About this file

This document contains a series of Questions and Answers (Q&A) related to Refueling Maintenance Truck (RMT) units, likely for a military contract. The Q&A addresses several key details about the RMT units, including their current status, refurbishment requirements, and foam specifications. Specifically, the government confirms that the RMT units are currently empty, can be removed from Fort Hood for refurbishment, and will require Synthetic Flourine-Free Foam (SFFF) for filling. The manufacturer (Fire Combat) has recommended and approved SFFF, which is described as environmentally friendly. Additional requirements include proportioner testing to verify the correct foam concentrate and water mixture prior to final certification.

QUESTIONS FROM THE INDUSTRY

Q1. Are the RMT units full or empty?

A1. Empty

Q2. If the RMT units are full, will it be the contractor’s responsibility to dispose of existing foam?

A2. No. Tanks are empty.

Q3. Will the contractor need to do any rinsing of the RMT units?

A3. No. To test them, they will have to be filled with water.

Q4. Is there an SDS for the contents of the RMT? AFFF requires disposal in accordance with Interim DoD guidance dated 1 July 2023 if it contains PFAS containing material.

A4. The RMTs are empty.

Q5. The PWS requests Synthetic Flourine-Free Foam (SFFF) solution. The only manufacturer approved pre-mix foam types are Class A foams that are not considered SFFF. Can the government clarify what foam will be required and do the government require enough for a single fill per RMT unit?

A5. The manufacturer (Fire Combat) recommended and approved SFFF to fill the tanks. SFFF is environmentally friendly. We will require enough SFFF to fill the tanks.

Q6. Can the RMT units be removed out of Fort Hood for refurbishment?

A6. Yes

Q7. Is proportioner testing required prior to final certification?

A7. Yes, this will verify that the foam concentrate and water mixture is correct.
