RESPONSE TO INDUSTRY QUESTIONS
RFI Questions for solicitation W91151-19-B-0036 (Replace Heating Boilers) Q1. Please confirm boiler 2 is being removed not boiler 1 as was in the bid documents.
Answer:
The contractor shall remove and replace both boilers 1 & 2 with new boilers. (As shown on the drawings.)
Q2. Is there monies already allocated for this work?
Answer:
No, the project is Subject to the Availability of funds.
Q3. Are current controls being updated or replaced and have you got a dedicated vendor for this work?
Answer:
The contractor shall remove and replace the existing control system with new control system.
(As shown on the drawings)
Q4. Is there a staging area for the boilers and equipment?
Answer:
Yes. Boiler #1 needs to be removed and replaced first and then boiler #2. (One boiler at a time.)
Q5. Are there particular work hours and can we work week-ends?
Answer:
Work shall be done during business hours (7:00 am to 5:00pm). Contractor shall obtain a permission from COR and Contracting Officer if need arises to work week-ends.
Q6. What is allowable downtime?
Answer:
One week per a boiler.
Q7. The SBA has a minimum in regards to the Liquidated Damages of no more than $1,000/day.
Your RFP for the Boilers is $1058. May the LDs be reduced?
Answer:
Per SBA, LD’s will not be reduced if contract award is over $400K. If under $400K, the LDs will be reduced to $1,000/day.
Q8. Regarding section 3 of the solicitation (page 5), MICC is requesting a Journeyman refrigeration license and a journeyman electrical license. In the past, when Fort Hood has posted solicitations for boilers MICC has requested a Master Plumber license. Can we bid and self-perform the project if we hold a Texas Master Plumber license?
Answer:
Amendment 01 incorporates requirement for a contractor to have a journeyman plumber license for this project. Licenses are to be provided during submission of bids; please see Instruction to Offerors.
Q9. Regarding section 5 (page 6) for the pre-construction conference, can the conference take place via phone or will a seat down meeting be required?
Answer:
Usually a seat down meeting is required for the pre-construction conference. Only the Key Personnel are required to attend.
Q10. Does the roof have an existing warranty? If it does, can we have the name of the roofing company who installed roof?
Answer:
Yes, there is an existing warranty on the roof. (Johnson Roofing).
Q11. Can both boilers be demoed at the same time?
Answer:
No, one boiler at a time.
Q12. Does the whole system need to be balanced or just the portions being replaced?
Answer:
He portions of the system being replaced need to be balanced.
Q13. Sheet M-701 shows 2 VFDs on pumps and there is not any control for VFDs in the sequence as to how they would like them controlled.
Answer:
VFD’s shall be controlled by differential pressure sensors located on the supply line.
Q14. Sheet M-101 general note 11 to remove and replace temp sensors, pressure sensors. My question is are we using a differential pressure sensor for control of pumps VFDs? This would add a few more points and might change the controller I have selected.
Yes. All control system needs to be removed and replaced including all temp sensors and pressure sensors, controllers…etc as shown on the drawings.
Q15. Who is responsible for the purchase/installation of the VFDs? We are assuming the contractor is but it is not clearly stated.
Answer:
The contractor shall be responsible for all the work including all materials and labor.
Q16. Is the boiler inspection and accreditation process part of our service or will that be covered by the government?
Answer:
See DPW specs.
Q17. Does this have to be an Aerco Boiler? Or can it be a Lockinvar?
Answer:
It shall be an Aerco boiler or equivalent (Aerco boilers come with 10 years warranty on the heat exchangers and 2 years labor and materials on the entire boilers, so with that being said, any other equivalent brand has to meet this requirement too.)
Q18. Will that boiler equipment schedule change?
Answer:
No. see drawings, sheet M-601 for equipment schedules.
Q19. Who holds the roof warranty?
Answer:
The roof is under warranty, Johnson Roofing.
Q20. Where do you want boiler #2 relocated to?
Answer:
Boiler 1 and 2 need to be demo’ed and hauled off site.
Q21. Will DPW or Contractor provide craning for the boiler at the new location?
Answer:
The contractor will be responsible for all work; labor and materials.
Q22. Can we modify the existing pad rather than demo?
No.
Q23. Can downtime be scheduled for this project?
Answer:
All outages and downtime shall be scheduled and approved with the COR ahead of time.
Q24. Please confirm weight of the existing boilers at B43010
Each boiler weights approx. 7,800 Lbs.
Q25. Are there latrines available for use on this project? Or will the contractor be responsible for supplying portable latrines to the on-site workers?
Answer:
The contractor shall be responsible to provide portable latrines to the on-site workers.
Q26. Will the government confirm that TAB will be require for this project? Will air distribution balance be required for this project?
Answer:
Confirm. TAB will be required for this project, but Air balance is not required.
Q27. Will commissioning be required for this project?
Answer:
Yes. See DPW specs for details.
Q28. Will the government confirm that the contractor IS NOT required to provide temporary heating?
Answer:
Confirmed.
Q29. Will the bond for this project be claimable after contract award? Or will the bond have to be dispersed throughout the contract’s project schedule and claimed in increments?
