1.

QUESTION: Request the minimum qualifications for Project Engineer be expanded to include BS in mechanical/chemical engineering.

ANSWER: The qualifications of the Project Engineer have been revised as follows:

Project engineers shall have as a minimum a Bachelor of Science in any engineering discipline and at least five

(5) years of experience specifically related to environmental activities described in Section C, 2.0 DESCRIPTION OF WORK. At least one Project Engineers shall be professionally registered as either a Civil Engineer or an Environmental Engineer.

2.

QUESTION: Page 142 of the RFP includes a Pre-Award Questionnaire. This form is a not requested within Volume 2. Please clarify if this questionnaire needs to be completed and where it should be included within Volume 2.

ANSWER: As stated in RFP page #148, the Pre-Award Questionnaire is required and is to be included with the other documents from Section K in Volume 2.

3.

QUESTION: Please confirm previously completed PPQs are permissible. There is contradictory language within Section 2.2.3.

ANSWER: As stated in RFP page #149, previously submitted PPQ may be submitted. Just do not submit by reference, submit the complete PPQ.

4.

QUESTION: RFP Page 148 of 174, Section L.2.2.1 and Attachment L-1. No definition of a project, other than required 50 percent completion and the requirement for the project to conducted within the last 5 years, is provided in Section L.2.2.1. However, the language in Attachment L-1 seems to suggest that Projects are to be limited to single Task Orders. Because of the comprehensive nature of the services anticipated under this contract, it is extremely difficult to show solid experience across the full range of anticipated services by utilizing 10 projects that address single Task Orders. Therefore we request that ID/IQ contracts, which give us the ability to show a broad range of experience across several Task Orders, be allowable as a Project.

ANSWER: Projects are limited to a single site or task order. When experience gained over an entire IDIQ contract is presented as project experience, the experience will not be considered.

5.

QUESTION: Request changing the requirement for Physical Scientist from "Bachelor of Science" to "Bachelor's Degree" similar to Natural and Cultural Resource Specialists.

ANSWER: The qualifications of the Physical Scientist have been revised as follows:

Physical Scientists shall have as a minimum a Bachelor’s degree in Chemistry, Geology, or Environmental Science and at least five (5) years of experience in their area of professional expertise. Physical science is defined as the study of the nature and properties of nonliving matter.

6.

QUESTION: The RFP specifies that the Project Engineer "shall have as a minimum a Bachelor of Science in Civil or Environmental Engineering..." Will a candidate with a Bachelor's of Science degree in "Biological Systems Engineering with an environmental emphasis" and Alaska PE licenses in civil and environmental engineering meet the minimum educational requirements for this position?

ANSWER: The qualifications of the Project Engineer have been revised as follows:

Project engineers shall have as a minimum a Bachelor of Science in any engineering discipline and at least five

(5) years of experience specifically related to environmental activities described in Section 2.0 DESCRIPTION OF WORK. At least one Project Engineers shall be professionally registered as either a Civil Engineer or an Environmental Engineer.

7.

QUESTION: From Solicitation Page 149, 2.2.2.2, f. Cultural Resources Specialist: One (1) résumé Cultural Resource Specialist shall have as a minimum a Bachelor's Degree in Archeology and at least five (5) years of experience in their area of professional expertise.

Based on these qualifications, the USACE is not requiring a Secretary of the Interior-qualified Cultural Resource Specialist (as defined by 36 CFR Part 61). Please confirm this is correct.

ANSWER: The qualifications of the Cultural Resource Specialist have been revised as follows:

Cultural Resource Specialist shall have as a minimum a Bachelor’s Degree in Archeology, Anthropology, or closely related field and at least five (5) years of experience in their area of professional expertise.

A Secretary of the Interior-Qualified Cultural Resource Specialist (as defined by 36 CFR Part 61) is not required.

8.

