QUESTIONS FROM INDUSTRY
W91151-17-B-0005 Repair Mechanical Systems
Building 1001, Fort Hood, Texas
Questions from Industry April 4, 2017
1. The performance period is noted as 165 calendar days. Half of that will be taken up by submittal approval and fabrication. Each of the four air handlers has to be installed one at a time. Each one needs to be fully operational before the next can be taken down. The performance period is too short. Recommend 300 days. Contract duration to be extended to 210 days plus 30 days for processing of award.
Solicitation page 3 of 60 CLIN 0002 Contractor Manpower Reporting. What is this? We have tried to access the website from the web access shown. Both the “US Army CMRA Help and Definitions” and the “View an on line demo” prompt a “Cannot reach this page” response. Why is there a cost associated with it? Please disregard CLIN 0002 Contractor Manpower Reporting (CMR), this line will be deleted prior to award..
2. Clauses incorporated by full Text: page 13 of 60 in the Solicitation: Cost Limitations: It states that limitations are stated in the schedule. What schedule is this? It is not included in the construction documents. The schedule is located on page 3 of 60. If there is no cost limitation stated on under CLIN 0001 then this does not apply to this solicitation. DFARS 252.236-7006, COST LIMITATION is a required provision to allow the Government to call out any cost limitations as needed.
3. Page 36 of 60 of the Solicitation “Buy American Supplies” (c) Offerors may obtain from the Contracting officer a list of foreign articles that the Contracting Officer will treat as domestic for this contract. Can you issue this list, please? FAR Clause 52.225-1 BUY AMERICAN-SUPPLIES will be omitted from this solicitation.
4. Sheet MH111 has a sheet note symbol with a 6 in it in room 127 but there is no description for it at the sheet notes. There is an error, the note symbol with #6 shall be removed and replaced with note symbol #3.
5. Solicitation page 7 of 60 – Submission of bids: “The offeror shall submit a bid that provides a complete line item breakout of tasks, quantities, and unit prices, that reflects the complete work effort required by the contract”. Why is this necessary in a project that is being bid by a large group of Contractors? Not everyone has a seat for RS Means. Also, what method would they use, Overhead and Profit? Bare Costs?
City Cost Index? Coefficients? The subcontractor numbers come in barely in time to get the bid together for submission. There is no time to prepare or coordinate the estimate with the subcontractors’ bids. We can understand this need for the line item back up for sole source projects but not for open bids. Can this be waived, please? This requirement will not be waived. Please submit a complete line item breakout to support your overall bid.
6. During the site visit we did not get into every room to investigate what devices are embedded in the ceiling, such as sprinkler heads that may have to be capped to prevent a flood in case they are broken, mass notification and fire alarm devices mounted in the ceilings, light fixtures to be supported while ceiling is being replaced, smoke detectors, speakers, etc. Room 185 comes to mind. The user would not let us in.
Room 185 will not be occupied during construction. The COR will coordinate with the user to ensure this room and other affected areas are ready for construction when contract is awarded.
The contractor will be responsible to field verify all surrounding and concealed items prior to demolition.
All items damaged during demolition that are to remain will be the responsibilities of the contractor to repair to the original state. (See notes on sheet A-001 to A-116 for ceiling repair and replacement.)
7. The project requires that any work outside of the mechanical rooms will have to be done after hours. Will there be government security during after-hours work to safeguard the areas?
After-hours work and all work will need to be coordinated with the COR. The bldg. is critical and cannot be shut down. Construction outside mechanical rooms during normal hours will not be allowed. Therefore, weekends and after-hours work outside the bldg. will be permitted through the COR. The contractor will be responsible to secure the construction areas as mentioned in the scope of work.
8. Most of the rooms visited, where above ceiling work will be required, are full of furniture and equipment.
Furniture can be moved around a bit to gain entry but the contractors cannot be responsible for the computers, printers and other expensive equipment that is in the rooms. The User will have to remove these items.
All work will be coordinated with the COR. The users will only be responsible to move their computers and other electronic devices. Contractor will be responsible for moving around furniture and place it back in original place when work is complete.
9. Confirm that any ruts made in the grassed areas outside, caused by the lifting equipment used while installing in the air handlers, will need to be repaired. Yes. Contractor will be responsible to repair any damages or ruts made in the grassed areas outside the bldg.
