SITE VISIT

1. The Government will hold a site visit on Thursday, 04 August 2022 beginning at 2:00pm PDT. Attendees will meet at Bldg 5183 N. Division St. JBLM Lewis Main, Washington, 98433-9500 outside the main entrance facing N.

Division St. Attendance is at the offeror’s expense.

2. All interested firms may attend with a limit of three (3) attendees per firm. Please submit, in writing, the names of attendees and any questions they may have in advance by e-mail to listed in Para 3. below no later than 1200 hrs

PDT Tuesday, 02 August 2022.

4. Washington State’s mandate for indoor mask wear ended on 12 March 2022. However, JBLM must follow DoD’s

Updated Guidance for Mask and Screening Testing for all Department of Defense Installations and Other Facilities;

dated 01MAR22. In this Under Secretary of Defense Memorandum, mask wear on DoD Installation is based on the

CDC COVID-19 Community Levels by County (Check community level here:

https://www.cdc.gov/coronavirus/2019-ncov/your-health/covid-by-county.html)

Pierce County COVID-19 Community Level is LOW and WA State ended the requirement for mandatory mask wear indoors effective 11 MAR. IAW both State and CDC guidance, mask wear is optional on JBLM, unless Pierce

County returns to HIGH COVID-19 Community Levels:

• When CDC COVID-19 Community Level for Pierce County rises to HIGH—indoor mask wearing will be required for vaccinated and unvaccinated, weekly screening tests for unvaccinated personnel is required for access to DoD facilities

• When CDC COVID-19 Community Level for Pierce County is MEDIUM —indoor mask wearing is not required for vaccinated or unvaccinated IAW CDC recommendations, weekly screening tests for unvaccinated personnel required for access to DoD facilities.

• When CDC COVID-19 Community Level for Pierce County drops to LOW — indoor mask wearing will not be required for vaccinated or unvaccinated IAW CDC recommendations, screening testing for unvaccinated personnel not required for access to DoD facilities o NOTE: Updated masking guidance does not apply to Madigan or other MTFs. Mask wear continues to be required when presenting for medical care. Regardless of CDC COVID-19 Community Level all personnel can choose to continue masking on an individual basis.

Current Pierce County COVID-19 Community Levels are updated by the CDC weekly, accordingly masking policies are subject to change.

4. Offerors are urged and expected to inspect the site where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable, and to attend the pre-proposal conference. The purpose of this site visit and the conference is to eliminate any possible misunderstandings of the terms of the solicitation. Remarks and explanations at the conference shall not qualify the terms of the solicitation and specifications. Unless the solicitation is amended in writing, it will remain unchanged.

5. In no event shall failure to inspect the site constitute grounds for a claim or adjustment after contract award.

6. To gain access to JBLM-Main and JBLM-North, if you do not have a contractor’s badge, you must obtain a visitor’s pass from the Visitor’s Center immediately outside the JBLM-Main (Liberty Gate). Take exit 120 off

Interstate 5 and proceed toward the Liberty Gate. Just prior to the Liberty gate, turn right into the Visitor’s Center parking lot. At the Visitor’s Center service window, state that you need a one (1)-day pass to attend a meeting at the

Mission and Installation Contracting Command. For a one (1)-day pass, no prior arrangements are necessary and have not been made. Allow plenty of time to process through the Visitor’s Center because it can be busy. To obtain the vehicle pass, the driver of the vehicle must present a valid driver’s license with picture, proof of current vehicle insurance, and valid vehicle registration. All passengers in the vehicle must also enter the Visitor’s Center and present a photo ID. Each passenger’s name will be entered on the vehicle pass in addition to the driver’s name. At the Liberty gate entrance, guard personnel will check the vehicle pass along with the photo IDs of the driver and all passengers.

7. If no RSVPs are received, the site visit/pre-proposal conference will be canceled. No amendment to the solicitation will be posted. No other site visits or pre-proposal conferences will be scheduled or authorized.
