FUNCTIONAL ASSESSMENT METHODOLOGY
Solicitation Number W911KB-10 T-0024 Revised March 10, 2010
Introduction
The Alaska District U.S. Army Corps of Engineers (Corps) is initiating a multi-year watershed study for the Matanuska- Susitna Rivers with the Matanuska-Susitna Borough (MSB).
Alaska District is taking the lead and acting as an umbrella organization in creating a watershed planning tool and central library that can be used to make future decisions regarding development and other activities in the watershed. A part of this effort is to map the various wetlands within the MSB.
In addition to mapping the wetlands, the District has identified a need to determine the functions of wetlands within the Mat-Su watershed. Currently there is no existing methodology developed for the Mat-Su area for wetland functions. A multi-agency technical team has been working on identifying various modeling methodologies. No one methodology currently fills the needs of all wetlands types in the MSB, therefore the technical team has determined that a new methodology must be created.
The Corps, through its designated contractor, will develop an adapted functional assessment methodology and integrate it with a classification system of aquatic habitats. This will be an integrated process with agency personnel for the selection of appropriate functional processes, parameters, and variables. This objective will require inter-comparability of classification schemes for wetlands, specifically slope/flat and riverine systems, and their primary receiving waters.
Methods will be clear enough to produce similar results from multiple users. Wetlands that are isolated from receiving waters will not fall under the scope of this project.
The contractor will produce a functional assessment methodology specific for application within the Matanuska-Susitna Borough. The functional assessment methodology will be developed by working with a technical committee composed of specialists from applicable state and federal resource agency staff. It is expected that this task will require several drafts of the methodology to be produced, reviewed by the inter-agency technical committee members, and modified based on review comments. Draft versions of the methodologies, to include field data sheets, may be submitted via electronic format to the Corps study manager. The contractor will prepare ten (10) hard copies of the final methodologies in addition to an electronic version. Up to 6 drafts of the methodology will be completed by the contractor as follows:
Initial Draft Intermediate Draft Revised Intermediate Draft Draft of Final Pre-public Final Final
In addition, the contractor will provide a summary on data needs, data gaps, other methodologies as identified by the technical committee necessary for the further refinement of the assessment methodology. The contractor and the technical committee will develop a list of recommendations to the Corps for the next steps with the MSB for the Watershed Study.
The contractor will develop the functional assessment methods through completion of the following tasks.
Task Schedule Task Schedule Kick off Meeting NTP + 5 Initial Draft Methodologies NTP + 90 Intermediate Draft Methodologies NTP + 150 Revised Intermediate Methodologies NTP + 300 Draft of Final Methodologies NTP + 420 Pre-Public Final Methodologies NTP + 600 Final Methodologies NTP + 720
Government Provided Documents
TBD
Task 1. Kickoff Meeting
The government and contractor key personnel will hold a 2-hour meeting in a location TBD to discuss the scope and deliverables for this task.
Deliverable: Summary document of process and schedule developed through the meeting between the Corps and the contractor.
Schedule: The kick-off meeting will be completed within 5 days of receiving the notice to proceed and is anticipated to occur prior to May 1, 2010.
Task 2. Initial Draft Methodologies
The contractor will develop a working group composed of agency personnel that will be committed to work on the development of the assessment methodology. The contractor project manager will be the main point of contact for the technical committee. Main duties will include organizing and facilitating all inter-agency technical committee meetings.
It is expected that there will be 10 meetings or less to accomplish this task. As such, the contactor will designate at least one and not more than three wetlands specialists with experience in modeling and functional assessment methodologies who also have demonstrated specialized experience within the MSB. As the facilitator of the technical committee, the contractor will guide input on data needs, data gaps, other methodologies, and general technical support related to wetlands, wetlands delineations, and wetlands functions. After each meeting the contractor will summarize and disseminate information to the technical committee.
Development of the initial draft methodology will begin by summarizing decisions made at previous meetings on applicable methodology, parameters, and site selection. This summary will be modified into an outline of the initial draft methodology through technical committee meetings conducted in both office and field settings. Field committee meetings will allow resource professionals to develop draft parameter descriptions and scoring using actual wetland locations. In addition, the contractor will review and incorporate information from other published methodologies, literature, and/or wetland professionals.
The contractor also will assist with the wetland classification and mapping process currently underway. This will allow the contractor to identify sites for initial implementation, determine where these two processes overlap, and how data from the mapping effort can best be integrated into the assessment methodology.
Deliverable: Initial draft methodology.
Schedule: May 1, 2010 through August 1, 2010.
Task 3. Intermediate Draft Methodologies
The intermediate revised methodology will be developed by the contractor working with the technical committee. The contractor and committee will identify historic or active projects or data that can be used to answer some of the information needs. The methodology will be revised through incorporating this information into the scoring system so that scoring values can be linked to field study and mapping results previously completed. The contractor will develop field reporting forms that will outline the variables and succinctly define the field scoring criteria.