10. Per Observation on Job Walk, it was noticed that the existing floor mounted air handling units have external isolation on air handling units. The new air handling units will come with internal vibration isolation on the fan section itself. Please confirm that external isolation is not required if complete fan section is isolated and meets the requirements of note # 7 on M-0002 and Section 23 05 48.00 40/ Paragraph 2.2.10?
It is acceptable to use internal isolation provided it meets the requirements of the specifications.
11. Would Government like an extended compressor warranty? If so, parts only or parts and labor? It is recommended to do parts and labor to a betterment for the government for the duration of the warranty so that there are no procurement hoops to jump through something where to happen after the 1st year warranty period.
Warranty requirements should comply with the project specifications.
12. The scope of work for this project requires the controls contractor to tie new controllers onto an existing building network. In order to do this, the controls contractor will need to be provided with the current LNS database for the building once the contract has been awarded.
Contractor will be responsible for installing and programming new DDC controllers for the equipment installed on this contract. Contractor shall connect to the existing LON Trunk. If there are existing network points necessary to complete the controls on this contract (i.e. outside air temp, occupancy, etc.), the contractor will need to provide new devices on this contract and not expect to receive data via the existing LON network. At the conclusion of construction, the contractor shall provide the government with all software/databases (in accordance with the specifications) to allow for future integration of new controllers into the existing building network (by others). At that time, any duplicate network points will be consolidated (by others).
Please confirm that the DDC Control Data base can be accessible during construction to ensure that connecting everything back to the Lon Truck is correct and able to be tested?
See above response.
13. The design drawings call for some of the new equipment to be shut down by an ATFP emergency shutdown button. Clarification is needed as to whether this will be a new ATFP shut down button for just these units or if these units will need to be shut down but an existing shut down push button(s). If these units will tie into existing buttons, it is requested that the control contractor be provided with information regarding where these points are terminated and what SNVTs are used to achieve this shutdown.
A new emergency shutdown button will be installed in the 1st Floor bldg. supervisor’s office that will shut down the AHU’s installed on this contract.
14. Please confirm if there are any ATFP requirements during the period of the mechanical room exterior walls/windows being removed? If all the work cannot be completed in one day is there anything that needs to be done with except of temporary plywood or something of this sort to secure exterior wall?
The contractor will be responsible to secure the exterior wall/windows being removed as stated in the drawings.
15. New Drawings call for all shut-off valves to be replaced at each air handler. Can the new shut-offs go after existing one and existing valve be abandoned in place or would the Government prefer the lines be frozen and valve removed being that we cannot shutdown the complete system of the building? Please advise. Existing shutoff (isolation) valves may be installed after the existing valves and existing valves may be abandoned in place.
16. Is commissioning required on the new work only or any other equipment/systems in the building not being worked on? Commissioning will be required on new work only.
17. Is Test and Balance required on new work only or any other equipment/systems in the building not being worked on? Test and Balance will be required on the new and existing equipment in the entire 1st floor of the bldg.
18. On the test and balance of the air handlers, are we balancing just the new air handling units or does there need to be a grille to grille balance. If needs to be grille to grille, can the government confirm that we shall assume that all required balancing devices are installed and present? Yes. Test and Balance is required for the entire 1st floor of the building to include grille to grille balance.
19. Please post the pre-bid/site visit sign in sheet on FBO. The pre-bid/site visit sign sheet is not required to be posted to FBO.
20. Please furnish fire sprinkler “as built” drawings. We need to know what areas are covered by fire suppression risers in case we have to cut off the water to cap sprinkler heads.
As-built drawings for the existing fire sprinkler system will be provided, but the government will not be responsible if there is any discrepancy in the as-built or the as-built doesn’t match the existing. The contractor shall field verify sprinkler system prior to any demolition.
21. Please provide a spec on the metal ceiling tiles to be replaced in the auditorium/conference room 108.
Contractor shall match existing for the metal ceiling tiles - 24’’x 24’’ perforated metal pans with black acoustical liners.
22. Sheet A-111 states that existing ceiling tile is Armstrong Cirrus. It was noticed during the site visit that the existing ceiling tile is mostly fissured tile. Please advice what type of ceiling tile is required to be installed in the rooms where the ceilings are to be replace – those marked as 1 on the sheet notes?
As stated in the drawings; replacement ceiling shall match existing (grid and tiles)
23. Will underground site survey be marked to locate irrigation sprinkler system or other utilities in the exterior landscaped areas to be crossed to get access for the air handlers?
Contractor shall apply for and obtain a dig permit from DPW dig permit office for this project prior to any type of soil penetration or use of lifting equipment. All utility outages shall be scheduled through the COR.
