Is the government expecting the contractor to provide a truck or van for everyday use, or just on the days we need to go to Holloman and or Bliss?
See section 1.4; 1.6.5.1.1 and 1.6.5.1.2
Furthermore will all of the bidders be expected to bid the labor rate using the scale provided?
The Service Contract Act specifies that Contractors and subcontractors performing work are required to pay their employees at least at the wage rate and with the benefits of private employers in the locality at which the work is being performed.
Will the Government sponsor SECRET clearance for the winning offeror?
In accordance with Security regulations, as part of the Facility Clearance Process, the Government can sponsor a contractor for a facility clearance.
Are there any page limitations or other submission requirements (aside form Vol 1 and 2) for the proposal?
No
Is this a new requirement? If no, are there incumbents?

Page 8, Section 1.6.18.1 Contractor Marking of Vehicles
Will the contractor get reimbursed for the vehicle or will the contractor need to provide this out of pocket? If out of pocket, the contractor will need to consider auto insurance, registration, license, fuel and repairs in the pricing. Will the government accept this as part of pricing?

| Volume 2 – Technical | |
Besides proof of security clearance and a resume, is any other technical write-up needed in the proposal?
No
Factor 1 Subfactor 2 lists the requirement for a resume for Supply Technician. The solicitation further calls out the Service Contract Act (SCA) and provides the SCA Wage Determination for this requirement. Are bidders required to propose and price the SCA Supply Technician labor category occupation code 01410?
Contractors and subcontractors performing work are required to pay their employees at least at the wage rate and with the benefits of private employers in the locality at which the work

What annual productive hours should bidders price? 1920 or 1864?
The annual productive hours are 1920.
There is some confusion over equipment. The PWS says the Contractor provides no equipment. Does the contractor need to provide a vehicle (pickup truck)? If so, is the contractor responsible for the trucks, fuel, insurance and annual maintenance and if so, should that cost be priced as part of the overall fully burdened bill rate by CLIN?
Yes, the Contractor is required to provide a vehicle. Please see 1.1.6.17 of the PWS
As there are supply/warehousing tasks in the PWS, does the contractor have to provide safety equipment such as safety shoes? Gloves? Safety Glasses? Back Brace?
The contract is responsible for providing Personal Protective Equipment (PPE); disposable ear plugs and face mask are on hand. PPE for contractor
personnel will be provided by the contractor. See 4.1 in PWS.
Since the performance is at WSMR, New Mexico, the New Mexico State Dept. of Taxation page says "if you are engaged in business in New Mexico, you must file a New Mexico tax return and pay gross receipts tax for the privilege of doing business in New Mexico". Does the New Mexico Gross Receipts Tax apply to the contract and if so, should bidders include that cost in our price proposal?
Yes, the New Mexico Gross Receipts Tax does apply to and should be built into the labor price proposal.
Can you provide incumbent contract info?

Will the government be open to sponsor facility clearances for contractors that do not currently have one?
In accordance with Security regulations, as part of the Facility Clearance Process, the Government can sponsor a contractor for a facility clearance.
Is this position required to be on-site 5 days a week or is any tele-work or flexible schedule available?
Please see PWS 1.6.4 for hours of operation. Tele-work is not available.
The PWS includes 5 Tasks with a FFP structure that shows a Unit of 1 for a fixed yearly price. Is this requirement for one (1) full time Supply/Administrative Technician only? If not, please provide the level of effort required.
The requirement is performance based, which the Performance Work Statement describes the overall outputs and objectives but does not specify how to achieve those outputs.
Can the Government provide historical data that reflect man-hours required to perform tasks 1 thru 6 (each task separate) with the time required to perform each function.

Paragraph 1.6.7.1.3 (Personnel Security Clearances) of the PWS states: Contractor personnel performing work under this contract shall have a minimum of SECRET clearances and at time of the proposal submission, and must maintain the level of security required for the life of the contract. The approved DD Form 254 will be incorporated as part of this contract. Will the Government allow the sub-contract to hold the Secret Facility Clearance while the prime obtains a facility clearance?
IAW DoDM 5220.22V1 para 2-100, "Contract award may be made prior to the issuance of an FCL. In those cases, the contractor will be processed for an FCL at the appropriate level and must meet eligibility requirements for access to classified information. However, the contractor will not be afforded access to classified information until the FCL has been granted.
The FCL requirement for a prime contractor includes those instances in which all classified access will be limited to subcontractors."
