Project Concepts
Project Concept: Remote
Seven culverts that provide drainage for access roads on land owned by the federal government have become impassable by fish and are impeding migrating salmon.
The contractor shall review existing reports and correspondence to prepare a Perched Culvert Correction Work Plan. The Work Plan shall describe the Contractor's approach in sufficient detail to allow for a complete discussion of the performance of the required work. FishXing, a free USFWS modeling program, shall be used to develop the approach to resetting, replacing, or otherwise correcting perched culverts (stream ford) to allow for natural passage of anadromous fish species.
After review and approval by the Government, the Contractor shall perform all work in accordance with the approved work plan. No work shall occur until the Government has approved the Work Plan in writing.
Fish life cycles shall be considered when scheduling the work to minimize impacts to spawning and juvenile fish. Site access, including use of a landing craft at the beach, is gained through U.S. Fish and Wildlife Service refuge property.
Various permits and coordination with multiple state and federal agencies is required to perform this work:
A small cove on the northwest side of the site is listed as eligible on the National Register of Historical Places. Artifacts have been found, including slate tools and gravel-tempered pottery.
Upon completion of the required field work, the Contractor shall prepare a Perched Culvert Correction Report to address culvert correction activities. This report shall be a succinct narrative of activities accompanied by as-built drawings. The Government will review and provide comments on the draft deliverables. The final report will incorporate all review comments.
Project Concept: Federal Facility Renovation and Addition
The existing Chena Project office, consisting of an office and attached shop area, was completed in September, 1988. The Project office is a generically designed building, constructed and operated in a sub-arctic climate. While the building has provided a working level of service over the past twenty years, its design has been inadequate for receiving the public and is responsible for astronomical annual energy costs.
The goal of modernizing the Chena Project office is to improve and transform the existing building into a structure that is can meet current and future operational needs, is visually interesting, energy efficient and environmentally friendly. The contractor will be required to utilize green construction approaches and materials throughout the design/construction process so that the customer and taxpayer will realize the maximum benefit of an environmentally friendly design. Design and construction costs shall be evaluated and selected by the potential economic and environmental benefits to be realized over the useful life of the building. All new construction must also be visually and structurally compatible with the existing building to the maximum extent possible, especially in terms of shape, proportion and transitional areas.
This modernization project can be separated into three components: new construction, remodel construction, and energy upgrades. The contractor will be expected to use an integrated approach to complete all work by the completion date with the least impact to daily project operations.
New Construction: New construction shall include an addition to the east side of the existing Chena Project office which will add approximately 2250 square feet (37.5’ x 60’) of new construction (public addition) to the east side of the existing office, containing space for an entrance foyer, receiving visitors, meetings, exhibits, interpretive presentations, and conference area. The Contractor will maximize exposure of the timber framing/rafters/trusses and vaulted ceiling in the public addition. The ceiling shall be finished with local birch or poplar wood. This addition shall be fully compliant with the Americans with Disabilities Act (ADA).
Remodel Construction: The existing facility will be undergo a major renovated to improve the function of the office (administrative) space and maintenance area as well as update of all building systems (power, heat, communications, IT, etc.) It will incorporate a kitchen area, restrooms, and conference room to include systems furniture, kitchen appliances, lighting, wall treatments, painting and flooring. The exterior of the building will complement the new construction. Asphalt parking area east of building will be expanded to accommodate visitor parking for a minimum of 12 passenger vehicles and two motor homes.
Energy Efficiency Improvements: Energy efficiency upgrades will be incorporated into all new and remodel construction activities. Wherever possible, optimal use of environmentally friendly/green building practices will be used to reduce total energy costs and adverse environmental impacts.
Replacement windows, passive solar design, increased insulation, radiant heating, energy efficient lighting are expected, but the designer should propose innovative cost effective solutions to the design.
Miscellaneous Considerations: The Chena Project Office must remain open and operational during the modernization activities. This will be the responsibility of the contractor. The contractor shall provide temporary office space and utilities while work is in progress.
Concept Project – Remote Mooring Points
The Contractor shall provide all labor, equipment, supplies, materials, and supervision necessary to install three pile-driven, below ground mooring points to be used at a barge landing site on land owned by the local community. Mooring points shall be installed in accordance with government furnished drawings and specification.
Docking-facilities are not available; however the current barge landing is available for cargo off-loading.
The airport is currently being relocated; float planes can land on the river. No staging area will be provided.
The Contactor shall make all arrangements with local interests for a staging area as necessary to perform the required work.
The Contractor shall prepare a work plan that describes the proposed approach, safety, environmental protection, and quality control procedures in sufficient detail to allow for a complete discussion of the performance of the required work. After review and approval by the Government, the Contractor shall perform all work in accordance with the approved work plan. No work shall occur until the Government has approved the Work Plan in writing. The Contractor shall coordinate the construction schedule and activities with the local community to ensure that encroachment on nearby private property does not occur.