24. Confirm that any damage to landscaped areas caused by cranes or other lifting equipment needs to be repaired.
Yes, the contractor will be responsible to repair any damage to the landscaped areas caused by cranes or other lifting equipment.
25. Will landscape irrigation be disabled during construction?
All work shall be Coordinated with the COR.
26. Sheet M-002 General Note 11, “Provide 20 temporary plug in type heating/cooling units….” Will condenser discharge heat be required to be ducted to the exterior of the building or is above ceiling ok?
Condenser heat discharge can be ducted to above ceiling.
27. Will individual electric circuits need to be provided for spot coolers?
No.
28. Will areas for duct relocation and additions of VAV boxes be occupied during construction?
Yes, some areas will be occupied and some will not. All work will be coordinated with the COR.
29. Will chillers be required to have five year parts, labor and compressor warranty?
Provide warranty in accordance with the specifications.
30. Will provisions be provided for access to building exterior for equipment, lifts, and crane?
This needs to be coordinated with the COR.
31. Will underground site survey be performed to mark underground utilities? See above response for question # 24.
32. Will Contractor be responsible for any landscaping or underground repair required for damage to grass or irrigation system? Yes.
33. Will irrigation system be disabled during construction period?
Any necessary outages will be scheduled through the contract COR.
34. For temporary spot coolers will condenser discharge heat be required to ducted to the exterior of the building or is above ceiling acceptable? Above the ceiling is acceptable.
35. Will individual electrical circuits need to be provided for spot coolers?
There is no need for individual electrical circuits.
36. Will areas for duct relocation and additions of VAV boxes be occupied during construction?
Yes. Some areas will be occupied and some will not. All work shall be coordinated with the COR.
37. Will Chillers be required to have Five year parts, Labor and Compressor warranty?
Provide warranty in accordance with the specifications.
38. Please clarify cost magnitude. On the synopsis page it says 500k-1mill. In the solicitation it says 1mill- 5mill. The correct cost magnitude for this project is $1,000,000.00 to $5,000,000.00.
39. Will it be acceptable to install copper and copper propress type fittings for the new AHU piping?
See specs for details.
40. Do to the expected lead time on materials will the Government extend the POP beyond the given 120 calendar days? Contract duration to be extended to 210 days plus 30 days for processing of award.
41. Where will the contractor’s waste container be placed? This needs to be coordinated with the COR and discussed during pre-con meeting.
42. Will the contractor be given a laydown area inside of the facility? No.
43. During the removal and replacement of the AHU’s, turfed areas will be disturbed. Can you please provide what type of Sod will be required? Contractor shall be responsible for any damage to the facility or surrounding areas due to the construction process. Sod replacement shall match existing.

(a) Definitions. As used in this clause--
Long-term contract means a contract of more than five years in duration, including options. Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause. Such a concern is ``not dominant in its field of operation'' when it does not exercise a controlling or major influence on a national basis in a kind of business activity in which a number of business concerns are primarily engaged. In determining whether dominance exists, consideration shall be given to all appropriate factors, including volume of business, number of employees, financial resources, competitive status or position, ownership or control of materials, processes, patents, license agreements, facilities, sales territory, and nature of business activity.
(b) If the Contractor represented that it was a small business concern prior to award of this contract, the Contractor shall rerepresent its size status according to paragraph (e) of this clause or, if applicable, paragraph (g) of this clause, upon the occurrence of any of the following:
(1) Within 30 days after execution of a novation agreement or within 30 days after modification of the contract to include this clause, if the novation agreement was executed prior to inclusion of this clause in the contract.
(2) Within 30 days after a merger or acquisition that does not require a novation or within 30 days after modification of the contract to include this clause, if the merger or acquisition occurred prior to inclusion of this clause in the contract.
(3) For long-term contracts--
(i) Within 60 to 120 days prior to the end of the fifth year of the contract; and
(ii) Within 60 to 120 days prior to the date specified in the contract for exercising any option thereafter.
(c) The Contractor shall rerepresent its size status in accordance with the size standard in effect at the time of this rerepresentation that corresponds to the North American Industry Classification System (NAICS) code assigned to this contract. The small business size standard corresponding to this NAICS code can be found at http://www.sba.gov/content/table-small-business-size-standards.
(d) The small business size standard for a Contractor providing a product which it does not manufacture itself, for a contract other than a construction or service contract, is 500 employees.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting office in writing within the timeframes specified in paragraph (b) of this clause that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
