SCOPE OF WORK
MATANUSKA-SUSITNA WETLANDS
FUNCTIONAL ASSESSMENT
Solicitation Number W911KB-08 T-0032
Revised March 11, 2010
Introduction
The Alaska District U.S. Army Corps of Engineers (Corps) is conducting a multi-year watershed study for the Matanuska-Susitna Rivers with the Matanuska-Susitna Borough (Borough).
Alaska District is acting as an umbrella organization in creating a watershed planning tool and central library that can be used to make future decisions regarding development and other activities in the watershed. A part of this effort is to map the various wetlands within the Borough.
In addition to mapping the wetlands, the District has identified a need to develop a functional assessment of the newly mapped wetlands within the Mat-Su watershed. Currently there is no existing assessment protocol developed for the Mat-Su area for wetland functions. A multi-agency technical team has been working on identifying various assessment protocols.
No one protocol currently fills the needs of all wetlands types in the Borough, therefore the technical team has determined that a new protocol must be created using best professional judgment while combining elements of existing assessments.
The Corps, through its designated contractor, will develop an adapted functional assessment protocol and use the protocol to score all wetlands currently mapped by Mike Gracz in the Borough. This will be an integrated process with the existing technical working committee for the selection of an appropriate functional assessment questionnaire. Methods and rationale will be clear enough to produce similar results from multiple users.
The contractor will produce a functional assessment protocol specific for application within the Borough. The functional assessment protocol will be developed by working with the technical committee composed of specialists from applicable state and federal and non-governmental resource agency staff. It is expected that this task will be an interative process requiring close coordination and face-to-face communication with the technical working committee members.
Once the protocol has been developed, it will be applied to all the newly mapped wetlands using the best professional judgement of the technical committee. A wetland shapefile will be attributed with the scores developed by the application of the protocol. The goal is to use the scores as a planning tool for the Borough to guide development and planning decisions.
The contractor will prepare five (5) hard copies of the final protocol which will document the rationale used while developing the protocol including a narrative report on each wetland/complex scored. In addition, a spreadsheet of the wetland scores and an attributed shapefile will be provided.
Approximately 700 wetland polygons are mapped, and all will receive separate scores, however, it is anticipated that many wetland polygons will be lumped into wetland complexes in order to appropriately and efficiently apply the assessment protocol. A wetland complex would consist of a number of contiguous wetland polygons; the large peatland complex around Aurora Dog Mushers land is an example.
The contractor will develop the functional assessment through completion of the following tasks.

Government Provided Documents
TBD
Task 1. Kickoff Meeting
The government and contractor key personnel will hold a 2-hour meeting in a location TBD to discuss the scope and deliverables for this task.
Deliverable: Summary document of process and schedule developed through the meeting between the Corps and the contractor.
Schedule: The kick-off meeting will be completed within 5 days of receiving the notice to proceed and is anticipated to occur prior to May 1, 2010.
Task 2. Initial Draft Protocol
The contractor will convene the existing working group that will be committed to work on the development of the assessment protocol. The protocol will be used to score all wetlands currently mapped in the Borough. The contractor project manager will be the main point of contact for the technical committee. Main duties will include organizing and facilitating all technical working committee meetings. It is expected that there will be 10 meetings or less to accomplish this task. As such, the contactor will designate at least one wetland scientist and one GIS specialist with experience in modeling and functional assessment protocols who also have demonstrated specialized experience within the Borough. As the facilitator of the technical committee, the contractor will guide development of a defensible best professional judgment-based wetland assessment protocols. After each meeting the contractor will summarize and disseminate information to the technical working committee.
Development of the initial draft protocol will begin by summarizing decisions made at previous wetland technical group meetings. This summary will be modified into an outline of the initial draft protocol through the best professional judgement of the technical committee. In addition, the contractor will review and incorporate information from other published methodologies, literature, and/or wetland professionals. It is anticipated that the protocol will assign scores to each wetland using the newly mapped classification, GIS, discussion and other tools in an office setting, realizing that some field visits may be desirable. The wetland classification was developed in order to be predictive of wetland function. The contractor also will work closely with Mike Gracz, Kenai Watershed Forum, to understand and utilize the wetland maps that have been created for this initial effort.
Deliverable: Meeting minutes and initial draft protocol
Schedule: May 1, 2010 through December 31, 2010.
Task 3. Final Protocol & Rationale
The final protocol and rationale document will be developed by the contractor working with the technical committee. The document will include the assessment questionnaire and the rationale for its development and the rationale for the scoring structure. Additionally, it will provide source references including references to the scientific literature.
Deliverable: Final Protocol and rationale document
Schedule: Jan 1, 2011 through Feb 15, 2011.
Task 4. Protocol Scoring
Using best professional judgment, the contractor will work with the technical committee to score each wetland polygon and wetland complex. The contractor may want to divide the larger committee in sub-committee working groups that specialize in the variables chosen.
(ie. Hydrologist working group) Depending on the assessment question, the contractor may want to score all polygons within a wetland complex together, or apply some scores to certain wetland classes as a whole.
Deliverable: Scored spreadsheet and shapefile.
Schedule: Feb 16, 2011 through May 1, 2011
Task 5. Draft Narrative
The contractor will document the rationale for applying the scores to each wetland and complex or class. It will include a short narrative describing each wetland and complex and highlight particularly high or low scoring functions for each. This would include recommendations for wetlands management and protection activities to guide development and build on this effort. .
Deliverable: A word document describing above task.
Schedule: May 2, 2011 through October 1, 2011
Task 6. Final Protocol and Rationale Document
A 30-day agency and public review comment period will be established. The final protocols and recommendations will be produced by addressing those public and agency comments.
The contractor will keep a record of all comments received and how they were addressed. If comments resulted in a change in the document, this will be recorded. If the comments did not result in modification of the document, justification for this decision will be provided.
The final document will include the project objectives, background information, the process used to develop the protocol along with the scientific basis for the protocol.
Deliverable: Final Reports and all associated files.
Schedule: October 2, 2011 through May 1, 2012
This contract will include an option year after Task 4 beginning on or before “date”.
