RESPONSES TO INDUSTRY
Questions & comments from industry (below) are in BLACK. Responses from the Government to those questions and comments are in RED.
1. Who is the incumbent contractor?
Central Transportation Services
2. Is the current contractor Certified SDVOB?
No. The prior requirement full and open competition.
3. What are the yearly contract values for the past five years?
A Freedom of Information Act (FOIA) is required to obtain this proprietary information.
4. Is this current follow-on contract being contemplated maintain the same contract specifications as the current existing project?
See posted solicitation to address this inquiry.
a. If so, please provide the items that are substantially changed.
See performance work statement (PWS) in the solicitation to address this inquiry
5. Please provide the actual workload data for work performed over the past five (5) years.
See attachment #3 that addresses this inquiry.
6. What is the current project workload data contemplated for this procurement?
7. What is the area or the areas of responsibility covered under this procurement? Please provide the Texas Counties the government contemplates the contractor to operate in.
See posted solicitation that addresses this inquiry.
8. Please provided previous vendor provider along with previous contract number?
See response to question #1. Previous contract number is W91151-13-D-0004.
9. What was the average number of moves provided/requested per month FY18? Biannual? Annual?
10. When is period of performance expected to begin?
Proposed start date is March 2019 and is subject to Change at the discretion of the Contracting Officer/Requiring Activity.
11. Can the Government clarify the method of evaluation and award? Specifically, on page 3 (under instructions) and page 27 (under evaluation factors) of the solicitation the Government states that the evaluation / award is LPTA; “Lowest Price Technically Acceptable.” However, on page 27 of the solicitation, the Government also states “Technical is the most important evaluation factor followed by Past Performance, and Price” which appears to conflict with the LPTA method and is normally indicative of a Best Value award approach. Again, please clarify.
In accordance with the definition of the FAR:
“Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement.
The definition of “Lowest Price Technically Acceptable” is as follows:
The lowest price technically acceptable source selection process is appropriate when best value is expected to result from selection of the technically acceptable proposal with the lowest evaluated price.
As it states in paragraph (a) of the Addendum to FAR 52.212-2 (page 27):
(a) “The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, past performance, price and other factors considered…”
12. With respect to submission format, should Technical, Past Performance and Price factors be submitted as separate documents / volumes? Or as a single document submission with tabs?
The contractor shall provide all required documents in accordance with FAR 52.212-1 “Instructions to Offerors” and Addendum to FAR 52.212-1 “INSTRUCTIONS TO OFFERORS.”
13. The Government states “Compact Discs (CD) shall be included will all hand carried &/or mailed hardcopy proposals.” Questions:
a. The solicitation does not address submission of hard copies or quantity of hard copies – please clarify if hard copies are in fact required, and how many copies, or whether only CD(s) are required for submission.
The contractor shall provide all required hardcopy documents and Compact Discs (CD’s) in accordance to FAR 52.212-1 “Instructions to Offerors” and addendum to FAR 52.212-1 “Instructions to Offerors,” Please see amendment #0002 addressing this.
b. How many CD’s are required for submission?
It is up to the contractor as to how many CD’s are necessary to provide to the Government as long as they contain the exact information as provided in their hard copy proposal. Please see amendment #0002 addressing this.
c. Should all documentation be provided on a single CD copy, or should Technical, Past Performance and Price factors be submitted on separate CDs?
See above response.
14. Can the Government clarify what it expects with respect to the technical submission. We recognize the items identified in section INSTRUCTIONS TO OFFERORS, II.a items i through iv. However, we have the following questions:
a. With respect to the requirement: “Vendor shall provide documentation that their organization has the knowledge and ability to meet all requirements in accordance with the CLINS, Performance Work Statement (PWS), attachment(s), and terms & conditions of the solicitation.” Does the Government request that offerors submit a Management Plan / Technical Approach plan that individually addresses each element of the PWS?
Per addendum to FAR 52.212-1, in regards the technical portion of this section, the contractor is only required to submit items (i. thorough iv.) in response to the terms and conditions of the solicitation.
b. If the Government expects a Management Plan / Technical Approach Plan – is there any page limit to the submission?
See above response
c. Is there any page limitation for the Quality Plan submission element?
As it pertains to the quality control plan, there is a page limit, the contractor shall ensure their Quality Control Plan be no less than three (3) pages, but no more than ten (10) pages. Please see amendment #0002 addressing this.
15. With respect to INSTRUCTIONS TO OFFERORS, II.a item iii, the Government states “Warehouse capacity.
Please see Technical Exhibit DD1812 “Warehouse Inspection Report”. We have reviewed the Form 1812, which is a form completed by Government inspectors. We have the follow questions regarding specifically what the Government wants to be submitted to satisfy the Warehouse Capacity requirements:
a. Are you seeking prior, completed 1812’s for warehouse facilities that are already approved?
In accordance with addendum to FAR 52.212-2, in regards to Technical Exhibit DD1812 “Ware house Inspection Report.” We wish to verify your warehouse capacity.
b. Are you seeking descriptions, locations, and size of proposed facilities along with specifics on fire protection systems and security systems / manning?
Yes
c. Do you have a list of details or attributes that you want to specifically evaluate for warehouse capacity?
No.
16. Instructions of Offerors, Section I states “Vendor shall provide documentation to support their ability to provide contract line items (CLIN(s) 0001 - 4034, in their entirety. The submitting of pricing information on all (CLINS) is required. Failure to provide pricing for each CLIN on this RFP shall render their offer as deficient, and not considered for award.” We have the following questions:
a. What is the preferred method for the offerors to provide the pricing requirements for the CLINs? - Should the prices be based upon the US TRANSCOM Domestic (NG 400) and International-2018 Tariffs with a possible discount?
Contractor shall provide pricing in accordance to the terms and conditions of the solicitation (see section c.
PRICING under addendum to FAR 52.212-1 Instructions to Offerors, and section III. PRICING under addendum to FAR 52.212-2 EVALATUION).
b. How do you prefer the CLINs are answered within the proposal? - Excel spreadsheet, written out in the format from the solicitation, or a separate tab or table within the proposal that lists just the CLIN and price opposite (with totals where indicated)?
Contractor shall provide pricing in accordance with the terms and conditions of the solicitation.
The contractor shall accumulate pricing for CLINS 0001 – 4034 on the SF 1449 solicitation.
In accordance with amendment #0002 of this solicitation, the RECAP TOTAL area is located on page 30 of the solicitation.
17. Can the past performance and technical capabilities be provided by the team or should this information be solely from the Offeror?
The offeror is to provide all documentation required per addendum to FAR 52.212-1 Instructions to Offerors, in response to the terms and conditions of the solicitation.
18. In lieu of submitting Past Performance Questionnaires, are prior CPARS/ACASS ratings acceptable?
No
