SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

RESPONSES-INDUSTRY QUESTIONS

The referenced solicitation is amended to incorporate/address industry questions and Government responses. The following is a listing of questions raised by industry and the responses provided by the Government:

1. Man power reporting facility.

Question: What is the square footage of the man power reporting facility?

Response: There is no man power reporting facility. The Contracting Manpower Report is a report the contractor must provide to the Army that reports all contractor labor hours;

including subcontractor hours. Additional details are provided on contract line item number (CLIN) 0002; Contracting Manpower Report.

2. In Technical Exhibit A the “Arthropod Control of Dinning Facilities/Warehouses” is listed in the historical numbers but not in the estimated quantities numbers.

Question: Are these numbers represented in the DFACs & Bldg 3600 (CLIN 0002-0015) or are they separate dining facilities/warehouse?

Response: The numbers listed in TE-A under “Arthropod Control of Dinning Facilities/Warehouses” are the historical quantities for arthropod control performed in the DFACs on CLINs 0002-0013. Building 36000 (CLIN 0014) is a new requirement for DPW and our pest management services. DFACs and Building 36000 have been broken out in their own separate CLINs and the square footage is listed in TE-H and the PWS has verbiage for the treatment of these facilities. The estimated quantities and pest services listed at the bottom of TE-A is historical data for CLIN 0001 to provide information for proposal purposes. CLIN 0001 is for pest management services throughout Fort Hood other than the DFACs and Bldg 36000 listed on their own separate CLINs.

3. Bed Bugs estimates were not included in the estimated quantities for CLIN 1.

Question: Will they be treated separately (i.e. outside of CLIN 1) and prices negotiated separately as each infestation occurs?

Response: There will not be a separate negotiated price for bed bugs. The treatment for beds bugs should be calculated in your monthly price for CLIN 0001.

Question: If it is assumed to be included in CLIN 1, how are we do incorporate that into the bid with no historical reference?

Response: Historically the treatment of Household Pest has included beg bug treatment and the estimated square footage quantities for all General Household Pest treatment is in

TE-A.

Question: Should we provide a separate pricing sheet that includes how we would price bed bugs?

Response: No, your price should be included in the monthly cost for CLIN 0001.

4. 5.2.5, The 6th bullet point requires the contractor to restore any structural material removed to be “restored to its original state”.

Question: Is the cost the responsibility of the contractor?

Response: Yes

Question: What are the limits of this responsibility?

Response: Typical industry standard penetration points will be required. Anything above industry standard penetration would be referred back to DPW Operations & Maintenance Division (OMD).

5. 5.2.7 Wood Destroying Pest Inspection

Question: Does this includes only the structures that are included in CLINS 02 – 014, or Structures not specifically listed. If so what are the structures and their square footage?

Response: This includes the facilities that may need to be treated under CLIN 0001 and the estimated square footage quantities for a year are listed in TE-A.

Question: There is not any historical data for how many facilities were inspected. Can this be provided?

Response: The estimate would vary from year to year, but has been decreasing due to the removal of the wood framed WWII buildings on Fort Hood. If we had to estimate, it would probably be 4-6 per year.

6. Section 5.2.2.8 of PWS

Question: What is the historical data on how many openings that need to be constructed annually?

Response: Most openings would be for bee hive removal or termite treatment. It may range from 10 to 20 annually. As provided in a previously stated answer about removal of building material for treatment, typical industry standard penetration points will be required. Anything above industry standard penetration would be referred back to DPW Operations & Maintenance Division (OMD).

7. Ref: Performance Work Statement: Part 1, 1.5, “Period of Performance,” Question: Please clarify that this is/is not an FFP vs. IDIQ (per FAR 16.503) contract?

Specifically, if both, please clarify what services are FFP vice IDIQ? Tasks appear to be FFP but contract terms are unclear, e.g., “individual task orders”. If this is an IDIQ Contract (partial or otherwise), please provide ordering information (e.g., min./max. amounts).

Response: This is a firm fixed price, requirements contract; not an IDIQ. Individual task orders will be issued by the contracting office based on the request of the customer. There are no minimum or maximum amounts.

Finally, are DMOs the same as Task Orders?

Response: DMOs is an acronym for Demand Maintenance Orders, which is a service order in our GFEBS system. Task Orders are issued by Contracting for estimated quantities and funding with a period of performance that services will be performed in accordance with the Performance Work Statement (PWS).

