1.9 TRAFFIC CONTROL PLAN

The Contractor shall provide a traffic control plan and temporary signage plan to include, however not limited to, the contractor's method in providing road access to adjacent occupied buildings as well as safety measures for pedestrians and occupants of adjacent buildings.

Traffic Control Plan shall be submitted 60 days in advance of construction commencement. Any changes or modifications to the traffic control plan will require an additional 30-day Government review period. Detour and construction signage must be posted 7 days in advance of any closure or detour. Detours, temporary roads and closures must be coordinated through the Contracting Officer. Notification to newspapers & TV must be coordinated 30-days in advance of construction.

The traffic control plan shall present the placement and times of use for temporary traffic control devices in relation to the project site and construction activities. The traffic control devices shall follow the Manual on Uniform Traffic Control Devices (MUTCD) standards and shall be clearly identified in the traffic control plan. This includes but is not limited to standard sign designators, sizes and spacing to be per MUTCD standard.

The contractor shall provide and maintain access to parking lots and building Entrances.

1.10 DUST CONTROL

The Contractor shall maintain excavations, embankments, stockpiles, haul roads, permanent and temporary access roads, and all other work areas within or outside the project boundaries free from dust which would cause a hazard or nuisance. Sprinkling or similar methods shall be employed to control dust. The contractor shall retain sufficient, suitable equipment at the site and repeat applications at intervals as to keep all parts of the disturbed area damp at all times AM#003... It will be permissible to have dust control equipment on site only when dust producing operations are taking place One 2000 gallon water distributor truck and one street sweeper shall be on site when dust producing operations are taking place, except when freezing weather precludes sprinkling....AM#003 Dust control shall be performed as the work proceeds and whenever a dust nuisance or hazard occurs. There shall be no visible dust coming off the work site at any time, or from any vehicle hauling for the contractor. In addition the contractor shall ensure that no material of any type will fall off any vehicle while in transit. Any dirt or mud, which is tracked onto paved or surfaced roadways, shall be cleaned away within the day it is deposited. No separate or direct payment will be made for dust control and the cost thereof shall be considered incidental to and included in the contract price.

1.11 EGRESS LANE DURING CONSTRUCTION

The Contractor shall ensure one lane of emergency egress open in two directions during construction at all times. If road closure is required, then the contractor shall provide a letter for approval two weeks in advanced prior the shutting down road. If approved, the road shall not be closed more than 10 days at any time under any circustances.

3.3.2.3 Protection

Protect membrane over horizontal surfaces from traffic during installation. Use only equipment with rubber tires. Provide walkway protection where heavy traffic from other trades is expected. Do not store material on membrane.

3.4 COMPOSITE, SELF-ADHERING MEMBRANE

Lap sheets at edges and ends a minimum of 2-1/2 inches over the preceding sheet. Provide all side laps a minimum 2-1/2 inches and end laps 5 inches .

Provide self-adhesive, mastic laps in accordance with manufacturer's recommendation. Roll or firmly press to adhere membrane to substrate.

Cover corners and joints with two layers of reinforcement by first applying a 12 inch width of membrane centered along the axis. Flash drains and projections with a second ply of membrane for a distance of 6 inches from the drain or projection. Finish exposed, terminated edges of membrane on horizontal or vertical surfaces with a toweled bead of mastic. Apply mastic around edges of membrane, and drains and projections. Apply mastic at end of each work day.

3.5 FLASHING

Flash penetrations through membrane. Seal all penetrations where reinforcing bars penetrate a waterproofing membrane with the appropriate sealant or mastic flashing component. Embed elastomeric membrane in a heavy coat of adhesive, except for self-adhering membrane. Position continuous metal reglets horizontally on footing and vertically on intersecting and connecting walls, and as specified in Section 07 60 00 FLASHING AND SHEET METAL. Metal reglets are to receive exposed edges of membrane waterproofing. Secure membrane into reglets by lead wedges and fill with cement as recommended in writing by manufacturer of waterproofing materials. Counterflash upper edge of membrane waterproofing and protective covering as specified in Section 07 60 00 FLASHING AND SHEET METAL.

