Yes

3. Drawing AD-102F: Does Communications Room 3201 have a door and frame? This drawing shows a cased opening. Drawing A102F shows a door and frame.

4. Drawing A-102B: Keyed note 4: Can we leave the existing door frame in place as a cased opening?

Yes, however frame must be patched and repainted.

5. Drawing A-102C: Door 0000 between rooms 3104 and 2103 not shown on door schedule?

See revised drawings.

6. Drawing A-102C: Why a Keyed Note 4 in room 3147 indicating a cased opening?

Remove existing door, patch frame and repaint to make into a cased opening/frame.

7. Drawing A-102E: Why does door in match line wall adjacent to toilet 3218 need a 3-1 key? Door is being removed and the opening walled in.

8. Drawing A-102F: Door 3208 is a new door and frame. The door schedule calls out that it is existing.

Please revise door schedule?

9. Drawing A-104B: We need the lighting fixture information in rooms with hard ceilings 3235, 3237, 3240, 3242, 3243, 3102, 3252 and the unnumbered room bottom right?

These rooms do not receive new lighting fixtures.

10. There is no reflected ceiling drawing for area A – this would be drawing A-104A. Please provide?

There is no new ceiling work in area A.

11. Drawing A-104B: Is the wall lighting on either side of the existing medical instrument panels in rooms 3235 and 3237 to remain in place? Refer back to demo drawings.

Yes. Reuse existing lights. Fixtures will need to be moved/shifted over to avoid being encased in new chase wall.

12. Drawing A-104B: Is the wall light above the sink and mirror in rooms 3235 and 3237 to remain in place?

Refer back to demo drawings.

There is no work to be done on these light fixtures to remain.

19. Drawing A-104E: Will the existing wall lights on either side of the existing medical instrument panels in rooms 3210 and 3214 remain in place? Refer back to demo drawings.

22. Drawing A-104G: We need lighting fixture information in room 3128 Conference room?

There are no new lights going into the ceiling in this room.

23. Drawing A-104G: Will the wall mounted light fixtures in room 3128 on either side of the medical instrument panels remain in place? Refer back to demo drawings.

Yes. Reuse existing lights. Fixtures will need to be moved/shifted over to avoid being encased in new chase wall.

24. Drawing A-104G: Will the wall light fixture above the sink and mirror in room 3128 remain in place?

25. Door schedule A-604: Existing lockset column: Door 3214A on sheet A-102E. Should this not be a hospital lock the same as door 3214.

No, existing lockset is privacy lockset.

26. Door Schedule A-604: Doors 3214E and 3214D, both from drawing A-102E, are not shown on the door schedule.

27. Are existing doors and frames to be painted?

Yes, existing doors and frames to remain shall be patched and repainted. Protect door hardware and accessories.

28. Door Schedule A-604: Existing lockset column: Door 3125 Toilet. Should this not show a privacy lockset?

Yes.

This door is the double door to be demolished. See revised drawings.

34. Any changes to ceilings normally result in HVAC changes for some duct work, diffusers, and grilles.

There are no mechanical drawings. Is any HVAC work required under this contract?

No, there is no HVAC work on this project. See revised drawings.

35. Solicitation page 4 of 44, “Drawings included in the solicitation”. The drawings listed bears no resemblance to the drawings issued in the drawing package.

36. Is there a drawing for the area between F and G and south of C?

No work to be done in that area.

37. Has area H anything to do with this project?

No

38. Drawing A-602 Froom Finish Schedule: Confirm that all rooms with wall covering column showing EXISTING are not to be painted?

Rooms marked as “Existing” have a tile wainscot with gypsum wallboard above. Gypsum shall be painted to match S.W. 7008 “Alabaster” the same as all other wallboard within work area.

39. Drawing A-602 Room Finish Schedule: Ceiling height column. Four rooms show EXISTING ceiling height. Does that mean that all the rest of the rooms will have the ceiling height changed?

No ceiling heights will change as a result of this project. See revised drawings.

40. E-102A and E-102B Power plans are missing. Are these supposed to be in the contract drawings?

No.

41. Drawing E-102D, Power plan is missing. Is it supposed to be included in the contract?

No.

42. Drawings E-102 F and E-102G Power plans are not included in this set. Are they supposed to be?

No.

43. Drawings E-104 A: Lighting plan is missing. Is it supposed to be included?

No.

44. Drawing E-104D Lighting plan is missing. Is this required in this contract?

No.

45. Drawings E-104 F and E-104G Lighting plans for areas F and G are missing. Are these required under the contract?

No.

46. There are only two electrical demo plans in the drawing file – ED-104B and ED-104 E. Are drawings ED- 104A for area A; ED-104C for area C; ED-104D for area D; ED-104F for area F; and ED-104G for area G.

Are these required under the contract?

No.

47. At the site visit the Contract Specialist was reading from the pre-bid agenda and stated that a line item estimate from RS Means has to be submitted with the bid. We do not see this requirement in the solicitation and, in any event, this requirement has been removed from the bids thus far this year.

Yes, a line item breakout shall be submitted on the CD that is submitted with the sealed bid.

48. Solicitation bidding requirements on page 7 of 60, item 2: Work Experience: This requires 10 years’ experience performing building renovations. Can this be changed to 5 years, please?

Yes, the requirement is changed to 5 years.