8. Ref: Performance Work Statement: Part 1, 1.23.9, “Special Qualifications,” Question: Is a licensed pest control technician eligible to work on base in addition to the licensed/certified pest control/chemical applicator?

Response: The fully–licensed applicator must accompany the technician in the field on each visit. The technician may not treat without the applicator being present and on-site during application. The fully-licensed applicator can’t just be on FORT HOOD, they have to be at the actual site where treatment is to occur.

9. Ref: Performance Work Statement: Part 1, 1.26 “Files,” “The contractor shall not allow access to the files by any Government agency…unless specifically authorized by the Contracting Officer.” By Texas law and as a requirement of pesticide certification, we are required to report and document all termite treatments and we are subject to regular inspections by the Texas Department of Agriculture, which includes review of pesticide application records.

Question: Please confirm that the COR will allow disclosure of files as required by Texas law and the Texas Department of Agriculture?

Response: The Government will allow disclosure of pest control use records and any other records that are required by Texas law and Texas Department of Agriculture.

10. Ref: Performance Work Statement: 5.2.2.1 Third paragraph. “The treated area shall be free of flying insects for seven (7) calendar days after treatment.” TE A does not list any DMOs for flying insects.

Question: Please confirm that there has been no historical flying insect control for the existing contract and that no DMOs for flying insect control are estimated?

Response: There have been a few minor cases of flying insect (Mostly drain flies.) that have needed pest control services over the years. The estimated square footage for General Household Pest is provided in TE-A.

11. Ref: Performance Work Statement: 5.2.2.1 Third paragraph. “The treated area shall be free of flying insects for seven (7) calendar days after treatment. If live pests are observed any time after the treatment date…” This is an impossible standard for mosquitoes, flies and many other flying insects. Typical standards would be a 80 or 90 percent reduction in mosquitoes or flies following a pesticide application.

Question: Would the KO consider revising this standard?

Response: Currently, the PWS reference above is the standard.

12. Ref: Performance Work Statement: 5.2.2.2 BED BUG CONTROL. Industry standard includes treating adjacent rooms to the infested rooms. This would be the case in all multiplex buildings.

Question: Is the 3000 cubic foot guideline inclusive of all areas to be treated or is it by individual infested room?

Response: The 3,000 cubic foot estimate was provided for the normal treat area. There may be times where this may increase or decrease depending on the infestation. The determination of the area that will require Bed Bug control comes from recommendations from our Pest Management Contractor and our DPW Natural Resources Entomologist.

13. Ref: Performance Work Statement: 5.2.2.2 BED BUG CONTROL. There is no historical data listed for bed bug control.

Question: How was bed bug control quantities estimated?

Response: The estimated square footage quantities for General Household Pests in TE-A includes square foot that was required for treatment bed bugs.

Question: Please confirm that there have been no bed bug treatments on Fort Hood under the current pest control contract?

Response: There has been bed bug control provided on the current contract.

14. Ref: Performance Work Statement: 5.2.3 AREA WIDE FIRE ANT CONTROL “The Contractor shall accomplish fire ant control utilizing broadcast application of fire ant bait.”

Question: Does this statement preclude the use of water based sprays for the control of fire ants?

Response: There have been times when sprays have been used to obtain an immediate result of control for special occasions. Such as ceremonies, events or to control around the Child Development Centers (CDCs).

15. Ref: Performance Work Statement: 5.2.4 BEE CONTROL “Honey Bee Hives that are located in a building location where removal is not feasible or hives that have only been a structure for a short period of time will be treated and the entrance openings sealed.”

Question: What are the criteria for determining that removal is not feasible?

Response: The determination will come from the COR if removal is not feasible.

16. Ref: Performance Work Statement: 5.2.5 HONEY BEE HIVE CONTROL AND REMOVAL Specifically “Opening the structure enough to remove or treat bees and remove all hive material” A major price consideration would be the removal and replacement of brick, stucco or rock siding.

Question: Will the contractor be required at any time to remove a hive located behind a stone, brick or stucco wall where interior access is not possible?

Response: Typical industry standard penetration points will be required. Anything above industry standard penetration it would be referred back to DPW Operations & Maintenance Division (OMD).

17. Ref: Performance Work Statement: 5.2.8. This section is limited to the control of subterranean termites.

Question: Please confirm that tenting and fumigation of a structure is beyond the scope of this contract.

Response: The acceptable level of control for pest management services in accordance with the Performance Work Statement is what the Government wants the Contractor to achieve. The Contractor’s method of control is up to him as long as he does not violate any laws, regulations and is approved by the Government.