3.6 PROTECTIVE COVERING

After installation has been inspected and approved by the Contracting Officer, apply a protective covering to the membrane waterproofing prior to backfilling. Protect vertical membrane waterproofing with a 1/2 inch minimum thickness of asphalt plank; 1/2 inch minimum thickness of fiberboard; or 1/8 inch minimum thickness of compatible water resistant bitumen type protection board with edges abutting adjacent edges and exposed surfaces covered by a taping system recommended by manufacturer of protection board. Cover horizontal membrane waterproofing with similar protection board.

1.4 QUALITY ASSURANCE

1.4.1 Regulatory Requirements

In each of the publications referred to herein, consider the advisory provisions to be mandatory, as though the word, "shall" or "must" had been substituted for "should" wherever it appears. Interpret references in these publications to the "authority having jurisdiction," or words of similar meaning, to mean the Contracting Officer. Provide equipment, materials, installation, and workmanship in accordance with the mandatory and advisory provisions of NFPA 70 unless more stringent requirements are specified or indicated.

1.4.2 Standard Products

Provide materials and equipment that are products of manufacturers regularly engaged in the production of such products which are of equal material, design and workmanship and:

a. Have been in satisfactory commercial or industrial use for 2 years prior to bid opening including applications of equipment and materials under similar circumstances and of similar size.

b. Have been on sale on the commercial market through advertisements, manufacturers' catalogs, or brochures during the 2-year period.

2.3.1 Board Insulation

Provide thermal insulating materials as recommended by manufacturer for each type of application indicated. Provide insulation with the following physical properties and in accordance with the following standards:

a. Extruded Preformed Cellular Polystyrene: ASTM C578 REV A

2.3.1.1 Thermal Resistance

As required with electric heaters to maintain temperatures indicated.

2.3.1.2 Other Material Properties

Provide thermal insulating materials with the following properties:

a. Rigid cellular plastics: Compressive Resistance at Yield: Not less than 10 pounds per square inch (psi) when measured according to

ASTM D1621.

b. Water Adsorption: Not more than 1 percent by volume when measured in accordance with paragraph 14 of ASTM C553.

C. Insulation protective covering: Non-conductive covering to protect edges of insulation from damage.

Do not provide materials containing asbestos.

3.1.14 Insulated Enclosures

Insulation shall be installed on side and front of interior of enclosures indicated with clearances from heating elements and electrical connections. ...AM#3

3.2 FIELD FABRICATED NAMEPLATE MOUNTING

Provide number, location, and letter designation of nameplates as indicated. Fasten nameplates to the device with a minimum of two sheet-metal screws or two rivets.

3.3 WARNING SIGN MOUNTING

Provide the number of signs required to be readable from each accessible side. Space the signs in accordance with NFPA 70E.

3.4 FIELD APPLIED PAINTING

Paint electrical equipment as required to match finish of adjacent surfaces or to meet the indicated or specified safety criteria.

3.5 FIELD QUALITY CONTROL

Furnish test equipment and personnel and submit written copies of test results. Give Contracting Officer 5 working days' notice prior to tests.

3.5.1 Devices Subject to Manual Operation

Operate each device subject to manual operation at least five times, demonstrating satisfactory operation each time.

3.5.2 600-Volt Wiring Test

Test wiring rated 600 volt and less to verify that no short circuits or accidental grounds exist. Perform insulation resistance tests on wiring No. 6 AWG and larger diameter using instrument which applies voltage of approximately 500 volts to provide direct reading of resistance. Minimum resistance: 250,000 ohms.

3.5.3 Ground-Fault Receptacle Test

Test ground-fault receptacles with a "load" (such as a plug in light) to verify that the "line" and "load" leads are not reversed.

3.5.4 Grounding System Test

Test grounding system to ensure continuity, and that resistance to ground is not excessive. Test each ground rod for resistance to ground before making connections to rod; tie grounding system together and test for resistance to ground. Make resistance measurements in dry weather, not earlier than 48 hours after rainfall. Submit written results of each test to Contracting Officer, and indicate location of rods as well as resistance and soil conditions at time measurements were made.

1.5 QUALITY CONTROL

1.5.1 Luminaire Drawings

Include dimensions, accessories, and installation and construction details. Photometric data, including zonal lumen data, average and minimum ratio, aiming diagram, and computerized candlepower distribution data must accompany shop drawings.

1.5.2 LED Driver

Submit certification from the luminaire or driver manufacturer that ensures compatibility and operability between devices.

1.5.3 Luminaire Design Data

a. Provide safety certification and file number for the luminaire family that must be listed, labeled, or identified per the NFPA 70 (NEC).

Applicable testing bodies are determined by the US Occupational Safety Health Administration (OSHA) as Nationally Recognized Testing Laboratories (NRTL) and include: CSA (Canadian Standards Association), ETL (Edison Testing Laboratory), and UL (Underwriters Laboratories).

b. Provide long term lumen maintenance projections for each LED luminaire in accordance with IES TM-21 . Data used for projections must be obtained from testing in accordance with IES LM-80 .

1.5.4 Energy Efficiency

Submit data indicating lumens per watt efficacy and color rendering index of light source.

1.6 WARRANTY

Support all equipment items by service organizations which are reasonably convenient to the equipment installation in order to render satisfactory service to the equipment on a regular and emergency basis during the warranty period of the contract.

1.6.1 LED Luminaire Warranty

a. Provide a written AM#3...5 ...AM#3 year on-site replacement warranty for material, fixture finish, and workmanship. On-site replacement includes transportation, removal, and installation of new products.

(1) Include finish warranty to include failure and substantial deterioration such as blistering, cracking, peeling, chalking, or fading.

(2) Material warranty must include:

(a) All drivers.

(b) Replacement when more than 10 percent of LED sources in any lightbar or subassembly(s) are defective or non-starting.

b. Warranty period must begin on date of beneficial occupancy. Provide the Contracting Officer with signed warranty certificates prior to final payment.

1.6.1.1 Provide Luminaire Useful Life Certificate

Submit certification from the manufacturer indicating the expected useful life of the luminaires provided. The useful life must be directly correlated from the IES LM-80 test data using procedures outlined in IES TM-21 . Thermal properties of the specific luminaire and local ambient operating temperature and conditions must be taken into consideration.

PART 2 PRODUCTS

2.1 PRODUCT COORDINATION

Products and materials not considered to be luminaires, luminaire controls, or associated equipment are specified in Section 26 20 00

INTERIOR DISTRIBUTION SYSTEM.

2.2 LUMINAIRES

UL 1598 , NEMA C82.77 , and UL 8750 . Provide luminaires as indicated in luminaire schedule and NL plates or details on project plans. Provide luminaires complete with light sources of quantity, type, and wattage indicated. Provide all luminaires of the same type by the same manufacturer. Luminaires must be specifically designed for use with the driver.

2.2.1 LED Luminaires

Provide luminaires complete with power supplies (drivers) and light sources. Provide design information including lumen output and design life in luminaire schedule on project plans for LED luminaires.

LED luminaires must also meet the following minimum requirements:

a. Luminaires must have a minimum AM#3...5 ...AM#3 year manufacturer's warranty.

b. Luminaires must have a minimum L70 lumen maintenance value of 50,000 hours as calculated by IES TM-21 , with data obtained per IES LM-80 requirements.

c. Luminaire drive current value must be identical to that provided by test data for luminaire in question.

d. Luminaires must be tested to IES LM-79 and IES LM-80 standards, with the results provided as required in the Submittals paragraph of this specification.

e. Luminaires must be listed with the DesignLights Consortium 'Qualified Products List' when falling into category of "General Application" luminaires, i.e. Interior Directional, Display Case, Troffer, Linear Ambient, or Low/High Bay. Requirements are shown in the Designlights Consortium "Technical Requirements Table" at https://data.energystar.gov/dataset/EPA-Recognized-Laboratories-For-Lighting-Products/jgwf-7qrr

f. Provide Department of Energy 'Lighting Facts' label for each luminaire.

3.2 SEEDING

3.2.1 Seed Application Seasons and Conditions

Immediately before seeding, restore soil to proper grade. Do not seed when ground is muddy frozen , snow covered or in an unsatisfactory condition for seeding. If special conditions exist that may warrant a variance in the above seeding dates or conditions, submit a written request to the Contracting Officer stating the special conditions and proposed variance.

Apply seed within twenty four hours after seedbed preparation. Sow seed by approved sowing equipment. Sow one-half the seed in one direction, and sow remainder at right angles to the first sowing.

3.2.2 Seed Application Method

Seeding method shall be hydroseeding.

3.2.2.1 Hydroseeding

AM#3...First, mix water and fiber. Wood cellulose fiber, paper fiber, or recycled paper shall be applied as part of the hydroseeding operation.

Fiber shall be added at 1,000 pounds, dry weight, per acre . Then add and mix seed and fertilizer to produce a homogeneous slurry. Seed shall be mixed to ensure broadcasting at the rate of 5 pounds per 1000 square feet .

When hydraulically sprayed on the ground, material shall form a blotter like cover impregnated uniformly with grass seed. Spread with one application with no second application of mulch... AM#3

3.2.3 Rolling

Immediately after seeding, firm entire area except for slopes in excess of 3 to 1 with a roller not exceeding 90 pounds for each foot of roller width.

3.2.4 Watering

Start watering areas seeded as required by temperature and wind conditions. Apply water at a rate sufficient to insure thorough wetting of soil to a depth of 2 inches without run off. During the germination process, seed is to be kept actively growing and not allowed to dry out.

3.3 PROTECTION OF TURF AREAS

Immediately after turfing, protect area against traffic and other use.

3.4 RESTORATION

Restore to original condition existing turf areas which have been damaged during turf installation operations at the Contractor's expense. Keep clean at all times at least one paved pedestrian access route and one paved vehicular access route to each building. Clean other paving when work in adjacent areas is complete.

2.7.2.1 Strength Members

Provide 6M utility-grade messenger wire, 5/16-inch galvanized steel.

Provide central, AM#3... non-metallic ...AM#3 strength members with sufficient tensile strength for installation and residual rated loads to meet the applicable performance requirements in accordance with ICEA S-87-640 . The strength member is included to serve as a cable core foundation to reduce strain on the fibers, and shall not serve as a pulling strength member.

2.7.2.2 Performance Requirements

Provide fiber optic cable with optical and mechanical performance requirements in accordance with ICEA S-87-640 .

2.7.3 Grounding and Bonding Conductors

Provide grounding and bonding conductors in accordance with RUS 1755 .200, TIA-607 , IEEE C2 , and NFPA 70 . Solid bare copper wire meeting the requirements of ASTM B1 for sizes No. 8 AWG and smaller and stranded bare copper wire meeting the requirements of ASTM B8, for sizes No. 6 AWG and larger. Insulated conductors shall have 600-volt, Type TW insulation meeting the requirements of UL 83 .

2.8 POLES AND HARDWARE

Provide poles and hardware as specified in Section 33 71 01 OVERHEAD

2.9 CABLE TAGS IN HANDHOLES AND VAULTS

Provide tags for each telecommunications cable or wire located in handholes and vaults. Cable tags shall be stainless steel or polyethylene and labeled in accordance with TIA-606 . Handwritten labeling is unacceptable.

Cable pulling shall also be stopped when reel binds or does not pay off freely. Rectify cause of binding before resuming pulling operations.

Provide cable lubricants recommended by the cable manufacturer. Avoid bends in cables of small radii and twists that might cause damage. Do not bend cable and wire in a radius less than 10 times the outside diameter of the cable or wire.

3.1.5.1 Cable Tensions

Obtain from the cable manufacturer and provide to the Contracting Officer, the maximum allowable pulling tension. This tension shall not be exceeded.

3.1.5.2 Pulling Eyes

Equip cables 1.25 inches in diameter and larger with cable manufacturer's factory installed pulling-in eyes. Provide cables with diameter smaller than 1.25 inches with heat shrinkable type end caps or seals on cable ends when using cable pulling grips. Rings to prevent grip from slipping shall not be beaten into the cable sheath. Use a swivel of 3/4 inch links between pulling-in eyes or grips and pulling strand.

3.1.5.3 Installation of Cables in Handholes and Vaults

Do not install cables utilizing the shortest route, but route along those walls providing the longest route and the maximum spare cable lengths.

Form cables to closely parallel walls, not to interfere with duct entrances, and support cables on brackets and cable insulators at a maximum of 4 feet . In existing handholes and vaults where new ducts are to be terminated, or where new cables are to be installed, modify the existing installation of cables, cable supports, and grounding as required with cables arranged and supported as specified for new cables. Identify each cable with corrosion-resistant embossed metal tags.

3.1.6 Aerial Cable Installation

Pole installation shall be as specified in Section 33 71 01 OVERHEAD TRANSMISSION AND DISTRIBUTION. Where physical obstructions make it necessary to pull distribution wire along the line from a stationary reel, use cable stringing blocks to support wire during placing and tensioning operations. Do not place ladders, cable coils, and other equipment on or against the distribution wire. Wire shall be sagged in accordance with the data shown. Protect cable installed outside of building less than 8 feet above finished grade against physical damage.

1.2 Contract Administration

The Government will use the Resident Management System (RMS) to assist in its monitoring and administration of this contract. The Contractor uses the Government-furnished Construction Contractor Mode of RMS, referred to as RMS CS, to record, maintain, and submit various information throughout the contract period. The Contractor mode user manuals, updates, and training information can be downloaded from the RMS web site (http://rms.usace.army.mil). The joint Government-Contractor use of RMS facilitates electronic exchange of information and overall management of the contract. QCS provides the means for the Contractor to input, track, and electronically share information with the Government in the following areas:

1.2.1 Correspondence and Electronic Communications

For ease and speed of communications, exchange correspondence and other documents in electronic format to the maximum extent feasible between the Government and Contractor. Correspondence, pay requests and other documents comprising the official contract record are also be provided in paper format, with signatures and dates where necessary. Paper documents will govern, in the event of discrepancy with the electronic version.

1.2.2 Other Factors

Particular attention is directed to Contract Clause, "Schedules for Construction Contracts", Contract Clause, "Payments", Section 01 32 01.00 10 PROJECT SCHEDULE, Section 01 33 00 SUBMITTAL PROCEDURES, and Section 01 45 0

1.3 RMS SOFTWARE

RMS is a Windows-based program that can be run on a Windows based PC meeting the requirements as specified in Section 1.3. The Government will make available the RMS software to the Contractor after award of the construction contract. Prior to the Pre-Construction Conference, the Contractor will be responsible to download, install and use the latest version of the RMS software from the Government's RMS Internet Website.

Any program updates of RMS will be made available to the Contractor via the Government RMS Website as the updates become available.

1.3.1 RMS CONTRACTOR'S MODE (CM)

RMS Contractor's Mode or RMS CM is the replacement for Quality Control System or QCS. The database remains the same. References to RMS in this specification includes RMS CM.

1.5 RELATED INFORMATION

1.5.1 RMS User Guide

After contract award, download instructions for the installation and use of RMS from the Government RMS Internet Website.

1.6 CONTRACT DATABASE

Prior to the pre-construction conference, the Government will provide the Contractor with basic contract award data to use for RMS. The Government will provide data updates to the Contractor as needed. These updates will generally consist of submittal reviews, correspondence status, Quality Assurance(QA) comments, and other administrative and QA data.

1.7 DATABASE MAINTENANCE

Establish, maintain, and update data in the RMS database throughout the duration of the contract at the Contractor's site office. Submit data updates to the Government (e.g., daily reports, submittals, RFI's, schedule updates, payment requests) using RMS. The RMS database typically includes current data on the following items:

1.7.1 Administration

1.7.1.1 Contractor Information

Contain within the database the Contractor's name, address, telephone numbers, management staff, and other required items. Within 7 calendar days of receipt of RMS software from the Government, deliver Contractor administrative data in electronic format in RMS.

1.7.1.2 Subcontractor Information

Contain within the database the name, trade, address, phone numbers, and other required information for all subcontractors. A subcontractor is listed separately for each trade to be performed. Assign each subcontractor/trade a unique Responsibility Code, provided in RMS. Within 7 calendar days of receipt of RMS software from the Government, deliver subcontractor administrative data in electronic format.

1.7.1.3 Correspondence

Identify all Contractor correspondence to the Government with a serial number. Prefix correspondence initiated by the Contractor's site office with "S". Prefix letters initiated by the Contractor's home (main) office with "H". Letters are numbered starting from 0001. (e.g., H-0001 or S-0001). The Government's letters to the Contractor will be prefixed with "C".

1.7.1.4 Equipment

Contain within the Contractor's RMS database a current list of equipment planned for use or being used on the jobsite, including the most recent and planned equipment inspection dates.

1.7.1.5 Management Reporting

RMS includes a number of reports that Contractor management can use to track the status of the project. The value of these reports is reflective of the quality of the data input, and is maintained in the various sections of RMS. Among these reports are: Progress Payment Request worksheet, Quality Assurance/Quality Control (QA/QC) comments, Submittal Register Status, Three-Phase Control checklists.

1.7.1.6 Request For Information (RFI)

Exchange all Requests For Information (RFI) using the Built-in RFI generator and tracker in RMS.

1.7.2 Finances

1.7.2.1 Pay Activity Data

Include within the RMS database a list of pay activities that the Contractor develops in conjunction with the construction schedule. The sum of pay activities equals the total contract amount, including modifications. Each pay activity must be assigned to a Contract Line Item Number (CLIN). The sum of the activities equals the amount of each CLIN.

The sum of all CLINs equals the contract amount.

1.7.2.2 Payment Requests

Prepare all progress payment requests using RMS. Complete the payment request worksheet, prompt payment certification, and payment invoice in RMS. Update the work completed under the contract, measured as percent or as specific quantities, at least monthly. After the update, generate a payment request report using RMS. Submit the payment request, prompt payment certification, and payment invoice with supporting data using RMS CM. If permitted by the Contracting Officer, email or a optical disc may be used. A signed paper copy of the approved payment request is also required and will govern in the event of discrepancy with the electronic version.

1.7.3 Quality Control (QC)

RMS provides a means to track implementation of the 3-phase QC Control System, prepare daily reports, identify and track deficiencies, document progress of work, and support other Contractor QC requirements. Maintain this data on a daily basis. Entered data will automatically output to the

RMS generated daily report. Provide the Government a Contractor Quality Control (CQC) Plan within the time required in Section 01 45 04.00 29 CONTRACTOR QUALITY CONTROL. Within seven calendar days of Government acceptance, submit a RMS update reflecting the information contained in the accepted CQC Plan: schedule, pay activities, features of work, submittal register, QC requirements, and equipment list.

1.7.3.1 Daily Contractor Quality Control (CQC) Reports.

RMS includes the means to produce the Daily CQC Report. The Contractor can use other formats to record basic Quality Control(QC) data. However, the Daily CQC Report generated by RMS must be the Contractor's official report. Summarize data from any supplemental reports by the Contractor and consolidate onto the RMS-generated Daily CQC Report. Submit daily CQC Reports as required by Section 01 45 04.00 29 CONTRACTOR QUALITY CONTROL.

Electronically submit reports to the Government within 24 hours after the date covered by the report. Also provide the Government a signed, printed copy of the daily CQC report.

1.7.3.2 Deficiency Tracking.

Use RMS to track deficiencies. Deficiencies identified by the Contractor will be numerically tracked using its Quality Control (QC) punch list items. Maintain a current log of its QC punch list items in the RMS database. The Government will log the deficiencies it has identified using its Quality Assurance (QA) punch list items. The Government's QA punch list items will be included in its export file to the Contractor.

Regularly update the correction status of both QC and QA punch list items.

1.7.3.3 QC Requirements

Develop and maintain a complete list of QC testing and required structural and life safety special inspections required by the International Code Council (ICC), transferred and installed property, and user training requirements in RMS. Update data on these QC requirements as work progresses, and promptly provide the information to the Government via RMS.

1.7.3.4 Three-Phase Control Meetings

Maintain scheduled and actual dates and times of preparatory and initial control meetings in RMS.

1.7.3.5 Labor and Equipment Hours

Log labor and equipment exposure hours on a daily basis. The labor and equipment exposure data will be rolled up into a monthly exposure report.

1.7.3.6 Accident/Safety Reporting

The Government will issue safety comments, directions, or guidance whenever safety deficiencies are observed. The Government's safety comments will be provided via RMS CM. Regularly update the correction status of the safety comments. In addition, utilize RMS to advise the Government of any accidents occurring on the jobsite. A brief supplemental entry of an accident is not to be considered as a substitute for completion of mandatory reports, e.g., ENG Form 3394 and OSHA Form 300.

1.7.3.7 Features of Work

Include a complete list of the features of work in the RMS database. A feature of work is associated with multiple pay activities. However, each pay activity (see subparagraph "Pay Activity Data" of paragraph "Finances") will only be linked to a single feature of work.

1.7.3.8 Hazard Analysis

Use RMS CM to develop a hazard analysis for each feature of work included in the CQC Plan. The Activity Hazard Analysis will include information required by EM 385-1-1, paragraph 01.A.13.

1.7.4 Submittal Management

The Government will provide the initial submittal register in electronic format. Thereafter, maintain a complete list of submittals, including completion of data columns. Dates when submittals are received and returned by the Government will be included. Use RMS CM to track and transmit submittals.
