RESPONSE TO INDUSTRY

Response to Industry Questions W91151-17-B-0022

Replace Roof Building 33009

1. Existing roof is a 40 mil / fanfold insulation over EPDMasphalt built-up roof with a metal deck. Contractor may verify roof depth by coring and repair during the project site visit.

EPDM and asphalt BUR are two different roofing systems and chemicals; the two systems are incompatible on one roof. Please verify what the roofing system is?

Answer: Roof core taken onsite, results were 40 mil PVC, fanfold poly insulation over EPDM, pearlite insulation on metal deck, overall depth approximately five inches.

2. Contractor shall demolish old 40 mil membrane roofing system and install new 60 mil roofing system.

Calls for recover of existing system below in (Questions 4). Please verify recover or replace?

Answer: Contractor shall install new 60mil roofing system over the old 40 mil membrane roofing system.

3. The existing lightning protection system in place shall be removed as needed by the contractor to install the new roof in accordance with manufacture recommendations. The lighting system cables shall not be broken or disconnected.

Who re-installs and certifies lightning protection?

Answer: The scope of work doesn’t call for the lighting system to be certified, we are not installing a new system or modifying the system in any way therefore as a minimum licensed electrician should assist contractor.

4. Contractor shall install ½-inch Dens-Deck installation over the existing built-up roofing system and mechanically fasten.

According to NRCA and every other roofing practice, if you recover over an existing roof, a roof scan needs to take place so the new system isn't covering mold spores. Roof vents are proven to take 400 years to dry out a roof. Has a roof scan been completed? If not, who is responsible for the presence of black mold if found within the building?

Answer: Contractor shall perform work in accordance with RFI question #2.

5. Main roof area install a white, custom prefabricated 60-mil single-ply membrane roofing system that is fabricated of a wet inserted low shrink, anti-wicking polyester fabric and has a thermoplastic coating of PVC material laminated to both sides.

Will you accept a white 60 mil TPO membrane?

Answer: No.

6. Are we to re-use existing lightning system?

Answer: Yes, per scope of work.

7. Will the lightning protection be live at all times?

Answer: The system will remain intact unless temporarily moved, cables are not to be broken, and as you should well know it is not live unless energized by lightning at that point the energy is dissipated into the cables and ground system.

8. Are we installing any roofing material on the perimeter edge per Division 2 Site Work #6?

Answer: No.

9. Are we required to take roof down to EPDM?

Answer: No, see question #2 answer.

10. Can we overlay with existing roof?

Answer: Yes.

11. Will areas “E” & “F” be added to the Solicitation?

Answer: Yes, sections E & F are expected to be re-roofed.

12. Confirm adequate QC oversight?

Answer: QC oversight with be in accordance with Division#1 specifications.

13. Confirm duration is 90 calendar days? Can this be extended to 120 calendar days? All roofing contractors are very busy at this time.

Answer: 90 days allows for ordering of material and completing the work (demo was included) with demo removed from the scope, duration and cost will be reduced, even with two small sections E & F added.

14. Item 2 of the Scope of Work states to demolish the old 40 mil membrane roofing system and install new 60 mil roofing system. At the site visit we were told that the roof membrane and the roof insulation needs to be demo’ed. Please confirm?

Answer: See question # 2 answer.

15. It was also mentioned at the site visit that the new roof membrane may be able to cover over the existing roof membrane as long as the roofer can show proof that the existing roof insulation below the 40 mill existing membrane is still good. Is this still a possibility?

Answer: Your question is almost right, Contractor can re-roof over the existing 40 mil as long as 15 year warranty as requested is issued.

16. Confirm the building will be occupied during construction.

Answer: Building will be occupied during re-roofing.

17. Line item 6 of the scope of work includes the standing seam roof to be covered with a 60 mil roof membrane. At the site visit we were told that this will not be necessary. We should just install the new roof membrane up the parapet walls and terminate it under the existing parapet caps. Please confirm?

Answer: Contractor shall not re-roof over standing seam roof, terminate membrane up parapet wall per-manufacture recommendation.

18. If the standing seam roof is not to be covered we were told that the two additional areas E and F will be included in the scope of work. Please confirm?

Answer: See question #11 answer.

19. The standing seam vent caps over the HVAC vents are not to be covered with the new roof membrane as we were informed at the site visit. Please confirm?

Answer: No, HVAC vents are not to be covered.

20. Does the lightning protection need a 3rd party certification upon completion of the work?

Answer: See question #3 answer.

21. What kind of adhesive caulking is required to secure the lightning protection cables to the roof?

Answer: Do the research, use industry recommended product.

22. Is a fall protection plan required on this project?

Answer: Yes, read specifications carefully.

23. Does the current lighting protection system have a current UL Mater Label Certificate?

Answer: It was certified 8 years ago.

24. The fascia metal where it meets the standing seam roof will need to be removed to uninstall existing membrane roof and most likely cannot be done without damaged in the removal process.

For estimating purposes should new metal fascia be installed, or can the new roof membrane be adhered to the vertical walls of the parapets and terminated below the standing seam cap?

Answer: Adhered to vertical walls is not acceptable, my intent is for the cap to be reused.
