1. General Information. The Contractor shall provide non-personal services for Military Skills Enhancement (MSE) instruction as outlined in this PWS. The Government will not exercise any supervision, direction or control over the Contractor performing the services on the contract. The Contractor employees shall be accountable solely to the Contractor.

1.1 Mission. This requirement is informally known as the Troop School. The mission of the Troop School is to deliver quality educational programs and services that enhance personal growth, professional development, and readiness for Soldiers, Department of the Army (DA) civilians, and Contractor personnel.

1.1.1. Description of Services. This is a non-personal services requirement to provide MSE instruction. The Contractor shall perform in accordance with (IAW) the terms and conditions in this contract.

1.2. Background. The Training Division is subordinate to the United States (US) Army Garrison, DPTMS. The MSE instruction incorporates traditional instruction in a classroom-structured environment, using new information technologies, simulations and digital information management initiatives to ensure the training programs are current with the teaching methodologies. The instructional programs also include hands-on practical exercises and remote access distance learning such as Video Teleconference (VTC).

1.3. Objective. The objective is for the Contractor to provide personnel, training, and supplies required to support scheduled MSE instruction for the Fort Hood, Texas Installation. The objective of the MSE instruction is to provide courses taught in Troop School for Military Occupational Specialty (MOS) improvement, or other courses, as required by the Government to enhance Soldiers, DA civilians, and Contractor personnel.

1.4. Scope. The Contractor shall provide personnel, management, and supplies necessary to conduct MSE instruction for Soldiers, DA civilians and Contractor personnel on the installation. The Contractor shall obtain Contracting Officer (KO) approval prior to providing other items and services in support of MSE instruction. The Contractor shall be responsible for any cost associated with providing other items and services and shall not bill the Government. The MSE instruction provides courses taught in Troop School for MOS improvement and other courses, defined by the Government to enhance soldier job performance, provide certification in technical skills, or supplement knowledge, skills and abilities essential to mission success. The estimated quantities of work are listed in Attachment 1 - Estimated Workload Data. The Government reserves the right to increase or decrease course instruction based on mission requirements.

1.5.4. The Contractor shall not allow any employee who has possession of or who is suspected to be under the influence of intoxicating, mind altering, or performance altering substances to perform work under this contract.

Failure to comply will result in the Contractor employee not gaining access to the classrooms.

1.5.5. The Contractor shall comply with all applicable Local, State and Federal laws as well as the rules and regulations included in Section 6 of the PWS.

1.5.6. The Contractor shall ensure that all Contractor employees or representatives who enter the installation comply with Government regulations, guidance, policy letters and requirements currently in effect on the contract (and those which are issued during the contract term relating to law and order, administration and security on the installation).

The latest edition is the governing regulation, guidance, and policy. Violation of such regulations, guidance, policy letters, and requirements will be grounds for removal from the contract and the installation as determined by the KO.

1.6.1. All Contractor personnel entering or exiting the installation may experience a delay due to identification checks, vehicle inspection, registration checks, wearing of seat belts and other unforeseen delays. 1.7. Background Check. All Contractor employees performing work under this contract may undergo a background check based on the services to be performed on this contract.

1.7.1. For Contractors requiring Common Access Cards (CAC). Before CAC issuance, the Contractor employee requires, at a minimum, a favorably adjudicated National Agency Check with Inquiries (NACI) or an equivalent or higher investigation IAW Army Directive 2014-05. The Contractor employee will be issued a CAC only if duties involve one of the following: (1) Both physical access to a DoD facility and access, via logon, to DoD networks on-site or remotely; (2) Remote access, via logon, to a DoD network using DoD-approved remote access procedures; or