18. Ref: TE A, “Historical Pest Management Services,” Question: Respectfully request remaining FY 2016 Historical Data be provided.

Response: The government has determined that an adequate amount of historical data has been provided per TE-A, FY 2016 Historical Data, for the Bidder to submit their bid.

Question: Do DMO rows 7-18 drive associated Historical quantities as listed in column N, e.g., rows 23 - 33?

Response: Yes, DMOs (Service Calls) are generated based off Fort Hood customers calling into the Work Order section of DPW. The COR and the Contractor will make an assessment of what needs to be treated and the amount of area that needs to be treated.

19. Ref: TE H, “Dining Facilities and Building 3600 (Square footage),” Question: Excluding DF and Bldg. 36000 will other buildings will require active surveillance as a part of the IPM program? If so please provide building inventory list.

Response: These buildings are the only buildings that are currently requiring active surveillance on a monthly basis. If the Contractor receives a DMO for other facilities from the COR, then the Contractor will monitor the treatment in accordance with the Performance Work Statement for the pest that is being treated. For example; Bee Control, Acceptable level of control is, Less than twenty (20) live honeybees on location the day after initial removal or treatment and no live bees for a period of ninety (90) days.

20. Ref: TE H, “Dining Facilities and Building 3600 (Square footage),” Question: Is there historical data for area wide ULV mosquito fogging?

Response: There has been no area wide ULV mosquito fogging performed on these facilities to date.

Question: Is area wide ULV mosquito fogging included in this IFB?

Response: No.

21. Ref: TE H, “Dining Facilities and Building 3600 (Square footage),” Question: Will the dining facility in 3600 be brought back into use during the life of this contract? If it is activated, will that require a contract modification?

Response: It is possible that it could become an active dining facility and will not require a modification. The square footage for the dining facility is calculated into the total square footage for the building. So it should be treated along with the rest of the facility once the contract starts.

22. Ref. Att. 1:

Question: What is the purpose/how will this document be evaluated by the USG? Also on Att.

1, see the following item no.’s on the INSTRUCTIONS tab/worksheet:

a. Generally - Sheets don’t include Sick Time per AWD – Att. 4

b. Specifically, associated Narratives.

Response: KS- The purpose of the pricing spreadsheet is show how a bidder developed their price for services on the Pest Management contract. Attachment 1, Pricing Spreadsheet, has been amended to be a deliverable due no later than 5 days after contract award.

23. Ref: Att. 4, “WD 15-5237,”

Question: Is the Lead Technician conformed to Pest Controller (99410)?

Response: The Government accepts the position Pest Controller as listed on Att. 4,WD 15- 5237 (Rev 3). The term Lead Technician has been replaced on the PWS and is amended to Pest Controller in section 1.23.9 Special Qualifications. The Pest Controller shall hold certified applicator license/certification as listed in the PWS, section 1.23.9.

24. Is the SF 1449 Continuation Sheet required to be submitted as part of a Bidder’s Bid?

25. Bed Bug Treatment Question: Will the USG provide for three phase electric or a generator when bed bug heat treatment is needed?

Response: The Contractor is allowed to use the appropriate electrical outlets for his equipment in the facility when treating an area. If the facility does not have an outlet that is capable of providing the appropriate electricity for the Contractor’s equipment, then the Contractor will need to provide their own means of electricity, such as a generator.

26. Warranty Work Question: Who will cover warranty work for termites for work completed during previous contract years?

Response: The current contract states “The Contractor’s work shall meet the following acceptable level of control, no subterranean termites for a period of five years after initial treatment.” Based off this, it should be the Contractor that treated for the termites until the warranty period is up.

28. Site Visit: During the Site Visit we visited a Child Development Ctr. (CDC):

Question: Are the CDCs included in TE H or are they part of TE A?

Response: The CDCs are included in TE A.

Question: If in TE H, can the USG please provide the associated square footage for these bldgs.?

Response: Not sure what the question is asking. The square footage for each building is provided in TE-H.

Question: Are the Youth Centers on Fort Hood included in this contract? If so, where is this info. located, e.g., TE A or TE H?

Response: Youth Centers will be treated if a DMO is called in to DPW by a customer and is covered under CLIN 0001. If the question is referring to Child Development Centers (CDCs), information is written in the PWS for Scheduled Fire Ant Control for these facilities, TE-G has the acreage for fire ant control for CDCs and TE-M are the maps of the CDCs.