QUESTION: Project Definition: In reference to Section L. 2.2.1(1) (pg 148), the Project Experience Form (pg 156), and Section M, 5.5.1 (pg 169), you define projects (50% complete and not more than 5 years old). It is not clear whether those metrics apply to an IDIQ contract, task orders, or collections of task orders (TO) that together form a project (e.g., a task order for the SI, a TO for the RI, a TO for the RD, and another TOr for the RA together being a single project). Because this is an award for a program, it would be beneficial for the District to evaluate how well potential contractors can deliver at the IDIQ program level. Using IDIQ programs as projects should also require potential contractors to provide sufficiently detailed descriptions of specific task orders so that the District can also determine the contractor's capability to deliver individual projects under the IDIQ program.

Question: Are Offerors allowed to submit information related to a similar IDIQ contract as a project assuming the TOs within that contract listed meet the above definition of a project?

ANSWER: Projects are limited to a single site or task order. When experience gained over an entire IDIQ contract is presented as project experience, the experience will not be considered.

9.

QUESTION: Projects: In reference to Section C., 1.1 (pg 8), it states that this contract is primarily for work within Alaska but may also include work within the POD. In Section M, 5.1.1. (pg. 169), examples of relevancy for evaluation purposes include (b). Experience performing environmental quality services in Arctic/Subarctic regions.

Nowhere within the Evaluation Criteria is relevancy given to work outside of Alaska (but within the POD).

Because so much of the work anticipated under this contract is to be delivered in the unique and challenging conditions in Alaska, it would benefit the District to include this in the evaluation of contractor proposals as experience and capabilities that are viewed more favorably. Likewise, if the District anticipates work outside of Alaska but within the POD area of responsibility, it might consider evaluating this work also more favorably.

Question: Would the District weight work within the Arctic and Subarctic areas of Alaska more favorably over work outside of Alaska?

Question: Would work outside of Alaska but within the POD AOR be considered relevant? And, what is its relative favorability to work within Alaska and to work outside of Alaska/POD?

Question: Would the Government rank the favorability of geographical location of experience presented in the projects in Factor 1?

Question: Would the Government provide an approximate percentage of TOs it expects to be located within Alaska and TOs located in other locations within the POD AOR?

Question: Are there any draft SOWs for TOs already in the works? If so, can you share the basic scope and location.

ANSWER: It is anticipated that 80-90% of the work to be performed under this contract will be performed at sites located throughout Alaska, encompassing all of the various regions of the state.

Revision have been made to the following sections to address the above clarification:

PROJECT EXPERIENCE FORM, SECTION E,

KEY PERSONNEL RESUME FORMAT

5.1.1 EVALUATION CRITERIA: (b) was revised as follows:

Experience performing environmental quality services in various Alaska regions.

Statement of Work for Specific Task Orders will not be provided for this RFP.

10.

QUESTION: Please confirm the past performance experience provided by both firms that form a JV will be evaluated as being representative of the experience of the prime contractor.

ANSWER: Past performance from either firms may be evaluated.

11.

QUESTION: Will the government place a higher emphasis on one type of Environmental Quality Service over another (such as Environmental Compliance would be weighed more than a Pollution Prevention project)? This will help determine which projects we select to demonstrate our past performance and how we distribute the number of projects among the four EQ services.

ANSWER: The government will not place a higher emphasis on the type of services required (environmental conservation, environmental compliance, pollution prevention, environmental operations, and maintenance activities).

12.

QUESTION: Is the government going to place greater emphasis (a higher evaluation score) on projects completed in Alaska then in other regions of the POD? It is assumed that the government would desire a mix of Alaska, Pacific Island and host-nation projects to demonstrate confidence and experience within the POD?

ANSWER: Section 5.1.1 EVALUATION CRITERIA, (b) was revised as follows:

Experience performing environmental quality services in various Alaska regions.

13.