The contractor will begin to develop a wetland assessment based upon social values, as recommended through previous meetings, in addition to a functional assessment based upon hydrogeomorphic processes. These social values include areas important for recreation, scenic quality, quiet areas, trails, wildlife viewing, or with unique wildlife habitat (i.e. Palmer Hayflats). The assessment based on social values will be developed in cooperation with the MSB, the Nature Conservancy, Great Land Trust, resource agencies, and other government and non-governmental organizations.
Deliverable: Intermediate draft methodology that incorporates existing field and mapping data into the previous draft, identifies the next steps, refines the information needs, and includes an draft assessment of social values.
Schedule: August 2010 through October 2010.
Task 4. Revised Intermediate Methodologies
The contractor with the technical committee will organize and format the intermediate draft methodologies into a revised document which will be a working draft in a form suitable for field testing. The document will contain all of the parameters, variables, and variable descriptions. The revised intermediate methodologies will contain draft field data sheets and details on the implementation of the assessment methods.
The contractor will continue to work with groups to develop and refine the wetland assessment based upon social values.
Deliverable: Revised Intermediate Methodologies as a working draft of the final document in a form ready for field testing.
Schedule: October 1, 2010 through March 1, 2011.
Task 5. Draft of Final Methodologies
The contractor will implement the adapted functional assessment developed at selected sites. This task will test the application of the assessment methods and the usefulness of field data sheets and guidance. Group implementation using an inter-agency team of technical specialists will allow for discussion of the understanding and ranking of variables.
Feedback from the initial implementation will be used to modify and clarify the assessment methods. Implementation will also be used to investigate the precision of variable ranking among investigators.
The contractor will work with the technical committee and other agency personnel, as needed, to coordinate the initial application of the assessment methods on a subset of wetlands within the Matanuska-Susitna Watershed. Based on agency input, a number of sites not less than twenty (20) and not more than twenty five (25) will be selected to complete an on-site assessment. In addition to providing initial assessment results, the contractor will use field visits to identify problems in the methodology, check for precision in scoring of site variables, and to update field guidance books and data collection forms.
Comparisons between variable numeric scores and quantitative sampling results among wetland types and degree of wetland impairment will be used to calibrate parameter variables and aid in the refinement of the assessment methodology.
Functional assessment models use ranked site variables to produce a numeric score. Regression analysis will be used to compare the qualitative functional assessment scores with the quantitative sampling results. If there is a significant difference between observed and measured results, then multipliers will be built into the model to compensate for the difference.
Field measures of quantifiable parameters will be used to evaluate the accuracy of assessment models. The quantifiable parameters will be based upon the hydrologic, biogeochemical, and biological functions to be modeled by the assessment methods. Sample sites will be selected based on the geomorphic landscape position and in relation to the receiving waters.
Receiving waters will also be sampled for comparative data analysis. Initial parameters may include phosphorous, nitrogen, pH, dissolved oxygen, conductivity, dissolved organic carbon, the relationship between base flow and storm flow, and average surface water depth. Other parameters could include piezometric data and anion/cation exchange.
Quantitative data will be collected for the purpose of calibration on a subset of at least ten (10) wetland sites. Five (5) of the ten (10) sites will be classified as slope/flat and the remaining five will be classified as riverine. Sites will be chosen based on HGM type, associated receiving waters, accessibility, and current state of impact. For each type, the contractor will try to select a wetland considered “pristine” and one “highly impacted” with varying degrees of impact represented in the sample pool. Ideally, the selected wetlands will not be directly connected but may be connected via receiving waters.
Deliverable: Draft of Final Methodologies
Schedule: .May 1, 2011 through July 1, 2011
Task 6. Pre-Public Final Methodologies The Pre-Public Final Methodologies will be developed by incorporating information obtained through the field application. The contractor will solicit feedback from the technical committee regarding the application of the assessment methods. The contractor, in cooperation with the technical committee will make any necessary modifications to the methods. The results of any field data collection conducted will be evaluated and used to adjust scoring as necessary.
Members of the technical committee will distribute the draft document within their respective agencies to obtain additional peer review and comments.
Deliverable: Pre-Public Final Methodologies.
Schedule: . July 1, 2011 through January 1, 2012.
Task 7. Final Methodologies
The final methodologies will be produced by addressing public and agency comments. The contractor will keep a record of all comments received and how they were addressed. If the comment resulted in a change in the document, this will be recorded. If the comment did not result in modification of the methodology, justification for this decision will be provided. The final methodology will be a detailed document defining the project objectives and background information.
The process used to develop the methodology along with the scientific basis will be described. All of the parameters, variables, variable descriptions, and scoring mechanisms for the assessment methods will be described in detail. The document will contain a section describing the social assessment, background, methods, and application. Appendices will contain field data and scoring forms.
Deliverable: Final Methodologies.
Schedule: January 1, 2012 through May 1, 2012.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
