The buses will transport soldiers between Fort Irwin and YERMO rail yard for administrative purposes only.
The related solicitation indicates this is a 100% Small Business Set-Aside with NAICS code 532120 and a size standard of $47 million. The period of performance is March 12, 2025 to April 25, 2025, with a place of performance at Fort Irwin, CA. Questions are due by February 28, 2025 at 11:00 AM CT, and quotes are due March 4, 2025 at 11:00 AM CT. The contracting agency is the Army Materiel Command Mission and Installation Contracting Command at Fort Hood, and the government intends to award a Firm-Fixed-Price contract without discussions.

Q&A for W91151-25-Q-A010 Busses Q1. Can the government modify the requirement to allow contractor-provided drivers?
(Since all available vendors operate this way, this would open the bidding process to more compliant companies) A1. We are seeking for the equipment only, as we will provide licensed drivers to drive the buses. With this we are not required to incur additional costs associated with operators.
Q2. Would the government consider an exception for this solicitation, allowing a fully serviced bus rental with drivers? (This could help prevent contract non-fulfillment due to industry restrictions) A2. We are seeking for the equipment only, as we will provide licensed drivers to drive the buses. With this we are not required to incur additional costs associated with operators.
Q3. If self-driven buses are a strict requirement, does the government have any pre-approved vendors or alternative solutions that could meet this need? (If there is a known vendor who meets this requirement, I would appreciate any guidance) A3. This requirement is being competed on SAM.gov and/or the Unison Marketplace to maximize competition. Please refer to the details posted in the solicitation for additional details. Publicly available information concerning future and past contracts may be available on SAM.gov.
Q4. For the above referenced solicitation, would you consider either used commercial buses (white school buses) or new cutaway style shuttle buses?
A4. Busses meeting the specifications outlined in the solicitation will be considered. The supported unit prefers the Commercial White School Bus, as they will only be used to transport soldiers to and from YERMO from Ft Irwin.
Q5. REDACTED is preparing to submit a bid for Notice ID W91151-25-Q-A010 and would like to confirm whether it would be acceptable to provide a 36-pax bus instead of a 44-pax bus as specified by the solicitation?
44-pax buses are less common and we wanted to confirm if a smaller bus might be acceptable. Please let us know if this substitute would be acceptable.
A5. The requirement establishes a need for 44-pax busses as defined by the supported unit. Busses meeting the specifications outlined in the solicitation will be considered
Q6. Is the contractor responsible for supplying the drivers?
A6. No, The military will have licensed Bus Drivers from each unit assigned as the designated bus driver.
Q7. If the contractor is not supplying the drivers, will the Government provide the licenses of the government drivers.
A7. The Government manages military licensing through a consolidated data base of Soldier training and certifications, governed by the unit’s applicable Standard Operating Procedures and applicable Army and local Regulations. The supported unit may provide records after contract award when the period of performance begins.
Q8. Will the buses be driven off base?
A8. Yes. The vehicles will be used to conduct official business between Fort Irwin and YERMO (rail yard) consisting of non-tactical (administrative only) Soldier transportation to facilitate shipping and receiving at the railyard.