QUESTION: Our firm was awarded a fence to fence contract under a single task order that included work at multiple installations containing multiple sites each assigned a unique numbering/milestone organization system, funding source, performance schedule, performance objective, and were regulated by multiple regulatory managers located in different office locations. Under this scenario, could we provide individual Project Experience Forms for several different projects issued under this contract vehicle since they have no relationship to each other and were established with stand-alone requirements?

ANSWER: Projects are limited to a single site or task order. When experience gained over an entire IDIQ contract is presented as project experience, the experience will not be considered. Projects from individual task orders but under the same IDIQ may be submitted if submitted at the task order level.

14.

QUESTION: For demonstrating Alaska project experience, is the government placing a higher emphasis on projects completed in the Arctic region over those non-Arctic projects? If so, it is still assumed that the government would desire several projects completed within the interior, Aleutian Islands, or southeast regions to further demonstrate our wide breadth of experience in comparison to submitting Arctic only projects?

ANSWER: Work will be performed at sites located throughout Alaska, encompassing all of the various regions of the state. All regions are considered equal.

15.

QUESTION: It is unclear how one org chart can show/illustrate the information requested in Items a-c and demonstrate an organizational structure that shows clear roles and responsibilities and demonstrates appropriate lines of authority as specified in Section 5.2.1.1 Tab B-1 Organization. It appears that Item a is requesting a roles and responsibilities chart, along with separate letters of commitment, Item b is requesting an org chart of only the key staff mentioned in Section 2.2.2.2 Tab B-2 Key Personnel Qualifications, and Item C is requesting the lines of authority, which we assume is for the key staff as represented by the org chart and not by the team's R&R chart.

ANSWER: Section 2.2.2 has been revised to clarify what is expected from the organizational chart.

16.

QUESTION: Please provide further clarification regarding the Government's request included in the first sentence in 2.2.2.1 Tab B-1 Organization in comparison to the information requested in Item b included in that same section. It appears that Item b is requesting the org chart to include "All key personnel by name ....physical work location:" However, it is possible that although we may be listing a firm as a potential teaming partner (which meets the requirement of the first sentence of this section) their employees may not be identified as one of the Key Staff listed in Section L, 2.2.2.2 Tab B-2 Key Personnel Qualifications or that are associated with the Past Project Performance information presented in Section L, 2.2.1 VOLUME 1, FACTOR 1 TECHNICAL CAPABILITY, SUBMISSION REQUIREMENTS. It is assumed if we list other staff or positions on the org chart that are not consistent with the Project Experience Forms provided in Volume 1, Factor 1, then this could be grounds for being considered non-responsive to the RFP requirements.

ANSWER: As specific as reasonably possible, named if known.

17.

QUESTION: Since it is unknown what opportunities will be released under this multi-year IDIQ, and of those opportunities that are released, which ones will be won through the competitive bid process, the assignment of the 20% participation for key subcontractors cannot be estimated or justified. Instead, can we submit letters of commitment in the format identified in Section L, Attachment L-2, for each proposed teaming partner for this opportunity to ensure compliance with the USACE's request to demonstrate the intent to provide a firm commitment of participation based upon Task Order award?

ANSWER: The referenced 20% is to establish the point when a subcontractor becomes a key subcontractor and would require a letter of commitment. Use your best judgement to decide if it is reasonable to provide a letter of commitment or not.

18.

QUESTION: The text states "The Government places a higher value on projects which provided particularly difficult or unique challenges and the innovative methods the contractor used to solve the problems successfully."

Does this mean that the innovative method presented on the Project Experience Form, Section E, Item #3 - must be associated with solving a difficult or unique challenge? It would seem that the innovative method could be independent of a potential project challenge. It is possible that the response to address the difficult issue or project challenge could be presented separately in Item F – Performance Problems of the Project Experience Form template.

ANSWER: 5.3.1 EVALUATION CRITERIA has been revised as follows:

The Government also places a higher value on projects which provided particularly difficult or unique challenges as well as projects which required the contractor to utilize innovative methods to resolve problems successfully.

19.

QUESTION: We have a conducted a comprehensive remedial action project that we would like to include on the Project Experience Form, Volume 1. While we understand that remedial action is not a requested service for this Environmental Services IDIQ, the compliance and performance of activities associated with Environmental Conservation, Environmental Compliance, Pollution Prevention and Environmental O&M tasks were key project elements of this remedial project that demonstrate our past experience, the relevance and complexities of the project. Would a project of this type (remedial action with associated comprehensive environmental services) be considered relevant and responsive to the current acquisition requirement?

ANSWER: Projects must demonstrate recent and relevant experience providing services similar to those identified in Section C. It is the contractor’s responsibility to thoroughly read the solicitation and determine which projects to submit.

20.

QUESTION: Please expand on what is required to demonstrate "appropriate lines of authority"? We assume the hierarchy of an organization chart with flow lines would be sufficient to demonstrate the authority among the key staff of the project team.

ANSWER: The proposed approach appears to be sufficient.

21.

QUESTION: If the Government is only asking for a total of 10 resumes for the key staff specified in Section C and the organization chart only shows the lines of authority of these 10 key staff, is this level of detail sufficient to provide the Government with assurance that we have the depth of resources required to complete the SOW for this IDIQ? Is there another method that the Government desires to demonstrate the availability and depth of resources to execute the proposed work associated with this contract?

ANSWER: The proposed approach appears to be sufficient.

22.

QUESTION: Section C, Item 8.1.4 Physical Scientist and Section L, 2.2.2.2 Tab B-2 Key Personnel Qualifications, Item d – Physical Scientist. Would a BA degree also meet this qualification criteria or must the degree be a BS?

ANSWER: The qualifications of the Physical Scientist have been revised as follows:

Physical Scientists shall have as a minimum a Bachelor’s degree in Chemistry, Geology, or Environmental Science and at least five (5) years of experience in their area of professional expertise. Physical science is defined as the study of the nature and properties of nonliving matter.

23.

QUESTION: If the submitting firm is a JV partnership, we would assume that the name of the JV would suffice for this requested information? Or is the Government requesting the actual employer of each staff member regardless of the JV status or LLC designation?

ANSWER: Either way is sufficient. Please refer to paragraph 1.8 of Section L.

24.

QUESTION: The last bullet in the list of additional considerations notes "experience with ADEC and EPA". For past performance projects conducted in HI, Pacific Islands or in Host Nations, would experience working with similar regulatory agencies or governing bodies be viewed and scored with the same consideration? Should demonstration of this breadth of diversity (experience other than ADEC and EPA) be a requirement for this IDIQ since task orders may include work beyond Alaska, within the reaches of the POD?

ANSWER: Evaluation criteria do not include experience performing environmental quality services outside of Alaska.

25.

QUESTION: Project Experience Form, Part B, Items 7 & 8 regarding the percentage of work. Is the Government asking for the percent of work based upon the entire project value (the contract amount including ODCs, travel, equipment rental, barging) or of the percentage of work performed for the labor/manpower only?

ANSWER: Percentage of total cost of the contract performed by the proposing contractor.

26.

QUESTION: In Section 2.2, Table 1, Volume 1 is titled "Non-Price Factors," and Volume 2 is titled "Offer."

However, in the text at the beginning of the same section (Section 2.2), Volume 1 is listed as "Technical Capability," and Volume 2 is listed as "Price and Required Preaward Information." For the purpose of proper identification within the proposal, which titles should we use for each volume and their respective title pages?

ANSWER: Those are the titles of the factors. The proposal should identify the correct title and correct factor title and not confuse between the two.

27.

QUESTION: Please clarify where the Pre-Award Questionnaire (Page 142) should be placed in the completed proposal?

ANSWER: As stated on RFP page #148, Pre-Award Questionnaire is to be included in Volume 2 of Offer.
