About this file
This document is a Questions and Answers (Q&A) file for Solicitation W91151-25-Q-0024 regarding Material Handling Equipment (MHE) Redeployment for DIVARTY/HHBN. The Q&A addresses four key clarification points from potential industry vendors: (1) vehicle specifications require a semi-truck with gooseneck trailer capable of performing US Army Light Equipment Transporter System tasks, not a standard pickup truck; (2) forklifts will primarily operate on cement/asphalt surfaces with minimal gravel traversal; (3) no height restrictions exist at loading/unloading sites; and (4) the place of performance and delivery is Fort Cavazos, TX, with loading and unloading occurring on base. These responses provide critical technical and operational details to help potential contractors understand the specific equipment and performance requirements for the upcoming material handling equipment redeployment contract.

DIVARTY/HHBN MATERIAL HANDLING EQUIPMENT (MHE) REDEPLOYMENT
QUESTIONS FROM THE INDUSTRY
1. Question: Clarification on Removable Goose Neck (RGN) Light Trucks with Operators. What constitute a “Light Truck”? Something like a 1/2ton or larger pick up truck? Is this what is needed or a pickup with a gooseneck trailer that can be attach and detach from the truck itself?
1. Answer: Not a pick-up truck. Unit requires Semi-truck with gooseneck trailer. The systems need to be able to perform the payload tasks of the US Army Light Equipment Transporter Systems (LET).
2. Question: Are the forklifts going to be operated on gravel or asphalt/cement?
2. Answer: Primary “hard ball” surfaces (cement/asphalt). There is some gravel they may traverse; however, it is very limited.
3. Question: Are there going to be any height restrictions at any of the loading and unloading sites?
3. Answer: No. There is no known height restriction.
4. Question: Where does the start point for delivery?
4. Answer: Place of Performance/delivery is Fort Cavazos, TX. Loading and unloading will be on base.
