.2 TYPE OF CONTRACT AND CONTRACT LIMIATION
Each MATOC contract is for a five (5) year base period. The total of all contracts awarded under this MATOC shall not exceed $48,000,000.00.
1.3 GOVERNMENT SECURITY REQUIREMENTS
The Offeror(s) must ensure that ALL mail sent to the Alaska District, U.S. Army Corps of Engineers, either pre-contract or post-contract award, has a return mailing address on the outside of the envelope, package, box, etc.
ANY MAIL addressed to the U.S. Army Corps of Engineers, including but not limited to bids, modifications to bids, proposals, revised proposals, bonds, correspondence, etc., will be REJECTED by the US Army Corps of
Engineers mail room facility located at 2204 Talley Ave, JBER, AK 99506 if it does not contain a return mailing address. There will be no exceptions.
1.4 COPIES OF SOLICITATION DOCUMENTS AND AMENDMENTS
Copies of the solicitation and amendments are available by INTERNET ACCESS ONLY. All solicitation documents will be posted at the Government’s Federal Business Opportunities (FBO) website at: www.fbo.gov
A list of interested vendors (potential offerors and subcontractors) is available at the FBO website (registration required) under the solicitation number for this project. It shall be the contractor’s responsibility to check the websites for any amendments. The offeror shall submit in the proposal all requested information specified in this solicitation. There will be no public opening of the proposals received as a result of this solicitation.

3.1 Each Offer must submit a Technical Proposal for the Seed Task Order as described below. The
Government will evaluate the Proposals in accordance with the criteria described herein.
3.1.1 SEED TASK ORDER: EIE400 Arctic Utilidor Phase A, Eielson Air Force Base, Alaska.
3.1.2 SCOPE OF EIE400: Repair by replacement 1,080 LM (3,543 LF) of arctic utilidor piping and appurtenances. Work includes but is not limited to: replace and upgrade steam main, condensate return, water and sewer lines. Remove and replace service utilities to Buildings AM#1… 1120 and 1121 1352 and 1353. ....AM#1
Replace and upgrade pipe supports. Remove existing manhole lids and replace with new locking manhole lids with panic bars. Repair by replacement lighting, electrical system, and sump pumps. Remove communications cables and place in conduit outside utilidor. Remove hazardous material as needed to include asbestos, lead, and contaminated soil. Replace any damaged or destroyed utilidor lids. Cover repaired ducts and landscape to match original condition. This project will comply with DoD force protection requirements per Unified Building Criteria.
3.1.3 SEED TASK ORDER CEILING LIMITATION FOR DESIGN AND CONSTRUCTION COST
The design and construction costs will be subject to the funds available for this project. The task order cost limitation for this task order is approximately $18,000,000.00. Offerors are notified that they are under no obligation to approach this ceiling however the Government may not be able to make an award if the dollar amount set for this project is exceeded.
3.1.4 BASIS OF SEED TASK ORDER AWARD: After selecting the offerors who provided the best value proposals for award of a base IDIQ contract, the source selection authority will use the tradeoff process to determine which offeror will receive award of the seed task order.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).
The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).
Union Rate Identifiers
A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:
PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.
Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.
Survey Rate Identifiers
Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that
P a g e | 237 classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.
Survey wage rates are not updated and remain in effect until a new survey is conducted.
Union Average Rate Identifiers
Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.
A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.
WAGE DETERMINATION APPEALS PROCESS
1.) Has there been an initial decision in the matter? This can be:
* an existing published wage determination
* a survey underlying a wage determination
* a Wage and Hour Division letter setting forth a position on a wage determination matter
* a conformance (additional classification and rate) ruling
On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)
and 3.) should be followed.
With regard to any other matter not yet ripe for the formal process described here, initial contact should be with the Branch of Construction Wage Determinations. Write to:
