2.2.4 Temporary Wiring

Provide temporary wiring in accordance with NFPA 241 and NFPA 70. Include frequent inspection of all equipment and apparatus.

PART 3 EXECUTION

3.1 EMPLOYEE PARKING

Contractor employees will park privately owned vehicles in an area designated by the Contracting Officer. AM#004...DELETED TEXT...AM#004.

AM#004... This area may not be within reasonable walking distance of the construction site. Contractor shall furnish transportation from employee parking area to construction site where employee parking is not within reasonable walking distance. Privately owned vehicles shall not be allowed in secured ECM area. Contractor-marked vehicles and material delivery vehicles will be allowed to enter secured area with an escort. ...AM#004 Contractor employee parking must not interfere with existing and established parking requirements of the government installation.

3.2 TEMPORARY BULLETIN BOARD

Locate the bulletin board at the project site in a conspicuous place easily accessible to all employees, as approved by the Contracting Officer.

3.3 AVAILABILITY AND USE OF UTILITY SERVICES

3.3.1 Temporary Utilities

Provide temporary utilities required for construction. Materials may be new or used, must be adequate for the required usage, not create unsafe conditions, and not violate applicable codes and standards.

3.3.2 Payment for Utility Services

a. The Government will make all reasonably required utilities available to the Contractor from existing outlets and supplies, as specified in the contract. Unless otherwise provided in the contract, the amount of each utility service consumed will be charged to or paid for by the Contractor at prevailing rates charged to the Government or, where the utility is produced by the Government, at reasonable rates determined by the Contracting Officer. Carefully conserve any utilities furnished without charge.

b. Reasonable amounts of the following utilities will be made available to the Contractor at the following rates: See Section 01 19 30.00 29 attachment #4 - Eielson AFB Utility Rates.

c. The point at which the Government will deliver such utilities or services and the quantity available is as indicated. Pay all costs incurred in connecting, converting, and transferring the utilities to the work. Make connections, including providing backflow-preventing devices on connections to domestic water lines; providing meters; and providing transformers; and make disconnections.

3.5 CONTRACTOR'S TEMPORARY FACILITIES

Contractor-owned or -leased trailers must be identified by Government assigned numbers. Size and location of the number will comply with Eielson AFS Security rules. Apply the number to the trailer within 14 calendar days of notification, or sooner, if directed by the Government.

3.5.1 Safety

Protect the integrity of any installed safety systems or personnel safety devices. If entrance into systems serving safety devices is required, the Contractor must obtain prior approval from the Contracting Officer. If it is temporarily necessary to remove or disable personnel safety devices in order to accomplish contract requirements, provide alternative means of protection prior to removing or disabling any permanently installed safety devices or equipment and obtain approval from the Contracting Officer.

3.5.2 Administrative Field Offices

Provide and maintain administrative field office facilities within the construction area at the designated site. Government office and warehouse facilities will not be available to the Contractor's personnel.

3.5.3 Storage Area

Construct a temporary 6 foot high chain link fence around trailers and materials. AM#004...DELETED TEXT...AM#004 Fence posts may be driven, in lieu of concrete bases, where soil conditions permit. Do not place or store Trailers, materials, or equipment outside the fenced area unless such trailers, materials, or equipment are assigned a separate and distinct storage area by the Contracting Officer away from the vicinity of the construction site but within the installation boundaries. Trailers, equipment, or materials must not be open to public view with the exception of those items which are in support of ongoing work on any given day. Do not stockpile materials outside the fence in preparation for the next day's work. Park mobile equipment, such as tractors, wheeled lifting equipment, cranes, trucks, and like equipment within the fenced area at the end of each work day.

3.5.4 Supplemental Storage Area

Upon Contractor's request, the Contracting Officer will designate another or supplemental area for the Contractor's use and storage of trailers, equipment, and materials. This area may not be in close proximity of the construction site but will be within the installation boundaries. Fencing of materials or equipment will not be required at this site; however, the Contractor is responsible for cleanliness and orderliness of the area used and for the security of any material or equipment stored in this area.

Utilities will not be provided to this area by the Government.

3.5.5 Appearance of Trailers

a. Trailers utilized by the Contractor for administrative or material storage purposes must present a clean and neat exterior appearance and be in a state of good repair. Trailers which, in the opinion of the Contracting Officer, require exterior painting or maintenance will not be allowed on installation property.

Provide vapor retarder beneath the interior on-grade concrete floor slabs installed in accordance with ASTM E1643. Use the greatest widths and lengths practicable to eliminate joints wherever possible. Lap joints a minimum of 12 inches. Remove torn, punctured, or damaged vapor retarder material and provide new vapor barrier prior to placing concrete. For minor repairs, patches may be made using laps of at least 12 inches. Seal lapped joints and patch edges with pressure-sensitive adhesive or tape not less than 2 inches wide and compatible with the membrane. Place vapor retarder directly on underlying subgrade, base course, or capillary water barrier, unless it consists of crushed material or large granular material which could puncture the vapor retarder. In this case, a thin layer of approximately 1/2 inch of fine graded material should be rolled or compacted over the fill before installation of the vapor retarder to reduce the possibility of puncture. Control concrete placement so as to prevent damage to the vapor retarder.

3.1.4 Perimeter Insulation

Install perimeter insulation at locations indicated. Use adhesive where insulation is applied to the interior surface of foundation walls and may be used for exterior application.

3.1.5 Embedded Items

Before placement of concrete, determine that all embedded items are firmly and securely fastened in place as indicated on the drawings, or required.

Conduit and other embedded items must be clean and free of oil and other foreign matter such as loose coatings or rust, paint, and scale. The embedding of wood in concrete is permitted only when specifically authorized or directed. Temporarily fill voids in sleeves, inserts, and anchor slots with readily removable materials to prevent the entry of concrete into voids. AM#4...Deleted Text...AM#4

3.2 CONCRETE PRODUCTION

3.2.1 Batching Plant

Locate the batching plant offsite close to the project. Conform the batching plant to the requirements of NRMCA CPMB 100 and as specified;

however, rating plates attached to batch plant equipment are not required.

3.2.2 Batching Equipment

Use semiautomatic or automatic batching controls as defined in NRMCA CPMB 100. Provide a semiautomatic batching system with interlocks such that the discharge device cannot be actuated until the indicated material is within the applicable tolerance. Equip the batching system with accurate recorder or recorders that meet the requirements of NRMCA CPMB 100. Record the weight of water and admixtures if batched by weight. Provide separate bins or compartments for each size group of aggregate and type of cementitious material, to prevent intermingling at any time. Weigh aggregates either in separate weigh batchers with individual scales or, provided the smallest size is batched first, cumulatively in one weigh batcher on one scale. Do not weigh aggregate in the same batcher with cementitious material. If both portland cement and other cementitious material are used, they may be batched cumulatively, provided that the portland cement is batched first. Water may be measured by weight or volume. Do not weigh or measure water cumulatively with

PART 2 PRODUCTS

2.1 CASING

Casing diameter shall be as shown, conforming to ASTM A53/A53M, black, Schedule 40, Type E or S, Grade A or B. Grounding wells shall match the depth as shown on the Drawings. All casing, and other well material shall be of compatible materials to prevent galvanic reaction between components of the completed well. Submit catalog data, and name of supplier, for well vaults, caps, airline oil filters for pneumatic drilling, pumps, and chemical specifications on drill lubricants, tracers, disinfecting agents, and drill fluid additives, if used. Catalog data shall include any information, written or otherwise, supplied by the manufacturers or suppliers of the above listed items.

2.1.1 Steel Casing and Couplings

Steel casing shall be new standard weight black steel pipe, conforming to ASTM A53/A53M 6 inch diameter, minimum 1/4 inch wall thickness. Joints shall be field welded in accordance with AWWA C206.

2.2 CEMENT GROUT

Cement grout shall consist of portland cement conforming to ASTM C 150, Type I or II, sand and water. Cement grout shall be proportioned not to exceed 6 gallons of water per cubic foot of cement, with a mixture of such consistency that the well can be properly grouted. No more than 5 percent by weight of bentonite powder may be added to reduce shrinkage.

PART 3 EXECUTION

3.1 PE WITNESS

Well installation activities shall be witnessed by a Registered Professional AM#4...Civil...AM#4 Engineer AM#4...or...AM#4 Geologist in accordance with Alaska Department of Environmental Conservation requirements, at the Contractor's expense.

3.2 PREPARATION

3.2.1 Decontamination

The drill rig, drill rods, drill bits, augers, temporary casing, well developing equipment, tremie pipes, grout pumping lines, and other associated equipment shall be cleaned with high-pressure hot water/steam prior to drilling at each well location. Decontamination shall be done in accordance with ASTM D5088 or ASTM D5608. Decontamination shall be performed at a central decontamination station. Cleaning shall be performed in an area that is remote from, and cross- or down-gradient from the well being drilled. Well casing shall be cleaned with high-pressure hot water immediately prior to installation in the well. The use of factory sealed (plastic wrapped) components does not waive this requirement for pre-installation cleaning.

3.2.2 Decontamination Station

Construct a temporary decontamination pad onsite. Berm the pad and slightly incline towards a sump located in one of the back corners of the

Will it be acceptable for the galvanized corrosion protection to be a zinc metalizing spray? This would allow for the embedded portions of the steel to remain bare guaranteeing proper bonding to the concrete.
