QUESTIONS AND ANSWERS

Question 0001-01: Can the proposal be submitted via email or by mail? If email is permitted, please provide the appropriate email address.

Response 0001-01: If submitting electronically please only submit to bradley.d.leavitt@usace.army.mil

Question 0001-02: There are no proposal page limits or proposal structure requirements within the RFP. Are we permitted to devise our own proposal structure?

Response 0001-02: Proposal page limit is not to exceed 4 pages. Complete the schedule and in addition provide breakdown of cost per tasks in the Statement of work. Also include personnel resumes performing those tasks. Resumes are not counted toward page count.

Question 0001-03: Was there an incumbent for this project and if so, who was it?

Response 0001-03: Wood Canyon Group held the last contract which was a single year with four one year options.

Question 0001-04: There are old dates listed within the solicitation regarding the period of performance and schedule of activities. Can you provide an updated schedule?

Response 0001-04: Due to the impending deadline for the Tier II report, the Government will adjust the 2013 Tier II effort for support for the next reporting period. Please see revised scope of work.

Question 0001-05: Is there a budget limit that we are expected to stay within as we develop our proposal?

Response 0001-05: The magnitude for this purchase order is under the simplified acquisition threshold.

Question 0001-06: Are you looking for just a lump sum quote on page 2? Do you require separate quote for Tier 2 and TRI reporting? If it requires a more in depth proposal, please provide what you would want include.

mailto:bradley.d.leavitt@usace.army.mil

Response 0001-06: Please organize your proposal based on tasks, then include personnel needed to accomplish those tasks.

Question 0001-07: Can you provide a list or number of chemicals, especially EHS, on the facility?

Response 0001-07: The 2013 Tier II report will be available for Contractor review and use to develop the 2014 Tier II report. Also, the 2012 TRI will be made available for Contractor use for the 2013 TRI report development. This is the only information that will be provided.

Question 0001-08: This is a pretty quick deadline, please provide what information you have from 2012 submittal. There are some changes from in the program that needs to be incorporated so it would be helpful.

Response 0001-08: Due to the impending deadline for the Tier II reports, the Government will adjust the 2013 Tier II effort for support for the next reporting period. The 1 March 2014 deadline no longer applies. Please see revised scope of work.

Question 0001-09: How long will it will take to award the contract?

Response 0001-09: The Contract is anticipated to be awarded by 15 March 2014.

Please note the schedule change in the revised scope of work.

Question 0001-10: Section 5.0 states, EPCRA Tier II reports are due 3/1/2014. This due date is prior to the proposal deadline of 3/7/2014. Also, based on information provided in the Solicitation, it appears there is an estimate of 104 buildings (+/- 10 buildings) so the likelihood of completing the Tier II reports would take ~ a couple of hundred man hours to complete (a rough estimate at this point). Will the solicitation be revised to reflect a realistic due date for the Tier II reports?

Response 0001-10: Due to the impending deadline for the Tier II reports, the Government will adjust the 2013 Tier II effort for support for the next reporting period. The 1 March 2014 deadline no longer applies. Please see revised scope of work.

Question 0001-11: Section 3.6 of the SOW states “The Contractor shall complete and submit draft Form R’s for Fort Wainwright’s main post, contiguous training ranges and non-contiguous training ranges, as determined by the technical memorandum detailing the post’s reporting requirements and Army guidance. These shall be submitted to the Government for review and comment by 1 May 2014.”

Are the “technical memorandum detailing the post’s reporting requirements and Army guidance” available for our review at this time? Will the accumulation of data required for Form R reporting be collected by the selected contractor or others?

Response 0001-11: The 2012 TRI will be made available for Contractor’s use for the 2013 TRI report development. Besides coordination/consultation with the Installation, this is the only information that will be provided.

Emergency Planning and Community Right-to-Know

Tier II and Toxic Inventory Release Reports Fort Wainwright, Fairbanks, Alaska

Alaska District, U. S. Army Corps of Engineers

24 February 2014

1.0 Introduction

The Emergency Planning and Community Right-to-Know Act (EPCRA) was established to provide the public with information regarding hazardous chemicals in their communities, to enhance community awareness of chemical hazards, and to facilitate the development of State and local emergency response.

Extremely Hazardous Substances (EHS) and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) chemicals present above Reportable Quantities (RQ) or Threshold Planning Quantities (TPQ) are subject to reporting under Section 302 of EPCRA. The State of Alaska also requires municipalities to report hazardous substances under Alaska Statute Section 29.39.500.

All organizations and units on Fort Wainwright are directed to complete an inventory of all hazardous materials used to support their missions and to attach Material Safety Data Sheets (MSDS) for each material listed on the survey form. To comply with federal and state community right-to-know regulations, the named Army posts and facilities are required to submit a Tier II report of all hazardous materials used or stored equal or greater to RQ or TPQ to the State Emergency Planning Committee (SERC), the Local Emergency Planning Committee (LERC), and post fire departments. EPCRA Tier II forms are standardized forms established to report these hazardous materials. The Tier II reports compile the Tier II forms for each respective post.

Section 313 of EPCRA established the Toxics Release Inventory. TRI tracks the management of certain toxic chemicals that pose a threat to human health and the environment. Facilities in different industry sectors must annually report how much of each chemical they managed through recycling, energy recovery, treatment and environmental releases. TRI reporting forms must be submitted to EPA, and cover any environmental release and other management issues of toxic chemicals that occurred during the previous calendar year.

The information submitted by facilities is compiled in the Toxics Release Inventory and made available to the public through the TRI website: www.epa.gov/tri. TRI helps support informed decision-making by industry, government, non-governmental organizations and the public.

2.0 Objective

The objective of this scope of work is to generate annual EPCRA Tier II and TRI reports for Fort Wainwright. EPCRA reports for Fort Wainwright have been completed for 1990 through 2012.