Answer:
Please see FAR Clause 52.232-5 (g), Payments Under Fixed-Price Constructions Contracts.
Q30. Page D-101 Note 2 states to demo the house keeping pads, and Page M-101 Note 6 states to extend the housekeeping pads as needed. Which is correct?
D-101, Note 2 is for the boilers and states to demo the boilers housekeeping pads, and M-101, note 6 for the pumps and states to extend the pads for the pumps.
Q31. Will the work be performed during normal business hours?
Answer:
Yes.
Q32. Fort Hood is requesting that the contractor provide LON connection but do not state who will do the integration. Who will be integrating the new controls to existing?
Answer:
The contractor will be responsible to integrate the new controls up to the control panel. (All control equipment/devices shall be provided with Lonworks capability including the controllers)
SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS

INSTRUCTIONS TO OFFERORS
Any bids received in response to this solicitation SHALL carry a 120 day acceptance period before prices need to be verified, extended or re-negotiated.
1. SUBMISSION OF BIDS
The priced bid shall be supported by a draft progress schedule that demonstrates the offeror's understanding of the work requirements, phasing of work between buildings, and estimated time frames for ordering and installing equipment.
Bidders are required to provide a CD copy of their bid documents with their IFB submission.
2. PUBLIC BID OPENINGS
Please refer to Block 13A of the 1442. Anyone wishing to attend the bid opening MUST notify the Contracting Officer (roy.r.cantrell.civ@mail.mil) and Contract Specialist (andres.j.garcia.civ@mail.mil) by email no later than 04 October 2019 with a firm commitment to attend.

3. PRE-REQUISITES FOR SPECIALITY TRADE LICENSURE AND
CERTIFICATION
The contractor shall provide documentation to support that it possesses the qualifications to, or can acquire assets to, demonstrate journeyman (or master license) qualifications in the following trades:
Electrician Licensing-Master and Journeyman electricians to work in the State of Texas by the Texas Department of Licensing and Regulation.
Class A Air Conditioning and Refrigeration Contractor’s License as regulated by the Texas Department of Licensing and Regulation.
Journeyman plumber license as regulated by the Texas Department of Licensing and Regulation.
In responding to this solicitation, the offeror shall provide copies of certifications/training identified above as a part of their bid. No substitution of the individual possessing the required pre-qualifications will be authorized without the written approval of the Contracting Officer, and no time will be allowed for the contractor to acquire the required training/certification after the contract is awarded.
4. WORK EXPIERENCE
The prime contractor shall demonstrate that it possesses general construction contract management by providing at least three examples of relevant work experience in an awarded contract similar to the requirements stated in this solicitation. Documentation shall be submitted with the bid and include the contract number, the date of contract award, the customer's name and contact information, the awarded dollar value, the value of the contract at completion, a description of all work elements included in the contract, the number and type of specialty trades needed to complete the contract, the period of time allocated for completion of the work and actual time required to complete the work (include reasons for time extensions). Federal work experience is preferred; however, the Government will accept work experience from both State and institutional and commercial contracts as well. No residential work experience will be considered appropriate for this purpose. Failure to provide this documentation will render the bid/offer non-responsive and no further consideration will be given to that bidder for award of this contract.
5. ATTENDANCE FOR PRE-BID AND PRE-CONSTRUCTION CONFERENCES
The Contracting Officer shall conduct a pre-bid/pre-proposal conference in conjunction with the site visit.
Information on the scheduled Site Visit is located in FAR 52.236-27 SITE VISIT (CONSTRUCTION) (FEB
1995) of this solicitation. When such conference is scheduled, all potential bidders/offerors attending the site visit are highly encouraged to attend the pre-bid/pre- proposal conference. Space limitations dictate that no more than two representatives from each company attend. The Contracting Officer will review Bid submission requirements, and other administrative matters critical for successful and timely performance of the work.
The Contractor shall attend a Government coordinated pre-construction conference within 10 calendar days of contract award. As a minimum, the conference shall be attended by the contractor’s appointed project manager, the superintendent, the QCM, and administrative personnel responsible for preparation of contract documents, certified payroll records and invoices. The contractor shall deliver letter appointments of its key personnel that include each individual’s duties, roles and responsibilities.
6. SUBCONTRACTOR LIST
Offeror shall submit a list of proposed subcontractors as an attachment to their BID. If offeror does not intend on utilizing subcontractors (self-perform), offeror shall state so in their bid.
7. AMENDMENTS TO SOLICITATION
(a) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
(b) Offerors shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, or (2) by identifying the amendment number and date in the space provided for this purpose on the form for submitting a quote. The Government must receive the acknowledgment by the date and time specified for receipt of proposals indicated in block 10 of the SF1442.
8. FALSE STATEMENTS IN BIDS
Offerors must provide full, accurate, and complete information as required by this solicitation and its attachments.
The penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.
9. EXPLANATION TO PROSPECTIVE OFFERORS
Any prospective offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing by the date and time specified in FAR Clause 52.236-27. Oral explanations or instructions given before the award of a contract will not be binding. Any information given a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an amendment to the solicitation, if that information is necessary in submitting bids or if the lack of it would be prejudicial to other prospective offerors.
