RFI QUESTIONS

RFI Questions W91151-20-B-0009 Answered Site Visit 8 June 2020

1. Will new construction documents be issued to remove the “specification blockers/sole source features” listed under the schedule which will result in backdoor sole sourcing against DPW protocol and Federal Acquisition Regulation guidelines?

See revised drawings dated Feb, 2020.

2. Will new construction documents be issued as per the Directorate of Public Works, Fort Hood, Texas, which will remove sole sourcing specification blockers such as “439 stainless steel”, 15:1 Turndown, and “Contact Shane Smith with Texas Air Systems for Pricing:512-656-7733” & dimensions 90”x35”x80” ?

3. Will you allow a superior 304SS stainless steel firetubes in lieu of the less expensive/cheaper 439 stainless steel as 304SS is more Cathodic and chemical resistant as it has a higher nickel content?

No preference. Heat exchanger shall meet and exceed the specs and scheduled boiler performance.

4. Is the Lochinvar CREST FBN6001 acceptable as it is the closest comparison boiler on the planet compared to the Aerco Benchmark?

Any brand that will meet or exceed the Specs and scheduled boiler performance is acceptable.

5. Since Aerco doesn’t make a true 6 million BTU/HR boiler(they have to put 2 heat exchangers inside of one cabinet to reach this size), wouldn’t it be preferable to use the Lochinvar CREST which does offer a true 6 million BTU/Hr boiler with a single heat exchanger?

No preference. Any brand that will meet or exceed the Specs and scheduled boiler performance is acceptable.

6. Will the bid date be delayed as the construction documents produced did not follow Ft Hood DPW protocol for sole sourcing?

No sole source equipment is being requested or required by Government.

7. Please advise three manufacturers you are accepting to ensure competitive bidding:

☐ Lochinvar CREST FBN6001 (Oslin Nation) w/316SS Heat Exchanger & 10:1 Turndown (78”H x 50”W x 103”D)

☐ RBI Flexcore CK6000 (GOES Heating Systems) w/316SS Heat Exchanger (80”H x 34”W x 110”D)

☐ Viessman CA3B 6.0 (GOES Heating Systems) w/316TISS Heat Exchanger (84”H x 39.5”W x 136”D)

☐ Fulton Endura+ EDR+6000 (Neal & Associates) w/316SS Heat Exchanger (79”H x 34”W x 117”D)

☐ Cleaver Brooks ClearFire-LC CFLC-6000 (C-B Sales) w/Duplex SS (106”H x 58”W x 126”D)

☐ Other:__________________________________________________________________________ No preference. Any brand that will meet or exceed the Specs and scheduled boiler performance is acceptable.

Is there any reason or data to back the requirement for the boilers to include a heat exchanger made ONLY from 439 stainless steel?

See revised drawings dated Feb, 2020.

8. Compared to 439 SS, there are other SS alloys (e.g 316Ti titanium stabilized SS) that meet and exceed the corrosion resistance and thermal properties at elevated temperatures.

316Ti titanium stabilized SS heat exchanger is acceptable by the government.

9. To require a 439 SS heat exchanger is tantamount to single-sourcing only one (1) boiler manufacturer (Aerco Benchmark) from only one supplier (Texas Air Systems) See revised drawings dated Feb, 2020.

10. The boiler schedule includes contact information for Shane Smith @ Texas Air Systems who is the Aerco boiler rep (image below) See revised drawings dated Feb, 2020.

11. My concern is that the schedule excludes the freedom to source the boiler in a manner that is in compliance with Federal Acquisition Rules and CICA (Competition in Contracting Act) See revised drawings dated Feb, 2020.

12. What boiler manufacturers are pre-approved? I would like to be sure we can provide a boiler that meets and/or exceeds the scheduled boiler performance.

No preference. Any brand that will meet or exceed the Specs and scheduled boiler performance is acceptable.

13. Specifically, I want to be sure that the Viessmann Vitocrossal 300 Series, Model CA3B 6.0 is pre-approved.

No preference. Any brand that will meet or exceed the Specs and scheduled boiler performance is acceptable.

14. Why is the maximum boiler width is limited to 35”?

There is a space limitation in the mechanical room. Need space for maintenance and clearances.

15. Is there a specific space limitation in the building that warrants this maximum width? This is a very unusual requirement.

Yes. There is a space limitation in the mechanical room. Need space for maintenance and clearances.

16. Why is only one pump being supplied for the 2-boiler primary-secondary piping system?

- This creates a single point of failure, which is generally avoidable.

- Two Possible solutions:

1. Provide each boiler with a dedicated primary boiler pump

2. Pipe the boiler loop as a variable-primary thereby eliminating the primary boiler pump(s) all together

17. Is there a warranty on the roof?

18. Who is the roofing contractor for this project?

25. If Fire Suppression is to be modified for replacement of HVAC equipment, will the fire suppression need to be operational during construction? Will the piping need to be pressure tested after temporary modification? After permanent modification?

If fire suppression system is to be modified for replacement of HVAC, contractor shall coordinate an outage with the COR in advance. Yes the piping need to be pressure tested after permanent modification.

26. Please provide the installer of the existing roof’s contact info, or confirm that any new contractor may repair existing roof penetrations/patch new penetrations.

Johnson roofing. But any new certified roofing contractor can work on the roof as long as they don’t void the warranty.

27. Will new equipment pads require concrete testing? If yes, which types of testing? Please be specific.

Yes it is required. Air content, slump.

28. Please confirm if temporary Heating/Cooling will be required for this project?

No it is not required.

29. Will this project require any type of phasing while work is in progress?

(3rd party commissioning is not required for this project)

37. Will 3rd party test and balance be required on this installation? If so, is it restricted to the newly installed equipment or the entire HVAC system?

Yes TAB is required on new HVAC equipment only.

38. Does the government want DALT testing?