49. Drawing AD-102B does not show hard lid ceiling to be demo’ed in rooms 3253, 3251, and 3249? The new ceiling drawing on A-104B indicates new ACT ceiling in this room.

See revised plans.

50. Drawing AD-102C does not show the existing ACT ceiling to be demo’ed? Drawing A-104C indicates new ACT ceiling in this area.

See revised plans.

51. Drawing AD-102E does not show that the ceilings in rooms 3219, 3216, 3214, and 3212 are to be demo’ed? Drawing A-104E indicates new ACT ceilings in these rooms.

See revised plans.

52. Drawing AD-102G does not show the area outside room 3128 to have ceiling demo’ed? Drawing A-104G shows new ACT ceiling in this area.

ACT will need patched following installation of new wall. See revised drawings.

53. All demo drawings: General Demolition Notre 10: Remove all existing vinyl wall coverings in corridors.

Certain corridor walls do have vinyl wall covering. At the site visit Mr. Davis told us not to remove the vinyl wall covering in corridors. How is this to be bid?

See revised drawings. At walls with vinyl wall coverings, bumper rails will be removed (if they exist) and vinyl wall coverings will be removed.

54. All demo drawings: General Demolition Notre 10: Remove all existing bumper rails in corridors? At the site visit Mr. Davis informed us that the bumper rails are not being removed. How are we to bid this?

See revised drawings. At walls with vinyl wall coverings, bumper rails will be removed. At glazed block walls, bumper rails will remain.

55. Drawings A-101 and A-102A thru A-102G: General note 3: “Prep for corridor wall surfaces where vinyl wall paper will require ½” sheet of gypsum wall board”. Confirm this is all corridor walls within the central area containing Stairs 3-ST1; all three showers marked 3262, rooms 3259, 3257, 3258, the nurse station, rooms 3256, 3254, 3251, pantry 3247, room 3250, toilet 3252 and showers 3249 and 3253 (All on the west side), and similar walls on the central area on the east side containing rooms 3147, 3149, 3151, the nurse station, electrical closet 3155, and showers 3157, 3158, 3160.

Confirmed.

56. Drawings A-101 and A-102A thru A-102G: General note 2 and 3: “Patch and paint walls where railings were removed” and “Prep for corridor wall surfaces where vinyl wall paper will require ½” sheet of gypsum wall board”. Confirm that the wall protection (guard rails and crash rails) are to be removed from the walls covered with vinyl so that the ½” gypsum board overlay can be installed? Confirm that the wall guard and crash guards will not be re-installed?

Confirmed, wall protection (both top and bottom crash rails) will be removed and not reinstalled.

57. Drawings A-101 and A-102A thru A-102G: General note 3: “Prep for corridor wall surfaces where vinyl wall paper will require ½” sheet of gypsum wall board”. Overlaying a ½” gypsum board will leave the corridor wall finish “proud” of the door frames. Confirm that a j-bead can be installed around the door frames? Also, the existing base in the corridor is sanitary glazed tile base. Confirm that this will remain and the ½” overlay of gypsum board will stop above the base. This will require a channel bead at the bottom of the ½” gypsum board to strengthen it.

Confirmed

58. Drawings A-101 and A-102A thru A-102G: General note 2 and 3: “Patch and paint walls where railings were removed” The wall guards and crash guards on the corridor walls that are glazed block should surely remain in place. Patching the glazed block walls after removing the guards will be unsightly. Please advise?

Concur, wall guards and crash guards on glazed block walls shall remain.

59. Many of the rooms that served as wards have existing glazed sanitary wall base. Can existing remain in place?

Yes, existing glazed block base can remain.

60. Drawings A-101, and A-101A thru A-101G: Confirm that the existing VCT can remain in place with the exception of those rooms called out in the room finish schedule?

See revised drawings. Existing VCT can remain and be overlaid with new carpet in these rooms.

61. Room Finish Schedule A-602: Most of the rooms indicate existing floor to remain. Where a different floor finish is scheduled will this be overlaid over the existing vinyl tile or will the existing floor finish be removed by abatement?

These new floors will be overlaid on top of existing VCT.

SECTION 00700 - CONTRACT CLAUSES

The following have been modified:

52.228-1 BID GUARANTEE (SEP 1996)

(a) Failure to furnish a bid guarantee in the proper form and amount, by the time set for opening of bids, may be cause for rejection of the bid.

(b) The bidder shall furnish a bid guarantee in the form of a firm commitment, e.g., bid bond supported by good and sufficient surety or sureties acceptable to the Government, postal money order, certified check, cashier's check, irrevocable letter of credit, or, under Treasury Department regulations, certain bonds or notes of the United States.

The Contracting Officer will return bid guarantees, other than bid bonds, (1) to unsuccessful bidders as soon as practicable after the opening of bids, and (2) to the successful bidder upon execution of contractual documents and bonds (including any necessary coinsurance or reinsurance agreements), as required by the bid as accepted.-

(c) The amount of the bid guarantee shall be 20% percent of the bid price or $200,000.00 whichever is less.

(d) If the successful bidder, upon acceptance of its bid by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bond(s) within 10 days after receipt of the forms by the bidder, the Contracting Officer may terminate the contract for default.-

(e) In the event the contract is terminated for default, the bidder is liable for any cost of acquiring the work that exceeds the amount of its bid, and the bid guarantee is available to offset the difference.
